SEOUL, Dec. 17 (Xinhua) -- Chinese Vice President Xi Jinping put forward a four-point plan to cement China-South Korea ties when he met South Korean Prime Minister Chung Un Chan here on Thursday.     Xi said China and the South Korea were neighbors and the relationship had been promoted since they established diplomatic ties in 1992. The exchanges of the visits by the two heads of states last year upgraded the relations to strategic and cooperative partnership, which benefited both countries and helped promote regional peace, stability and prosperity.     Xi's proposal to foster the Sino-ROK relationship was:     -- To enhance high-level contact and political trust:     The two countries should also increase exchanges between the governments, parliaments and parties. China appreciated the adherence by South Korea to the one-China policy and its support on the Taiwan and Tibet issues, Xi said.     -- To expand trade and economic cooperation:     The two countries should explore new ways on high-tech, energy-saving, and environmental protection cooperation. Xi called on the two sides to complete joint research and initiate free trade agreement negotiation.     -- To increase personnel exchanges:     The two sides should further improve exchanges on education, culture and tourism and properly handle the issues concerning the sentiments of the two peoples.     -- And, to strengthen coordination in multilateral frameworks, including the meeting mechanism of China, South Korea and Japan:     On the situation on the Korean Peninsula, Xi said all relevant sides should take the chance to show flexibility to resume the six-party talks at an early date.     Xi also said China would push for the Copenhagen climate change conference to achieve a result in line with the "Bali Roadmap."     Chung Un Chan pledged to complete the joint research on free trade agreement as soon as possible, and advance coordination with China under the G20 and the framework of China, Japan and South Korea.     Xi arrived here Wednesday night after a visit in Japan. He will also visit Myanmar and Cambodia.

WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.

BEIJING, Nov. 25 (Xinhua) -- An awarding ceremony was held here Wednesday to honor 214 outstanding demobilized soldiers in the country.     President Hu Jintao, Premier Wen Jiabao and Li Changchun, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, met with the retired servicemen at the Great Hall of the People and congratulated them on their achievements. BEIJING, Nov. 2 (Xinhua) -- Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso exchanged views on climate change and China-EU cooperation on Monday during a telephone conversation.     The upcoming UN climate change conference in Copenhagen should aim to achieve positive results in the full, effective and sustained implementation of the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, Wen said.     "Emphasis should be put on making clear and detailed arrangements for mitigation, adaptation, technology transfer and financing," he added.     "The key to success at the conference is to uphold the UNFCCC, the Kyoto Protocol, the principle of 'common but differentiated responsibilities' and the authorization of the Bali Road Map," he said.     President Hu Jintao had made clear China's position and specific measures at the UN climate change summit in September, he said.     The premier specified six aspects China will give priority to in its next steps. That included integrating actions on climate change into its economic and social development plan, implementing and improving the National Climate Change Program, promoting the green economy, and reinforcing the comprehensive capability in coping with climate change.     Work also needs to be done in improving legislation on dealing with climate change and boosting international exchanges and cooperation, Wen said.     China highly values its relations with the European Union and both sides should further deepen the strategic mutual trust and strengthen all-round cooperation under new conditions, Wen said.     China is ready to work with the EU to push for a success of the Copenhagen conference and promote the comprehensive strategic partnership with the EU, he added.     In the telephone conversation, Barroso briefed Wen on the EU's position and proposals on climate change.     Barroso said the EU appreciates China's efforts in coping with climate change and its achievements in energy saving and emission reduction.     The EU hopes to enhance coordination and cooperation with China to make sure the Copenhagen conference produces positive outcomes, and expects to make joint efforts with China to push bilateral cooperation to a new level, Barroso said.
