SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. SAN DIEGO (KGTV) - Kaiser Permamente employees in San Diego voted to join a nationwide strike against the healthcare giant starting Oct. 14. More than 4,000 members of OPEIU Local 30 supported the action, a union spokesperson said. Workers say they want to “protect middle-class jobs with wages and benefits that can support families.” Hundreds of positions would be affected, including x-ray, pharmacy, and surgical technicians, phlebotomists, optometrists, and housekeepers. “We believe the only way to ensure our patients get the best care is to take this step,” said Robert Sparrow, an x-ray technician. “Our goal is to get Kaiser to stop committing unfair labor practices and get back on track as the best place to work and get care. There is no reason for Kaiser to let a strike happen when it has the resources to invest in patients, communities and workers.” Picket lines will be established at Kaiser Permanente hospitals, medical office buildings, and other facilities in six states and Washington, D.C. Kaiser Permanente Chairman and CEO Bernard J. SAN DIEGO (KGTV) - Mayor Kevin Faulconer, County Supervisor Ron Roberts and county health officials announced Tuesday a plan of "Vaccination, Sanitation & Education" to stop San Diego's hepatitis A outbreak."This is our community and we are working day and night to take care of it. It is going to require a sustained effort and everyone in San Diego County has a role to play," Mayor Faulconer said. The county's top medical professionals say there is no end in sight to the outbreak that began in March. RELATED: San Diego Hepatitis A death toll, those sickened rises"This outbreak could last another six months and unfortunately there are going to be more lives that are going to be at risk," said Dr. Nick Yphantides, the county's chief medical examiner at a news conference outside the county administration building. Officials gave critical updates about the outbreak, which has killed 16 people and sickened 444 others. While most of the cases involved the homeless or drug users, 25 percent of the patients were neither, health officials said.Hepatitis A is a highly contagious liver infection that is usually transmitted by fecal-oral or person-to-person contact, or consumption of contaminated food or water.
