MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.

BEIJING, March 22 (Xinhuanet) -- NASA scientists are testing its next-generation Mars rover, which will land on Mars next year, under extreme conditions at space-simulation chamber in California, media reports said Tuesday.Scientists at NASA's Jet Propulsion Laboratory in Pasadena, Calif., say they've installed the Curiosity rover in a space-simulation chamber that can mimic the environment the probe will encounter on Mars.  After the chamber's large door was sealed last week, air was pumped out to near-vacuum pressure, liquid nitrogen in the walls dropped the temperature to minus 130 degrees Celsius, and a bank of powerful lamps simulated the intensity of sunshine on Mars.After the test period, the rover along with other portions of NASA's Mars Science Laboratory spacecraft including the cruise stage, descent stage and backshell -- part of protective covering -- will be shipped to the Kennedy Space Center for final preparation for the launch window from Nov. 25 to Dec. 18, 2011. Curiosity will study whether a selected area of Mars has offered environmental conditions favorable for microbial life and for preserving evidence about whether Martian life has existed.

N'DJAMENA, Feb. 16 (Xinhua) -- Chadian President Idriss Deby Itno said Wednesday while meeting visiting Chinese Foreign Minister Yang Jiechi that his country is willing to expand cooperation with China in infrastructure building, agriculture, health care and other fields.During the meeting with Yang, who arrived here Tuesday for an official visit, the president said the Chadian-Chinese relations are based on equality, mutual respect and noninterference in each other's interior affairs. He said China has successfully completed a number of aid projects in Chad, which greatly facilitated the social and economic development of the African country.Deby said Chad is willing to boost cooperation with China in such areas as infrastructure construction, agriculture and health care, and hopes to strengthen coordination with China on international affairs.For his part, Yang said Chad has undertaken the path of national reconciliation, political stability and social progress under the leadership of President Deby, and has made significant achievements in economic development and improvement of the welfare of the Chadian people.He said bilateral relations are developing rapidly since the re-establishment of diplomatic ties, with cooperation and exchanges at different levels significantly increased. LOS ANGELES, April 20 (Xinhua) -- Hundreds of homes were evacuated on Wednesday in Monument, U.S. state of Colorado after hydrochloric acid was leaking from a train car, authorities said.The leak was first reported around 1 a.m. local time when a southbound train spotted a vapor trail on a northbound train, the Denver Post reported.Authorities first ordered the evacuation of some 255 homes, and later expanded the evacuation to an additional 160 homes, according to the report.Schools in the area were closed due to the leaking, the report said.A specialized crew from Texas has been dispatched to the scene to transfer the hydrochloric acid leaking from the train car and is expected to finish the job in four or five hours, weather permitting, the report quoted Sgt. Mike Schaller of the El Paso County Sheriff's Office as saying.The leak is contained but hydrochloric acid is still leaking slowly from the tanker, which holds 25,000-30,000 gallons, Schaller said.He said police went door-to-door notifying residents of a subdivision adjacent to the railroad tracks to evacuate as a precaution.No injuries have been reported, he said, but residents have been warned that they may have to be out of their homes until Friday as hazardous material crews offload the acid to another container.The northbound train originated in Kansas and was en route to Denver at the time, the Denver Post said.It's not yet known how much hydrochloric acid leaked from the train car.Once the leak is sealed, crews will remove the hydrochloric acid from the damaged car to a new car that will likely continue into Denver, according to the report.Monument is a town of 3,230 residents 88 kilometers south of Denver.
