ANKARA, Nov. 26 (Xinhua) -- China's top political advisor Jia Qinglin arrived here Wednesday, starting an official goodwill visit to Turkey as guest of Koksal Toptan, speaker of the Turkish Grand National Assembly.     In a written statement delivered upon arrival at the airport, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said both China and Turkey have a long history and splendid culture, and friendly exchanges between the two peoples date back to ancient times. UNITED NATIONS, Jan. 27 (Xinhua) -- Zhang Yesui, the Chinese permanent representative to the United Nations, met with Susan Rice, the new U.S. ambassador to the world body, here on Monday afternoon, and they exchanged views on the Sino-U.S. relations and other world and regional issues of common concern, diplomatic sources said here Tuesday.     During the meeting, Rice briefed Zhang on the key points of the foreign policy of the Barack Obama administration, the sources said.     The two sides also exchanged views on the Sino-U.S. relations, and other international and regional issues of common concern. They agreed to strengthen their consultation on and cooperation in the affairs of the United Nations, the sources said.     The new U.S. ambassador made her UN debut on Monday by presenting her credentials to UN Secretary-General Ban Ki-moon.

TAIPEI, Nov. 4 (Xinhua) -- Taiwan's ruling Kuomintang (KMT) honorary chairman Lien Chan said Tuesday that the new agreements between the Chinese mainland and Taiwan "earn a real applause" and could benefit both sides.     Lien held a banquet in Taipei to welcome the mainland's Association for Relations Across the Taiwan Straits (ARATS) president Chen Yunlin and his delegation.     "From a historical perspective, Chen's visit realizes a decade-old wish of President Wang Daohan and Chairman Koo Chen-fu, announces the establishment of an institutionalized consultation channel, and strengthens the base of cross-Straits mutual development and mutual benefits, " Lien said in his address.     In April 1993, late ARATS President Wang and Koo, late chairman of Taiwan-based Straits Exchange Foundation (SEF), held a historic "Wang-Koo meeting" in Singapore. It was the first public meeting between leaders of the two organizations.     Lien said Chen's current visit also symbolized a great step toward establishing mutual trust and achieving a win-win situation.     Chen and SEF chairman Chiang Pin-kung signed agreements on direct shipping and flights, postal services and food safety during their first summit in Taipei on Tuesday.     The agreements were expected to end a situation that has prevailed since 1949, which required air and sea movements between the Chinese mainland and Taiwan to go through a third place. The Taiwan side has made positive efforts," he said.     Three of the four deals signed on Tuesday concerned cross-Straits issues of "three direct links" of shipping, flights and postal services, which was "good news" for compatriots on both sides, Chen said.     "The future will tell that it is a right decision which would bring benefits to people on both sides," he said, adding the result would also comfort Wang and Koo who had passed away.     The ARATS and SEF would "bravely move on with steadier steps" so as to open a new era of peaceful development across the Straits, Chen said.     Taiwan's mainland affairs department chief Lai Shin-yuan said when meeting with Chen that "the mainland and Taiwan could solve misunderstandings step by step so long as the two sides could tolerate and understand each other".     She said the two high-level meetings between the two organizations in less than five months showed their strong willingness in shelving disputes, facing reality and vigorously improving ties.

BEIJING, Nov. 18 (Xinhua) -- China's police departments should further standardize the procedure of law enforcement and build harmonious relations with the people, China's top police official said on Tuesday.     State Councilor Meng Jianzhu, also Minister of Public Security, said at a tele-conference with local public security heads that the police should "be fully aware of the challenge brought by the global financial crisis and try their best to maintain social stability."     Meng urged the police to further improve the way of law enforcement, using "a harmonious thinking to ease conflicts and a harmonious attitude to treat the people".     "You should let the people know the authority and dignity of the law, and meanwhile make them feel the care and warmth from the public security authorities," he said.     Earlier this month, Meng published an article in the journal of the Communist Party of China, Qiushi, or Seeking Truth, underscoring "the appropriate use of police force".     "In handling mass incidents, we must be clear that the chief tasks of the public security authorities are to maintain order on the scene, ease conflicts, avoid excessive steps and prevent the situation getting out of control," he wrote.     And the local officials must exercise caution in using police forces, weapons and coercive force, Meng said. "Incidents of bloodshed, injury and death should absolutely be avoided."     A violent protest, involving 30,000 people, broke out on June 28 in Weng'an County of southwest China's Guizhou Province. The protesters rampaged through government buildings and torched more than 160 offices and about 40 vehicles. More than 150 police and protesters were injured, most slightly, and no deaths were reported.     Provincial Party Chief Shi Zongyuan later blamed some local officials' "rude and roughshod solutions" to solve disputes over mines, the demolition of homes for public projects, the relocation of residents for reservoir construction and other issues.     "Some officials neglected their duties, but resorted to police force when any dispute happened, which led to strained relations between officials and the people, and police and the public," Shi said.

"All compatriots should join hands to continue the Chinese civilizations that has lasted for more than 5,000 years."     Kong Fanbing, a senior technical officer with the mainland-based Datang Telecom Technology Co. Ltd., said that Hu's speech will also benefit economic cooperation between the two sides.     "It is predictable that mainland telecom cooperation with Taiwan is very likely to be included in cross-strait economic cooperation mechanism in the future," Kong said.     "As a telecom professional, I look forward to the establishment of a mechanism to share technological resources between the mainland and Taiwan," he said.
