(KGTV) -- A Chula Vista woman's holiday decorations vanished from her lawn Thursday morning — but she's determined not to let "the Grinch" steal her Christmas spirit.It was beginning to look a lot like Christmas at Wendy Claproth's home in East Chula Vista. Since her husband's passing ten years ago, Claproth says she did not have the spirit to spread Christmas cheer outside. But this year, she finally got the courage to give it a shot.On her front lawn, she put up a large blowup Christmas tree snowman, hung lights along the roof, set up candy canes, wrapped her mailbox, and even created a Christmas tree with a set of lights. Her house screamed "festive." But on Thursday morning, she noticed that her brand new Christmas tree snowman inflatable was gone."Yes, you get mad, but more than anything, you get disappointed," Claproth said.It wasn't the wind, and it definitely was not an accident. Thieves had ripped the blowup right from her lawn, leaving only the stakes."It was kind of angled towards the corner all by itself over there, so I guess it was an easy prey," Claproth sighed.She wrote about the incident in her neighborhood app and found that she was not the only victim. Many others chimed in, saying the Grinch stole their Christmas decorations as well.Chula Vista Police says while there are not too many official reports of stolen decorations, these thefts, unfortunately, are common during the holiday season. But Claproth is not letting the thieves take away her holiday spirit."I ordered myself another one because they are not going to steal my Christmas cheer!" Claproth said. She plans to place it right where it was earlier in the week.She even has a message for the naughty thieves."I hope that you really needed it," Claproth said. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

CINCINNATI -- Police officers trying to arrest a man ended up fatally shooting him and wounding one of their own after the man struggled and drew a realistic pellet gun.Police were serving a robbery warrant for 20-year-old James Clay in an apartment in Cincinnati at about 3:40 p.m. Friday, according to Police Chief Eliot Isaac.The officers knocked, but there was no response. Then an employee of Talbert House, which owns the building, helped the officers inside. They immediately encountered Clay, Isaac said. 530

(KGTV) - Three people managed to crawl out of their flipped car after it crashed in Chula Vista.According to Chula Vista Police, the crash happened around 1:00 a.m. on East H Street and Otay Lakes Road.Police say the driver was speeding and lost control on a curve, hit the center divider, then started spinning before the car flipped onto its roof.The driver and the two passengers crawled out of the wreckage just as paramedics and police arrived.Two people were taken to a hospital, and the third person was treated at the scene. All of them are expected to be okay.Police believe speed was a factor in the crash. 644
