Some of the items in the budget include million for new trolley cars on the Blue Line, .8 million to purchase two new coaster trains for the North County Transit District, and million for preliminary designs on a central mobility hub. The Vaus-McNamara budget pulled the million slated to convert HOV lanes on the 5 North to express lanes, to road expansion projects in North County. million will be allocated to environmental studies and designs for new HOV lanes along SR78 between I-5 and I-15. million will be used to add lanes for SR 52, and the notoriously dangerous state route 67. "The transit plan for SANDAG is to get 10% of the people using transit, which leaves 90% of the rest of us all on roads," says County Supervisor and SANDAG Board Member Jim Desmond. Voters approved it in 2004 as a way to fund freeway projects. The current budget has 0 million of money from the tax. The rest comes from other federal, state and local funds.SANDAG Director Hasan Ikhrata defends his decision to emphasize transit. He says the County needs to hit specific benchmarks to reduce greenhouse gas emissions to get more funding."If we are to sustain ourselves and preserve our quality of life, we need to provide our residents with an alternative," he says. "We can't build our way out of congestion. I think this will put the agency in legal jeopardy.""Freeway widenings are terrible for the environment. Terrible for public health and out right wrong," one man said on the podium. "We need public transportation systems that work for us," said a woman representing the Sierra Club.San Diego City Council President Georgette Gomez, who is also a member of the SANDAG Board, agrees. The San Diego Bike Coalition hopes the event, called CicloSDias, will encourage people to ride their bikes instead of using their vehicles. SAN DIEGO (KGTV) — San Diego Zoo visitors are getting their first look at two endangered Amur leopard cubs born at the zoo in April.The unnamed cubs, born April 26, will have their first veterinary exam this week which will reveal the sex of the cubs."The cubs are climbing up on the rocks, they are getting into the trees, sometimes listening to mom and sometimes not," said Kelly Murphy, senior wildlife care specialist, San Diego Zoo. The animals are being raised in the park's Africa Rocks leopard habitat.Amur leopards are the rarest of the big cat species on Earth. There are fewer than 100 Amur leopards believed to exist in the habitats of Russia and China. SAN DIEGO (KGTV) — San Diego's top Democratic candidates for mayor squared off on the debate stage Friday. The big theme of the night was housing and homelessness, and Assemblymember Todd Gloria, Councilmember Barbara Bry, and community activist Tasha Williamson came prepared with answers."I will move homeless services to the offices of the mayor, currently it's outsourced to the housing administration, it sends a message its not a priority for this mayor or this City Hall," Gloria said.Gloria put the onus on himself if elected to solve homelessness, while Bry had a more collaborative approach, wanting to pressure the county for more help."I believe it is much more effective to send social workers out with iPads to talk to homeless individuals where they are, to send out social workers, not police officers," Bry said.But the biggest applause lines of the night came from political outsider Williamson, who pushed her platform for police oversight."We have been criminalized all our lives and the time is up, the time is now, we are going to stop it, we are going to be a sweeping sea of change when we talk about police accountability, rogue officers do not belong here, they will have too look for another job somewhere else," Williamson said.But it was the scooter issue that brought out the biggest punches."A few days ago I talked to [the San Diegan] who's wife is in critical condition at UCSD with skull fractures and severe bleeding after falling off a scooter, I was in tears after talking with him," Bry started. She went on to blame Gloria for sponsoring state legislation that made it legal for adults to ride scooters without requiring helmets. He fired back."You shouldn't politicize someones tragedy to win a mayors race," Gloria said. "I want to be very clear I support the regulation of scooters." 1833

  

SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. RELATED: Man dies following officer-involved shooting in El CerritoThree seconds passed from the time Carolino left the outbuilding to the time he was shot, according to SDPD. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209
