Oceanside may convert two of its elected city positions into City Council appointed ones, leading to concerns that the city is taking key decisions away from voters. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot. However, multiple City Council members campaigned on Ernst’s behalf because they said Scott wasn’t qualified. Ernst won, clearing the way for the council to appoint Rafe Edward Trickey Jr. Scott said Monday she was troubled by the decision before the council. Current treasurer Victor Roy defeated Tricket Jr. in the 2018 election, and currently holds the office. City Clerk Zeb Navarro was recently appointed after Zack Beck stepped down to take a position in Escondido. Oceanside Mayor Peter Weiss said the jobs are part time and pay about ,000 a year. You cannot have gatherings, play sports or sit on the beach.Edelbrock said most of the crowd is following the rules, "probably 80% are coming down with good intentions."That other 20% then has to be contacted by police or lifeguards trying to enforce orders to stop the spread of the coronavirus."Their [lifeguards'] primary function is to facilitate safety out in the ocean to watch the water, watch over our kids and make rescues and do first aide and that kind of thing. OMAHA, Nebraska — The family of Nikko Jenkins wants answers as to why he was able to swallow a set of keys over the weekend while in prison.Sophia Jenkins, Nikko’s older sister, tells KMTV television station in Nebraska that she went to visit him at the NDCS Prison in Lincoln on Sunday but was not allowed to because he had swallowed a set of at least seven handcuff keys. He reportedly was strapped to a bed when he obtained the object before ingesting them.The NE Dept. of Corrections says Jenkins, a Douglas Co. safe keeper, was involved in misconduct resulting in injury. He was by the NDCS medical staff and did not require outside medical care.This is one of a handful of bizarre instances where the convicted killer has mutilated or harmed himself while at the prison. In the last year, Jenkins has cut his face, tongue, and mutilated his genitals several times with razors and other items. A badge was obtained off of a guard’s uniform to cut his genitals. "It really did it was disturbing, it was heartbreaking, it was unbelievable. I couldn't even imagine like really he swallowed some keys let alone seven keys? I don't even know how that happened,” Sophia said. (CNS) - Police identified a 43-year-old man armed with a machete who allegedly stabbed a police dog and broke a patrol vehicle's window in Oceanside.About 5 p.m. Tuesday, an officer was inside a vehicle, stopped at a traffic light on College Boulevard and Plaza Drive, when he saw the suspect, Noomane Trabelsi, across the street yelling at him, according to Oceanside Police Department Public Information Officer Tom Bussey.The suspect allegedly approached the vehicle swinging a machete and broke the driver's side window, Bussey said.The officer suffered minor injuries and called for assistance. A perimeter was established, and the suspect was seen near the Mossy Nissan dealership, at 3535 College Blvd., and officers tried to make contact with him, according to Bussey.Trabelsi went into a nearby ravine, prompting officers to deploy a police dog, according to Bussey.Trabelsi allegedly stabbed the dog, named Chico, in his head and then stabbed himself multiple times in his stomach, Bussey said. Chico was taken to a veterinarian and is expected to recover, according to Bussey.Officers, assisted by a San Diego County Sheriff's Department helicopter, searched for Trabelsi for two hours in tough terrain, according to Bussey.Trabelsi was located, arrested and taken to Scripps La Jolla to be treated for the self-inflicted injuries, Bussey said. 1381
