SAN DIEGO (KGTV) — One person was shot Sunday outside of a College Area smoke shop, according to police.It wasn't immediately clear what led to the shooting, but San Diego Police confirmed that a 20-year-old man had been shot just before 5:30 p.m. in the 5900 block of El Cajon Blvd., outside of Aztec Smoke & Vape Shop.The victim was hit in the leg and chest and taken to a nearby hospital, but their condition was not clear.The area was closed by police for the investigation.10News is monitoring this breaking news. SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. This meeting will be open to the public on the City of San Diego’s YouTube channel and an agenda will be posted prior to the meeting."An SDPD spokesperson told 10News on Friday that the department wants to be clear that it does have a de-escalation policy incorporated into its use-of-force policy but the department is open to receiving any new recommendations from the board. 2381

SAN DIEGO (KGTV) — One man was arrested and another man was injured after a violent argument at a Gaslamp convenience store.San Diego Police say a customer at the 7-11 store at 515 5th Ave. was causing a disturbance at about 9 a.m. Saturday. Another customer confronted the man inside the store and the confrontation escalated into a fight.At one point, the 31-year-old suspect stabbed the 52-year-old victim in the left side of his abdomen, police said.The victim was taken to a nearby hospital with non-life threatening injuries and police arrested the suspect, though their identities were not released. 614

  

SAN DIEGO (KGTV) - More than a hundred family and friends gathered for a memorial service Friday morning at St. Therese Catholic Church in Del Cerro, to remember Julia Jacobson.The retired U.S. Army Captain disappeared over Labor Day weekend and is believed to have been murdered, the priest talking of the "sting of death" and "death so sinful."Julia's car was discovered abandoned near her home in University Heights but there's been no sign of her or her dog, Boogie, despite many searches - which are ongoing.RELATED: Ex-husband of missing Army veteran arrested on suspicion of murderJulia was divorced. It wasn't a friendly parting and the ex-husband, Dalen Ware, was arrested in Phoenix last month; charged with her murder and currently awaiting trial.Friday, though, a tearful farewell for a lost friend.Jamie Mann described her as a battle buddy during the Iraq war."There isn't a day goes by I don't think of that girl and how she made me a better leader; just a better woman; and she loved everybody, touched so many people hearts, and she'll never be forgotten," Mann said.RELATED: Scholarship set up in memory of missing Army veteran Julia JacobsonJulia's brother, Jon, said one of his biggest honors was to pin Julia's lieutenant's bars on her."I was very proud of her; her service in Iraq, Serbia a little while. SAN DIEGO (KGTV) - More than 700 underclassmen moved into dorms at San Diego State University Thursday, and a new report says a growing number of them are from out of state.A new analysis by USA Today says 78 percent of SDSU's incoming freshman were from California students in 2017. That compares to 88 percent in 2012. Out-of-state students pay an extra ,880 in tuition each year. "The cost is definitely a part of it, but, just, Florida isn't as appealing. Too hot, too humid," said Jackson Noye, an incoming freshman from Jacksonville. "Nothing can really beat San Diego."The University called the study "a bit misleading." In a statement, it said enrollment for in-state and out-of-state students is increasing, and that any suggestion it is prioritizing out-of-state students is untrue. "The number of students SDSU can admit and teach, as defined by the resident target enrollments, is contingent upon the amount of state funding allocated," the statement read in part. "SDSU is given an enrollment target for in-state students every year, and the state only provides funding to teach the targeted number of students. For that reason, SDSU currently enrolls the number of students funded."While freshman admission may be getting more competitive, many times students have a better chance of getting in to their top choice as a transfer. "The most selective public four-year universities often have higher acceptance rates for transfer applicants than first-year applicants," said Craig Meister, an admissions consultant. Rob Franek, editor and chief of the Princeton Review, said in addition to having solid test scores and a high GPA, students can set themselves apart by showing their desire to go to their top choice. In other words, get in touch with admissions counselors and attend university events. Franek said many of those interactions can be tracked by universities over time. 1906
