BEIJING, Jan. 21 (Xinhua) -- A senior official with China's central bank Wednesday called on lenders to balance their lending this year and to avoid abrupt loan fluctuations. The People's Bank of China (PBOC) will continue to optimize the lending structure and properly manage the pace of credit growth while ensuring sufficient loans for economic recovery, said Zhang Tao, head of the bank's financial survey and statistics department. The PBOC will continue its moderately loose monetary policy this year, he added.Premier Wen Jiabao on Tuesday urged the government to optimize credit structure and maintain a proper pace of credit supply to guard against financial risks.China's top banking regulator Liu Mingkang told the Asia Financial Forum held in Hong Kong Wednesday that China's overall credit growth will be scaled down to 7.5 trillion yuan (1.1 trillion U.S.dollars) in 2010, compared with last year's lending spree of 9.59 trillion yuan.To help soak up extra cash flow, the central bank raised the reserve requirements on banks by 0.5 percentage points on Monday, the first increase in 18 months, which analysts forecast would help freeze 250 billion yuan of liquidity.

ISTANBUL, Jan. 26 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who attends a regional summit on Afghanistan here as the special representative of Chinese President Hu Jintao, pledged that China, as a neighbor that shares friendship dated back to antiquity, will continue to support Afghanistan's reconstruction."China has actively supported, promoted and participated in Afghanistan's post-war peace and reconstruction effort. Look ahead, China will continue to give support to Afghanistan within its capacity," Yang said in his remarks at the Istanbul Summit on Friendship and Cooperation in the Heart of Asia.Yang noted that since 2002, China has cancelled all mature debts owed by the Afghan government and provided a total of more than 900 million yuan (about 132 million U.S. dollars) grant assistance. He said China has launched a large number of assistance programs in Afghanistan to help improve people's lives, including a series of big projects such as the Jomhuri Hospital (Republican Hospital) and the Parwan irrigation project, which have made a positive impact in the country's reconstruction process.China has also trained more than 500 Afghan government officials in a broad range of areas, including diplomacy, economy and trade, medical and health care, finance, tourism, agriculture and counternarcotics, according to Yang.China announced last year it will turn all its previously committed 75-million-U.S. dollar concessional loans into grant assistance, to be provided to Afghanistan over a five-year period.Yang said the first tranche of funds was already delivered in 2009, and the remaining 60 million U.S. dollars will be made available in the coming four years."In addition, we will keep on assisting Afghanistan in such areas as vocational training and human resources development," Yang added.Hosted by Turkey, the Istanbul summit was also attended by Afghan President Hamid Karzai, Pakistani President Asif Ali Zardari, Turkish President Abdullah Gul, Iranian First Vice President Mohammad-Reza Rahimi and Tajikistan Foreign Minister Hamrohon Zarifi.Yang said China highly appreciates Turkey's efforts in addressing the issue of Afghanistan and supports the tripartite cooperation among Turkey, Afghanistan and Pakistan. He praised the progress Afghanistan has made in its reconstruction."Over the past eight years, we have seen how the Afghan people have risen to challenge and worked unyieldingly to rebuild their country. Afghanistan has gradually recovered from the traumas of war and scored commendable achievements in institution building, economic development and external relations," Yang said.He hailed that the successful presidential election held by the Afghan people in 2009 was of special significance, as it marked an important step forward towards the goal of "Afghanistan run by the Afghans."However, Yang pointed out that Afghanistan still faces many daunting challenges, as the security situation remains volatile, the process of economic reconstruction is slow and people's livelihood needs urgent improvement."Afghanistan is at a critical juncture," said Yang, calling on countries in the region and the international community to step up efforts to support Afghanistan. He made a four-point proposal in this regard. He said the countries in the region, having special associations with Afghanistan due to geographical, religious, ethnic and linguistic reasons, should bring into full play our advantages and get actively involved in Afghanistan's reconstruction process. The countries should accord top priority to Afghanistan's capacity building and human resources development and, under the principles of mutual respect, equality and mutual benefit, engage in result-oriented cooperation with Afghanistan in such key areas as transport and trade facilitation, energy, communications, drug control and education, he said.He advised to increase communication to ensure that relevant mechanisms and initiatives are viable, practical and efficient and can play a positive role in bringing about an early solution to the Afghan issue.Yang also stressed the need to always remember to fully respect the independence of Afghanistan and the imperativeness to respect the leading role of the United Nations in coordinating international efforts."We sincerely hope that with the hard work of the Afghan government and people and the strong support of the international community, a peaceful, stable and independent Afghanistan that enjoys development and good-neighborliness will emerge in the world," Yang said.Tuesday's summit issued a statement in which Afghanistan's neighboring countries said they back the war-torn country's plan to reconcile with moderate Taliban forces as Karzai is seeking international support for the program."(We) support, therefore, the Afghan national process of reconciliation and reintegration in accordance with the Constitution of Afghanistan in a way that is Afghan-led and - driven," said the statement.

BEIJING, Feb. 3 (Xinhua) -- China has decided to start public hospital reform with pilot programs in selected cities or districts in each province, autonomous region and municipality, according to a cabinet guideline passed Wednesday. The guideline on public hospital reform was discussed and approved by an executive meeting of the State Council chaired by Premier Wen Jiabao. The public hospital reform is aimed to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to a statement issued after the meeting. It was stressed at the meeting that public hospitals must retain its orientation of serving public interests and giving top priority to people's health.According to the statement, a coordination mechanism should be established between big public hospitals and grassroots medical service institutions so that they could cooperate with each other with proper division of labor. The management system of public hospitals should also be reformed so that operation and supervision of the hospitals are conducted separately, it said. The quality of public hospitals' medical services should be improved, whereas their incentive mechanism of income distribution should be perfected, the statement said.Public hospitals should also gradually quit profiting from drugs and rely on medical service charges and government subsidies. The guideline also encourages non-governmental sectors to invest in and set up non-profit hospitals.

NAIROBI, Feb. 12 (Xinhua) -- Achim Steiner, UN Under Secretary- General and Executive Director of the United Nations Environment Programme (UNEP) told Xinhua in an interview on Friday that China played a significant role in the process leading up to Copenhagen Climate Change Conference."I think China played a very significant role in the process leading up to Copenhagen, and in a sense it became very engaged at the highest international political level in the process," the UNEP chief said.Steiner noted that China took a significant step forward when it made its announcements of voluntary actions a few weeks before Copenhagen. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua. On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain. He stressed that China has begun to take a different development path. Chinese leaders and people have started to look at development also from a sense of balance. And therefore environmental protection and sustainable development have taken a far quicker route of being addressed today than by some industrialized nations have done in historical terms."I think many of the measures the government is taking, from establishing a ministry of environmental protection to new legislation, to setting pollution standards, showed that in a period of just 10 to 15 years, China has walked a distance that some other countries had taken 30 to 40 years," he said. The UNEP chief added that "also let us be very realistic that environmental challenge for China is significant, and therefore effective action is necessary and urgent."He lauded China for including the notion of ecological civilization and the transition to a green economy into part of the country's mainstream development planning and the next Five- Year Development Program."To me it provides some very encouraging signs that we will see a very different economic development philosophy emerging in China. And this is also UNEP's mission to work with China in bringing the latest science and knowledge that have been developed across the world on green economy opportunities into the debate and discussions in China," he said.Referring to the upcoming Shanghai EXPO, Steiner said such big events can be not only a showcase for the country, but can also act as an experiment with policies, with new technologies and with new ways of management."The Shanghai EXPO, with the theme of 'Better City, Better Life, ' has put the quality of life, which is so closely related with environment management, at the heart of this international event," he said.Steiner compared the EXPO to the Beijing Olympics, saying that the 2008 Olympic Games in Beijing provided many examples of innovation technology as well as environmental management initiatives. It is in his belief that the Shanghai EXPO will just stand in the same tradition.
