(AP) — California's state auditor says the California State Lottery skimped on giving million in revenue to fund public education funding and spent 0,000 on food and travel expenses without considering cheaper options. The auditor's report made public Tuesday says the lottery agency should have accounted for an increase in profits for the fiscal year that ended in June 2018 by providing million in public education financing.The auditor also recommended that the state legislature amend the Lottery Act to ensure audits of the lottery's procurement process at least once every three years.The California State Lottery says in a written response accompanying the audit that it disagrees with the auditor's findings and that the agency gives the most money it can for education.“Lottery revenues and contributions to education were declining in the years prior to the passage of AB 142. He highlighted 5 main points in the report, the first pertained to preventing and fighting catastrophic wildfires, "213.6M of that was specific for fuels reduction." Millions in the budget dedicated to clearing brush and other potential fire hazards on private and public land, build the workforce to do it and invest in technology to monitor fire risk."There's the world without climate change, here's the world we're living in," Newsom said referring to a chart showing skyrocketing wildfire damage in terms of acres burned, in recent years. He said he wants to break the cycle, creating more clean energy to reverse the effect of climate change, focused on electric cars and utility companies."The soaring costs of wildfires, the good old days and now the new normal," Newsom said referring to another chart showing the jump in costs related to wildfire damage. The governor's plan outlined options to pay for wildfire damage, including helping utility companies if they're at fault, and spreading costs among everyone, including tax payers."The state has suffered from their neglect," Newsom said taking aim at utility companies. He wants the California Public Utilities Commission strengthened, to hold utility companies accountable while passing wildfire damage costs to customers. Prop 63. - Ammunition salesStarting July 1, new rules for purchasing bullets will go into effect. The new rules require background checks every time someone wants to purchase ammunition. The law is part of Proposition 63, which voters approved in 2016. A fee is also required for each transaction. Gas tax increaseBeginning July 1, 2019, California’s gas tax is set to rise again by nearly 6 cents per gallon. ROCHESTER, N.Y. — A statue of abolitionist Frederick Douglass has been ripped from its base in Rochester on the anniversary of one of his most famous speeches.Police say the statue of Douglass was taken from Maplewood Park and placed near the Genesee River gorge on Sunday.On July 5, 1852, Douglass gave the speech “What to the Slave is the Fourth of July” in Rochester. There was no indication the vandalism was timed to the anniversary.The park was a site on the Underground Railroad where Douglass and Harriet Tubman helped shuttle slaves to freedom.Leaders involved in the statue’s creation tell WROC that they believe the nation’s ongoing focus on race could have played a role in the vandalism.The project director of Re-energize the Legacy of Fredrick Douglass, Carvin Eison, questions whether the damage is some type of retaliation because of the calls to take down Confederate statues.WROC reports that the statue is one of 13 placed throughout Rochester in 2018, and it’s the second figure to be vandalized since then.The damaged statue has been taken for repairs. 1082

Russia's ambitions to head international police agency Interpol were dashed Wednesday after delegates chose acting head South Korean Kim Jong Yang to take the role.Alexander Prokopchuk, a former Russian Interior Ministry official had been expected to be elected president, but critics opposed his nomination, accusing Moscow of using Interpol's systems to target and pursue the Kremlin's political foes.On Monday a bipartisan group of US senators released a letter saying the election of Prokopchuk would be "akin to putting a fox in charge of a henhouse."Kim was elected at the 87th session of the organization's General Assembly in Dubai, which gathered around 1,000 senior law enforcement officials from across the globe. Kim will serve as president for the remainder of the current mandate, until 2020.US Secretary of State Mike Pompeo had endorsed Kim, a South Korean police official, to replace former president, Meng Hongwei, who was recently detained on his return to China.The organization's former president, Meng Hongwei, went missing on his return to China in late September. His wife Grace Meng raised the alarmed 10 days later and said she'd received threats via social networks and telephone.Chinese authorities later announced Meng was being held and investigated for alleged corruption.
