San Diego (KGTV)- With no warning, a light pole came crashing down on top of a car in Pacific Beach. Neighbors are worried that what they found could shine a light on a bigger problem. “It’s really scary that you can be walking down the street and something could fall out of the sky like that,” says neighbor Kevin Payne. Payne says he was walking in the area on Saturday, along Ingraham Street and Reed Avenue when he heard the loud crash. He says a San Diego lifeguard, who was driving by, stopped to section off the area until crews arrived. The base of the pole is filled with corrosion and rust. Neighbors say to the human eye it would have been tough to spot. “You wouldn’t notice just walking by, you would need to take off the cover of the base,” says Payne. “I think once you took the cover off it would have been clear as day.”In a statement to 10News, the city didn’t pinpoint the cause of the collapse but says the light is scheduled to be replaced this week. In the meantime, city crews will assess the other lights in the area to ensure they are “functional and stable.” The owner of the damaged car was not inside at the time. The city says she will need to make a claim with the Risk Management Department to determine who is liable. 1259
SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. SAN DIEGO (KGTV)- Students say they are nervous about what’s next for the Art Institute of California San Diego.Last July, the organization’s parent company announced they were no longer enrolling new students at the Mission Valley Campus. The school’s federal funding is now in jeopardy. The Department of Education has decided to stop providing financial aid to the institution’s parent company, Argosy University. “They tell me everything is going to be fine, but in reality, it's not,” says student Nicholas Roberts. He is just three months away from getting his degree for the Art Institute of California San Diego. “(I’m) a little afraid because my family and myself kind of rely on me finishing this degree.”Classes are still in session at the Mission Valley Campus.A letter was sent out to students from the institution, saying in part: “We continue to work with our accreditors, state regulators and the U.S. Department of Education to identify the best path forward for our students and are working with them to ensure students know their options.” 1066
SAN DIEGO (KGVT) - For many students across California, school is either back in session or will start soon in a virtual setting.With uncertainty about what the school year will look like for all children, the parents of students identified as needing special education services are raising serious concerns about their child’s access to necessary supports and resources."Right now, school is virtual," said Sally Sachrison. "It’s been quite a challenge".Sachrison's 12-year-old son just started the 7th grade. That's an achievement, but the emotions she's feeling are not the typical excitement of going back to school."It's just overwhelming because distance learning doesn't always work for everybody, and I feel like they have abandoned our kids that really the special services," Sachrison said.Her son has Down syndrome and is autistic. His unique needs can’t be met over a computer, Sachrison said.“The conflict is that my son needs like a special education teacher, he needs a speech pathologist, he needs an occupational therapist, and these are specialized, trained professionals," she explained.Sachrison said she’s already noticed her child regressing just since schools moved to remote learning in mid-March to prevent the spread of COVID-19. By May, he was slurring his speech and having trouble with other tasks, she described.Regression and lack of services are a concern heard by attorney's and advocates from parents across the state."How do you take a parent and say hey we're going to train you to do occupational therapy even though you're not licensed to do it?” said Nicole Shelton, the executive director of Advocacy Associates Inc. "You don't have that background and still have that done virtually."Advocacy Associates Inc. is an origination that helps families of students with specials needs get the services to which they are entitled by law.In California, once a child is found eligible for special education, the family will participate in the process by attending an individualized education program or IEP.It's both a process and a written document.Shelton explained the IEP team, which includes representatives from the school and district, meets once every three years to conduct an assessment to ensure the student still qualifies. The team must also meet annually to review progress on goals, create new goals, and see what accommodations the student needs.She said parents are concerned that won't happen."I think it's important for parents to be requesting IEP meetings right now," Shelton said.There are also concerns about services not being provided and compensating students if they've regressed because they weren't provided with appropriate services and support."I think parents absolutely need the first step to be asking for that emergency IEP," she said. "We need to talk about services, and we need to talk about accommodation."In Sachrison's case, the district told 10News, "Providing equitable educational experiences to all students including students with disabilities is a key priority for us and we want the service you receive to reflect that principle. Due to the current school closure emergency that prevents in-person instruction, student Individualized Education Plans will be implemented through distance learning to the greatest extent practical via online resources and other means. The IEP will be provided by means of ‘distance learning’, as determined by your child's teachers, in light of the emergency circumstances."A district spokesperson explained, “‘Distance learning’ means instruction in which the pupil and instructor are in different locations. ‘Distance learning’ may include, but is not limited to, all of the following: (1) Interaction, instruction, and check-ins between teachers and pupils through the use of a computer or communications technology. (2) Video or audio instruction in which the primary mode of communication between the pupil and certificated employee is online interaction, instructional television, video, tele-courses, or other instruction that relies on computer or communications technology. (3) The use of print materials incorporating assignments that are the subject of written or oral feedback. This applies to the special education and related services in the IEP to the greatest extent possible in light of the emergency circumstances. Under current public health and CDE guidelines we cannot provide services either at the school, or in person, for more than 10 days due to the qualifying state of emergency. The parent will be notified as to the specific means by which the student's IEP will be provided, given the emergency circumstances present at that time. The IEP will be provided by alternative means as necessitated during the period of emergency conditions only."The district said IEP meetings are being scheduled to take place virtually and it is dependent upon the IEP team to determine whether new goals will be developed on an individual basis.When asked how the district plans to handle learning regression from the spring and forward and whether the state has provided any guidance a spokesperson explained, "When ‘regular’ school hours resume there will certainly be a need to discuss each students' services since distance learning falls short of providing optimal outcomes. At that time students with disabilities, in addition to ALL students in the general education setting, will have to undergo some form of instructional/educational recuperation. Our district is currently considering multiple options to meet this need."A spokesperson for the California Department of Education said students who are receiving special education services through their school district have an IEP and the services and/or accommodations they receive are listed in that IEP."The federal government has not waived the federal requirements under the Individuals with Disabilities Education Act (IDEA) and local educational agencies (LEA) should adhere to IDEA requirements. In the upcoming school year, local educational agencies in consultation with their local health agency may offer in-person instruction, distance learning, or a combination of both. Section 43503(b)(4) specifies that distance learning shall include "Special education, related services, and any other services required by a pupil's individualized education program pursuant to Section 56341, including the requirements of subparagraph (A) of paragraph (9) of subdivision (a) of Section 56345, with accommodations necessary to ensure that individualized education programs can be executed in a distance learning environment." 6617
