SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. We look forward to reaching a final agreement with the Governor and Legislature that meaningfully addresses the crisis posed by wildfires. Their sense of urgency in dealing with the situation is commendable."The bill will be in the Senate Appropriations Committee on Monday. It has already passed through the Assembly. 2052

SAN DIEGO (KGTV) -- The Hillcrest Business Association is making some changes to the Pride kickoff party this year they hope will make the event more inclusive. According to Benjamin Nicholls, the association’s Executive Director, entry to the event won’t be limited to those 21 and up this year. “We just felt it was a little odd to say ‘oh under 21 you can’t come,’ so we took down the fences and made it all ages,” Benjamin said. On top of taking down the fence that normally surrounds the event, entry will also be donation based. “What we want to do is we want to take down the barriers to entry and that means physically taking down the fences and also charging nothing for folks to get in,” Nicholls added. Nicholls says he hopes the changes will get more people involved. Pride this year will be held on July 12, 13 and 14. 840

SAN DIEGO (KGTV) — The brother of the man accused of fatally shooting a Good Samaritan on Interstate 15 in October has been arrested and will also be charged in connection with the murder.Edson Acuna, 24, was taken into custody in Mexico and turned over to U.S. authorities Tuesday, according to San Diego Police. Acuna's brother, Brandon, was arrested shortly after 21-year-old Curtis Adams was shot and killed on I-15 during the early hours of Oct. 27.Adams, a San Diego Navy sailor, and his girlfriend had stopped their vehicle on southbound I-15 just before 2:30 a.m. to check on an apparent stranded vehicle near the Mountain View area, said San Diego police homicide Lt. Anthony Dupree. He was taken to UCSD Medical Center where he died of his injuries.Police said Tuesday a warrant was issued for Acuna's arrest after his brother's arrest, but authorities believed he had fled to Mexico.Both Acuna brothers are suspected in another shooting that happened about 10 minutes prior to Adams' murder. SAN DIEGO (KGTV) — The county Sheriff's Department is offering free in-home safety inspections to San Diegans in their patrol areas. On Thursday, 10News tagged along for an inspection at Robin and Mike Judd's home in Santee. "It's a concern, in today's world, security, how safe are you? And you can never be too safe," Robin said. Crime prevention specialists Mike Mateo and Monica Cordero spent about an hour inside the home, pointing out potential flaws concerning locks, lighting, and outdoor decorations that could be used to break windows.The duo also gave information on crime prevention and neighborhood watch programs to use as preventative measures to local crime.To arrange for an in-home inspection, San Diegans can call their local sheriff's substation and ask for crime prevention.You can find a list of the contacts here. 846

  

SAN DIEGO (KGTV) — Teenage cancer survivors from Rady Chidlren's Hospital celebrated an "unforgettable" event.The annual Unforgettable Prom brought teens battling cancer out for a night of dancing and celebration — a night many of the teens miss at school while they continue to fight illness. Now in its 13th year, the dance has helped teens take a moment to celebrate that special night in every teenager's life. And everything is covered: From dresses and tuxedos to entertainment, food, and decor, thanks to volunteers and the Friends of Scott Foundation, a local non-profit that works to provide emotional and financial support for children with cancer and their families.This year's theme, Avengers "Age of Heroes," honors Ryan Wilcox, a former patient and Unforgettable Prom King, who lost hist battle with cancer. "Unforgettable Prom" was started by Carmen Delgadillo, founder of the Friends of Scott Foundation. Degadillo lost her teenage son, Scott, to Acute Lymphostic Leukemia. From that loss, Delgadillo started the foundation to help other families in need of support during their own battles with cancer.
