SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. Each San Diego Police division will have a Designated Online Transaction Space (D.O.T.S.) where carrying out online or private sales and exchanges of goods. The space will be in view of the station’s front door and in a well-lit area. “Online platforms have become an epicenter for scam artists and predators looking to take advantage of innocent people. In a world filled with online transaction uncertainty, D.O.T.S. offers certainty. I am pleased to see my pilot program expand citywide. You truly cannot put a price tag on peace of mind,” stated Councilmember Chris Cate. SAN DIEGO (KGTV) -- San Diego County issued cease and desist orders to several businesses Monday after the county entered the state’s restrictive purple tier.According to the county, the orders were issued to several local restaurants, gyms, and yoga studios.The news came after Governor Gavin Newsom hit the brakes on economic activity, moving 28 more counties into the state’s most restrictive tier.The purple tier restricts capacity at retail businesses, closes gyms, and limits restaurants to outdoor-only service.Monday, Newsom forced 41 of California’s 58 counties to the purple tier. SAN DIEGO (KGTV) - Ranked seventh in the state, an Oceanside High School wrestler makes daily sacrifices to be an elite athlete. But in a recent tournament, Shane Hansen put sportsmanship above being number one. After four matches, Hansen made it to the finals in the La Costa Canyon tournament. However, the final match was getting away from him. "It was the third period, the last period, I was down 12-3, I believe, we went out of bounds, and he ended up dislocating his shoulder," said Hansen. "I felt pretty bad because obviously, he was winning that match, and it wasn't my match to win."Hansen tried to forfeit himself from the match but was not allowed. "When he came up to me and was like, I want to trade my medal, I want to trade my medal, I was just kind of taken aback that in the moment, so quickly, he was wanting to do that," said Hansen's coach, Dustin Long. During the award ceremony, Hansen gave his gold medal to his opponent in exchange for the silver medal. Hansen held up two fingers representing second place in the podium photo, a symbolic gesture to his injured opponent. SAN DIEGO (KGTV) — San Diego health officials reported three unrelated cases of Tuberculosis, one at a South Bay high school and two others at U.S. Navy ships docked in San Diego.One case was reported at San Ysidro High School, according to the county. Health and Human Services Agency and Sweetwater Union High School District officials are warning individuals who were potentially exposed from Jan. 16 to May 31. County staff is providing free testing for students who may have potentially been exposed. The school district will provided staff potentially exposed with free testing as well.The Navy and HHSSA officials are working to alert potentially exposed contractors who worked on two Navy ships between Jan. 10 and July 18:Huntington Ingalls Industries employees who worked on the USS Bonhomme Richard (LHD-6), docked at Naval Base San Diego, from January 10 to June 8.General Dynamics NASSCO employees working on the USS Makin Island (LHD-8), docked at NASSCO from March 23 to July 18.The two ships were not accessible to the public and exposure to Navy personnel was extremely limited, according to the county. Contractors are working with occupational health providers to offer free testing.“Testing is recommended for all those exposed to assure they are not infected, since initial infection usually has no symptoms,” said Wilma Wooten, County public health officer. “For any infected individuals, early diagnosis and prompt treatment can prevent the infectious form of the disease.”Tuberculosis is transmitted from person-to-person through indoor air during prolonged contact with an infected individual. The county says most people who are exposed don't become infected.Symptoms include persistent cough, fever, night sweats, and unexplained weight loss.
