People all across San Diego are breaking the law to ease parking problems in congested neighborhoods. They're either painting over red curbs to add spaces, or they're adding red paint to the curbs near their driveways to keep people from blocking them in.Either way, it's illegal and the city deals with hundreds of complaints each year on its Get it Done website and app. City officials say it's most common in neighborhoods like Hillcrest, Pacific Beach and North Park, where the population is dense, and parking spots are at a premium.San Diego Municipal Code 82.14 says "No person shall paint or otherwise mark any curb, sidewalk or street surface without first complying with the requirements of this code." Although city officials say it's tough to enforce because it's hard to prove who painted the curb. The San Diego Police Department wasn't able to provide 10News with details on what the penalties could be.An SDPD Spokesman did say anyone who gets a ticket for parking in a red zone that may be illegal can appeal the citation here.In 2017, the city dealt with 222 reports of illegally painted curbs on the Get it Done website. They try to respond to all of them. Already in 2018, there have been more than a dozen. Vehicles blocking any part of the roadway may becited or towed.Avoiding trespassing onto private property. Police in Japan have arrested a 27-year-old man after he admitted to killing an unidentified person and dismembering the body.Japanese media reported parts of as many as nine bodies were found in the apartment of Takahiro Shiraishi in Zama City, Kanagawa Prefecture, southwest of Tokyo.Shiraishi has been arrested on the charge of abandoning a corpse, police told CNN, and investigation is still ongoing. The names, ages and genders of the alleged victims have not been revealed."I killed (a person) and dismembered the body and put them into a cooler box with cat litter in order to hide the evidence," Shiraishi said, according to police.A police officer would not comment on the eight other bodies reportedly found in Shiraishi's apartment.According to Japanese public broadcaster NHK, police searched Shiraishi's home as part of an investigation into the disappearance of a 23-year-old woman from Hachioji City, in the Tokyo suburbs.Investigators told NHK the woman was reported missing last Tuesday after she posted a message online saying she was looking for someone to join her in committing suicide. Surveillance footage showed her walking with the suspect near the man's apartment.When they searched Shiraishi's apartment, police found the dismembered body parts of nine people, hidden around the apartment, NHK reported.Citing police sources, TV Asahi reported three cooler boxes and five containers were found in Shiraishi's room containing human heads and bones with the flesh scraped off.  1515

(CNS) - The Pasadena Tournament of Roses announced that in lieu of the annual parade canceled due to the coronavirus pandemic, it will host a two-hour televised entertainment special on New Year's Day to benefit Feeding America.Event coordinators issued a statement Thursday saying they have partnered with six broadcasters to air the show during the time slot traditionally reserved for live coverage of the Rose Parade. "The Rose Parade's New Year Celebration presented by Honda" will feature live-to-tape musical entertainment, celebrity guests, memorable past floats, marching band performances and past Rose Bowl Game football highlights."We are beyond excited about the upcoming New Year's Day television special and the unique opportunity it gives us to not only entertain our worldwide audience in new and dynamic ways, but also honor the Rose Parade's 130-year tradition," said David Eads, executive director and CEO of the Tournament of Roses."Each year, tens of millions across America and around the world invite us into their homes to celebrate the New Year, and this year will be no different," he said. "We may not be able to make our typical 5.5-mile march, but we are hosting a spectacular celebration nonetheless."The Tournament of Roses will partner with Feeding America, the nation's largest organization dedicated to fighting domestic hunger through a nationwide network of food banks."Food insecurity has been a focus of our organization's efforts during the pandemic, so it was only fitting that we extend our commitment to our re-imagined New Year celebration," said Bob Miller, president of the Pasadena Tournament of Roses Association.
