IMPERIAL BEACH, Calif. (KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. Officials are reporting progress. Tijuana Councilman Manny Rodriguez said he and others just requested 300 million pesos, or about million dollars, to improve processing tanks at Punta Bandera."We need to focus more on treatment, and if we get the money for that, I think this problem can be fixed," Rodriguez said. Imperial Beach Mayor Serge Dedina said the International Boundary and Water Commission is installing an Earthen Dam in the Tijuana River channel to stop any accidental flows during the dry time of year. "That's a really good sign of little things that don't cost taxpayers any money that keep our beaches clean," Dedina said, adding that those kinds of short-term fixes should be a major part of the dialogue. 1480

IMPERIAL BEACH, Calif. (KGTV) - An Imperial Beach family made a chilling discovery at home: a circular piece of glass cut perfectly from the window of a toddler's nursery while he and his mother were inside.Along Emory Street, something peculiar happened last Monday. Vanya found some needed extra gravel on his property, courtesy of some nearby construction workers."They told me the homeowner had given them permission," said Vanya. The problem? Vanya owns the home and never gave permission. Vanya believes the imposter came back two days later, while his wife and one-year-old son were home around noon.RELATED: MMA fighter takes down suspected home burglar"The way she describes it, it sounded just like glass being popped in," said Vanya.Vanya's wife raced up stairs. She thought her son had broken something, but he was asleep in the master bedroom. Meanwhile, the blinds in the nursery were closed, and she thought the sound may have come from a neighbor's home. Then on Sunday, with the blinds open, the family found it: a 5-inch-diameter perfect circle cut out from the nursery window. Inside, the window lock had been snapped off.RELATED: Couple wakes up to burglary, guns drawn    "Assuming they reached in and tried to get at that," said Vanya.Vanya is grateful the intruder didn't get in. Perhaps his wife unknowingly scared the person off. Vanya remains worried about the intruder's methods.    The burglar likely used a ladder to scale the 10-foot-tall roof, before pulling out a glass cutter. The roof tiles were found damaged.RELATED: Burglars steals family heirlooms, hurts family dog"Very calculated. It scared me. Intuitively, we know they've done this before and will do it again. What happens when they encounter someone's loved one? Would they run off or commit violence against them?" said Vanya.Vanya says the man who posed as the homeowner was in his white, in his 40s or 50s, balding and wearing an orange shirt. If you have any information on the case, you're urged to call the Imperial Beach Sheriff's station at 619-498-2400. 2099

If you love bacon and beer, well, good news. Waffle House is collaborating with a brewing company in Georgia to produce a bacon-infused beer called Waffle House Bacon & Kegs.According to the Oconee Brewing Company, the beer is a 6.5 percent ABV red ale that will be available beginning Dec. 18 in a six-pack or on draft exclusively at the brewing company."The beloved scent of bacon stands out from the typical medium hop aroma of a red ale. The malty sweetness of the base beer blends perfectly with the salty, savory, and smokey bacon extract to create a delicious and unique beer," the brewery said on its website. "Bacon & Kegs pairs well with breakfast food items (obviously!) or can be enjoyed as a stand-alone, soon to be iconic beer."The packaging - that was created by agency Brock Company Creative - features the beer's name using the iconic lettering of the Waffle House sign, alongside a drawing of a Waffle House restaurant. 953

If your dog has been with your family for years, you may have noticed they've changed since you first adopted them, not just physically, but in their behavior. A recent study published in Scientific Reports confirms that.Researchers say a behavior may stay the same, but the way dogs express it will change. For instance, if dogs are active and curious when they're younger, they'll still be that way in comparison to other dogs when they get older. However, they may not be as interested in discovering things as they once were.“We know that dogs can become much more mellow,” said Alex Blutinger, Crical Care and Emergency Specialist at Blue Pearl Veterinary Hospital. “They can become less active, less interested in other animals and other environmental factors around them.”In comparison to humans, there's less of a need for dogs to change their personality over time.Dogs only need to meet basic criteria in order to function.Their prime time for development is between puppy age and 7 years old.“You could deduce from it that if your dog has good habits, up until the age of 7, they might retain those habits for the rest of their lives because at that point, it hits their maximum maturity level. At the same time, bad habits might stick as well,” said Blutinger. If you're looking to adopt a puppy, be aware they likely won't be the same dog 10 years down the road. Their personality shouldn't be all that counts. 1429

In breaking with his administration's top expert on infectious disease, President Donald Trump said Tuesday that he believes that the U.S. is "in a good place" in the COVID-19 pandemic, according to CBS News and CNN.Trump reportedly made the comments in an interview with Greta Van Susteren, the chief political analyst for Gray Television."We've done a good job," Trump said. "I think we are going to be in two, three, four weeks, by the time we next speak, I think we're going to be in very good shape."Trump's comments came a week after Fauci, while testifying at a Senate hearing, called the current trend of rising cases "disturbing" and said he was concerned that some states were "skipping steps" on the process to reopening. In that same hearing, Fauci warned that confirmed cases of COVID-19 could rise to as many as 100,000 a day if current trends continued."Well, I think we are in a good place. I disagree with him," Trump said. "Dr. Fauci said don't wear masks and now he says wear them. And he said numerous things. Don't close off China. Don't ban China. I did it anyway. I didn't listen to my experts and I banned China. We would have been in much worse shape."On Tuesday — the same day Trump delivered those comments — 60,000 new cases of the coronavirus, a new daily record, were reported across the country, according to a Johns Hopkins database. Also on Tuesday, the Institute for Health Metrics and Evaluation at the University of Washington reported that hospital resource use throughout the U.S. was on the rise.Fauci and the Centers for Disease Control and Prevention (CDC) did initially advise against the use of masks when cases began to rise in the U.S. At the time, health officials were concerned that asking the general public to wear masks would decimate an already-depleted stockpile of personal protective equipment. But since early April, health officials have universally advocated for the use of masks for most in situations where social distancing could be difficult."We have to admit it, that that mixed message in the beginning, even though it was well-meant to allow masks to be available for health workers, that was detrimental in getting the message across," Fauci said in an interview with NPR earlier this month. "No doubt about it."Trump's full interview with Van Susteren will air on Sunday. 2346
