It's the payment for care that they're lowering,” Dr. Ted Mazer, President of California Medical Association. “The costs still go up.”Mazer is leading the charge against this measure. He says the plan will drive doctors out of the state or encourage them to retire. “ [They’re] in essence saying, it doesn't matter what it costs you to serve the patient, this is all you're going to get. That does not drive the cost curve down, it drives doctors out.”It’s a quick fix he says that could cost you more in the long run. “You're looking at a state that's already facing a shortage of physicians,” Mazer said.Supporters site a New York Times article that says Americans pay up to 20 times as much as people in other countries for the same medical treatments.That's the problem they hope to solve with doctors at the table. “If they're not part of helping us come up with a solution to this, this unsustainable healthcare system is going to take all of us down,” Kalra said.California has seen a similar plan in the past. (KGTV) -- The woman accused of hitting a pedestrian in Oceanside and continuing to drive after his body went through the windshield of her vehicle was found guilty Friday afternoon.A jury Friday found 31-year-old Esteysi “Stacy” Sanchez guilty of murder in the second degree, gross vehicular manslaughter while intoxicated, and hit and run with death or permanent serious injury.Deputy District Attorney Robert Bruce told the jury that Sanchez displayed a conscious disregard for human life when she drove drunk and ran over 69-year-old Jack Ray Tenhulzen on a sidewalk on Mission Road near the state Route 76 bridge the morning of June 27, 2016.Tenhulzen’s body went through the windshield and into the passenger seat of her car.  The bottom of the victim's leg was severed in the accident but was recovered at the back of the car near the rear window.Tenhulzen was declared dead at the scene.Defense attorney Herb Weston argued that Sanchez was tired and fell asleep behind the wheel and rode up on the sidewalk, striking Tenhulzen. He said Sanchez "freaked out" when she saw the victim's body in her car and kept driving, finally stopping a block from her home.Sanchez was eventually arrested at her home, and she had shards of glass in her hair when taken into custody. Authorities said her blood-alcohol content was more than twice the legal limit about two hours after the collision.Sanchez faces up to 15 years to life in prison. A big winner in this year's election was the marijuana industry, as five states approved some form of legalization.Mississippi approved it for medicinal use. Arizona, Montana and New Jersey approved it for recreational use. South Dakota approved it for both and became the first state to approve both forms of marijuana in the same election.The Drug Policy Alliance says it never expected the support in some states, but hopes it sends a message to lawmakers in Washington D.C.“It doesn’t just stop at marijuana reform,” said Matt Sutton with the Drug Policy Alliance. “People are really seeing drugs as being something that shouldn’t be criminalized in the U.S. and they definitely took that with them to the ballot box.”Changes could happen on the federal level. Congress was supposed to vote on the MORE Act in September. The bill would decriminalize marijuana by removing it from the list of controlled substances and expunge many previous convictions.The Drug Policy Alliance says the bill is now expected to go to a vote by the end of the year and hopes the momentum at the state level translates to a victory at the federal level.“I am hoping that this wave of victories across the country will definitely send a message to Congress and really light a fire under them to pass the MORE Act,” said Sutton.It wasn't just marijuana that won on election night. Oregon voters overwhelmingly approved a proposal to decriminalize possession of all drugs.People caught possessing hard drugs would have the option to pay a 0 fine or attend an addiction recovery center. (KGTV) - The U.S. Navy said it has confirmed the death of the pilot in the crash of a fighter jet in the California desert. The single-seat F/A-18E Super Hornet crashed Wednesday morning in a canyon in Death Valley National Park where military aircraft conduct low-level training in an area known as Star Wars Canyon. Seven French tourists on the ground were treated for minor cuts and burns they suffered when they were hit by shrapnel. The Navy says the cause of the crash remains under investigation. The aircraft belonged to Strike Fighter Squadron VFA-151 based at Naval Air Station Lemoore in California's Central Valley. The Navy said in a statement Thursday that the pilot's identity will be withheld until 24 hours after notification of next of kin in accordance with Defense Department policy. 811

A 2-month-old in Arizona has tested positive for COVID-19, according to her mother.Angelica Wendell of Gilbert thinks her newborn Eevee contracted the virus from Wendell's sister, who was at their home visiting recently and later developed symptoms. She was shocked to find out her daughter had the virus."Everyone's like kids don't get it, so it's not a big deal, it's just old and sick people. So when you find out your newborn has it, she's my first kid, so I've never had another baby to experience any other illness with, so when you find out it's COVID, it's just heartbreaking. I started panicking because I didn't know what was going to happen," said Wendell.Wendell said Eevee first developed a fever and stopped acting like her happy self."I had a bad feeling about it so I took her to the emergency room. The next day she started getting bad congestion and she started getting a viral rash."Wendell said Eevee is now doing a lot better. She's fever-free and she's eating again.Dr. Eunice Yoon, a critical care pediatrician at Banner's Cardon Children's Medical Center, said it's hard to know for sure how common the virus is in infants."We know that kids overall are maybe 5-10 percent of all the positive tests that we have. But we're also not testing everyone, so it's hard for us to know. We also know that babies primarily are getting their infections from adults. They're not getting them from other kids."She said babies and children with the virus usually have mild symptoms, and up to 50 percent of children don't show symptoms at all.Dr. Yoon recommends adults do their part -- keep a distance, wash hands and wear masks, especially around infants."We're always worried about those newborn babies when they're less than a month; their immune systems are not fully developed. We don't know whether this viral illness could predispose them to other illnesses, and we don't know if there's going to be any effects down the road for these kids," said Dr. Yoon.Wendell hopes others learn from her story and take precautions."Just be careful, even if you don't let your baby outside be careful who you let around them because you think even your family is fine, but you may not know exactly what they're doing. It's very sad to watch your child, especially with this disease that no one really knows a whole lot about," said Wendell.Wendell has had a fever but doesn't have severe symptoms.
