SAN DIEGO (KGTV) - Community leaders and residents gathered Friday to remember a San Diego civic icon.Reverend George Walker Smith died on Feb.15 at the age of 91. A memorial to honor Smith at Christ United Presbyterian Church, where he led mass for decades, was held at 11 a.m. Friday."We kind of thought of Rev. Smith as the black godfather of San Diego, and of this church, because he helped so many people," Delores McNeely, a church member of 30 years, told 10News in February.Smith was the first African American to be elected in the city when he won the race for the San Diego Board of Education in 1963. He also started the Catfish Club, where weekly lunches served as a gathering for locals interested in civic or political issues in the community.The forums began at the church, but were eventually moved to Channel 10 when the attendance became too large."All the political leaders in the community came, and we had this huge forum, and they listened to him. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. SAN DIEGO (KGTV) — California Highway Patrol officers arrested a driver who knocked over a light pole on Interstate 5, causing it to fall into the path of oncoming traffic Friday night.It happened on the northbound lanes of I-5 just before the State Route 163 connector.The driver of a white Chevy Impala went off the road crashed into two light poles, knocking one of the light poles onto the right lane and into oncoming traffic.CHP says at least seven cars smashed into the downed light pole, damaging the vehicles. However, there were no injuries.The driver of the Impala told CHP he merely fell asleep behind the wheel, but after a sobriety test, he was arrested.“He was arrested for DUI,” said Steve Jio, with the CHP. “Possibly drugs, and we’re taking him to our station to be evaluated."Three lanes of I-5 were closed off for about an hour as crews removed the damaged vehicles and the downed light pole.Crews plan to replace the light pole Saturday morning. 974
