SAN DIEGO (CNS) - Jurors reached a verdict Tuesday in the trial of a Navy SEAL accused of fatally stabbing a wounded teenage ISIS fighter in the neck, shooting at numerous Iraqi civilians and threatening fellow SEALs to keep them from reporting him.Jurors found Special Operations Chief Edward Gallagher not guilty on six out of seven charges, including not guilty verdicts for premeditated murder, two charges of attempted premeditated murder, obstruction of justice, retaliation, and willful discharge of a weapon. SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. SAN DIEGO (CNS) - A San Diego firefighter who allegedly raped a 17- year-old girl was ordered Friday to stand trial on four felony sexual assault counts.Justin Curtis Price, 35, a fire engineer-paramedic who has been with the city public-safety agency for 10 years, was arrested in late April for the alleged Nov. 1, 2018, sexual encounter.Prosecutors allege Price had known the teen since she was about 9 or 10 years old. SAN DIEGO (CNS) - Confirmed flu cases in San Diego County are well behind the rate of confirmed cases during last year's flu season, according to county health officials.The county has confirmed 189 flu cases so far this flu season compared to 441 cases at this time last year. According to county public health officer Wilma Wooten, flu cases usually increase during the holidays due to increased traveling and large family gatherings."Holiday gatherings and celebrations bring people together in large groups raising the possibility of people getting sick and making others ill," Wooten said. "Get a flu shot before the flu starts to spread and so that you are protected during the holidays."The county's weekly influenza report found 33 lab-confirmed flu cases for the week of Nov. 4-10. Only one county resident has died due to flu complications this season, compared to three at this time last flu season. Flu complications killed 342 people in San Diego County last season, the highest total since the county began tracking flu deaths roughly 20 years ago.The county and the Centers for Disease Control and Prevention recommend that everyone 6 months or older get vaccinated against the flu each year. It is especially important for those at risk of serious complications, such as pregnant women and people with chronic medical conditions, to get the vaccine. Residents should also wash their hands regularly, stay away from sick people and clean surfaces that are touched often.The flu vaccine is available at doctors' offices, local retail pharmacies, community clinics and the county's public health center. SAN DIEGO (CNS) - A transient who allegedly overpowered a woman in the East Village, dragged her into some bushes and sexually assaulted her before running away pleaded not guilty Tuesday to three felony charges, including assault with intent to commit rape.Gary Ryan Cushinberry, 51, who is on felony probation for robbery and failing to appear in court, was ordered held without bail.Late on the evening of Nov. 5, Cushinberry allegedly grabbed a 26-year-old pedestrian walking by herself in the 400 block of 13th Street, pulled her off the sidewalk and assaulted her before fleeing.Detectives identified Cushinberry -- a recent transplant from Indiana who has been living on the streets of San Diego -- as the alleged perpetrator by means of ``several tips and leads,'' Lt. Jason Weeden said.Cushinberry was arrested last Friday about 6:45 a.m. in the 200 block of 17th Street.When Judge Jay Bloom ordered the defendant to stay away from the alleged victim, Cushinberry said ``I don't know the woman,'' according to Deputy District Attorney Martin Doyle.The prosecutor said Cushinberry has a criminal past from Indiana that is still being looked into.Cushinberry -- who is also charged with two counts of digital penetration by a foreign object, faces 21 years in prison if convicted, Doyle said.A readiness conference was set for Dec. 3 and a preliminary hearing for Dec. 5. 1391
