The Del Cerro and Torrey Highlands are the best San Diego neighborhoods for renters, according to HotPads.Analysts evaluated rental size and price per square foot. San Diego’s median rental size is 1,154 feet, and renters can expect to spend .32 per square foot of space.The median rental size in Torrey Highlands is 2,033 square feet, at .14 per square foot, HotPads reported. Del Cerro residents pay .77 per square foot, with a median rental size of 1,710 square feet. SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) — Military families say the squalid living conditions detailed in a new report by the Military Family Advisory Network released Wednesday don't fully portray their struggle.In Murphy Canyon, the issues range from mice, to dry rot to rust. Shelby Stevens' husband is in the Navy, and they've been stationed in San Diego for three years. On the porch she pointed out what looked like half painted pergolas and said they were full of dry rot. Inside there is no microwave, and the kitchen was much the same as it was originally in the 1990's. "We've got ant problems, roaches, mice," Stevens showed 10News her shed in the back yard. Inside there's half a dozen mice traps, with little black dots covering the floor. Stevens says those are mice droppings.On her phone, an image of a dead mouse, she said her dog killed. These issues echoed throughout the military community.A woman who didn't wish to be identified, for fear of retaliation, said her closet door had loose rusted screws she had to keep out of her toddlers' reach. She said the repair work on a clogged toilet was shoddy, saying the men left mold, and poop around the base of the toilet.The new report by the Military Family Advisory Network breaks down the problems renters face by base. For San Diego military families, the top two issues are maintenance and mold."We absolutely know that the nearly 17,000 who responded to our questionnaire, this is their reality," Shannon Razsadin, Executive Director of MFAN, said.The survey went out last January and ran for a week. Razsadin hopes the report gives military families a tool to create change.The military moms who spoke with 10News say it's not a complete picture of what they're dealing with. Stevens said 17,000 people across the country is a very small part of the military community as a whole. She said in the last several months their service has declined."We've had no shows from maintenance men, we've had no shows from contractors who are scheduled to come out to my house, no show, no call. SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court.
