UNITED NATIONS, Jan. 18 (Xinhua) -- China welcomes the smooth completion of the referendum in south Sudan, which is "an important step" towards the full implementation of the Comprehensive Peaceful Agreement, a senior Chinese diplomat said here on Tuesday. Addressing an open debate on the situation of Sudan in the Security Council, China's deputy permanent representative to the UN Wang Min said that the referendum in south Sudan is not an end in itself in implementing the CPA, instead, realizing sustainable peace, stability and development in Sudan is the final purpose. "No matter what the outcome of the referendum is, it is imperative to ensure the long-term peace and stability in Sudan and the region at large," said Wang. Wang noted that China hoped to see the north and south Sudan would continue to conduct dialogue and consultations, so as to reach an earlier agreement on such issues as the status of Abyei, wealth sharing and border demarcation, lying down a foundation for further promoting the north-south peace process. On Saturday, South Sudan referendum polling centers closed. The referendum will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war. In order to assist Sudan in the referendum, China has donated to the Southern Sudan Referendum Commission 500,000 U.S. dollars in cash and provided its bureau with support in kind. China has also sent a group of observers to Sudan. Wang reiterated China's willingness to "work together with the international community and the parties concerned to continue to play an active and constructive role in promoting the long-term peace, stability and development of Sudan." Concerning the situation in Darfur region, Wang said that China supports a peaceful and comprehensive settlement to the Darfur issue, in particular the tackling of the root causes for the issue. "At present, the security situation in Darfur is very fragile, and humanitarian assistance is faced with many difficulties, " said Wang, "the root cause is the lack of a strong and widely supported political agreement in Darfur." China called on the Security Council and international community to strengthen support for political process in Darfur and urged the Darfur rebel groups to join the peace talks without conditions and delay, said Wang.

BEIJING, Nov. 8 (Xinhua) -- China has moved to speed up the building of a clean government ruled by law, part of the country's efforts to further enhance the government's credibility and maintain a harmonious social order for its rapid economic development.The Legislative Affairs Office of the State Council, or China' s cabinet, issued guidelines on Monday focusing on creating a government ruled by law, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means and invites the public to contribute to legislation.According to a statement issued along with the guidelines, the State Council said it was "important" and "imperative" to build a government ruled by law, as China now faces challenges, including imbalanced development of rural and urban areas, a widening income gap, an increased numbers of "social conflicts" , as well as corruption and injustice in law enforcement in some sectors.An official with the Legislative Affairs Office said Monday that the guidelines will further safeguard public interests and maintain social and economic order by requiring stepped-up efforts from authorities to investigate and punish cases that run counter to the country' s mandate for the safe production and issues related to food safety, the protection of natural resources and the environment, as well as public security.The guidelines, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means, also stipulates that if officials perform their duties according to the law or are skillful at solving disputes by legal means, they will more likely be promoted.However, government officials will be held liable for malfeasance or failure to fulfil their duty in major accidents or cases that have seriously violated laws.Further, the guidelines stress the importance of public participation in legislation, saying people's opinions, reasonable needs and legitimate interests should all be considered in lawmaking.Additionally, the guidelines state that the legislative process shall not be influenced to favor the interests of a certain sector or protect local interests.Also, to facilitate the creation of a clean and transparent government, the guidelines require all government information, aside from that involved in state, commercial or private secrets, to be open to the public.Government departments are also required to reply to pubic requests on the release of government information within a certain period of time and improve the ways of handling government affairs, according to the guidelines.

  

SEOUL, Nov. 11 (Xinhua) -- China is willing to deepen economic and trade cooperation and strengthen bilateral ties with the United States in a "constructive manner", a senior official from China's Ministry of Commerce said here Thursday.At a press conference held Thursday evening, Yu Jianhua, director general of the International Trade and Economic Affairs Department of Ministry of Commerce, said China does not want to get into confrontation with the United States in trade and exchange rate issues, though its second round of quantitative easing will have great impact on China and other emerging economies."On the contrary, we are willing to deepen economic and trade cooperation with the United States in a constructive manner," said Yu, who is also a member of the Chinese delegation to the G20 Seoul Summit which opened Thursday evening.He said Chinese Premier Wen Jiabao also proposed to deepen the bilateral economic and trade cooperation during a meeting with U.S. President Barak Obama in New York last September."Therefore, much common ground can be found in the China-U.S. cooperation. I am optimistic on the future of the two countries' relations," Yu said. Yu also stressed that China hopes to deal with the trade and currency issues through dialogue. These issues should not be politicized or internationalized, and bilateral issues should not develop to a multilateral one. Otherwise the existing issues would become more complicated, he said.On Thursday afternoon, Chinese President Hu Jintao met with U.S. President Obama in Seoul, the host for the G20 Summit. The two heads of state exchanged in-depth opinions on the Sino-U.S. relations and common concerned international and regional issues, and reached consensus.Chinese delegation spokesman Ma Zhaoxu told the press conference that both the two leaders agree that boosting Sino-U.S. relationship to a higher level, against the backdrop of the profoundly changing international circumstances, will not only concern the two countries but also the future of the world.

  

NARA, Japan, Jan. 18 (Xinhua) -- Chinese Culture Minister Cai Wu met with Seiichi Kondo, Commissioner for Cultural Affairs of Japan, Yu In-Chon, Minister of Culture, Sports and Tourism of South Korea on Tuesday in Japan's Nara for the 3rd China-Japan- South Korea Ministerial Conference on Culture.The officials exchanged views on China-Japan, China-South Korea bilateral cultural exchanges and cooperation.During the meeting with Kondo, Cai said that the scale and number of China-Japan cultural exchanges rank the first in international cultural exchanges in China and China is willing to develop the bilateral relations on a strategic and long-term point of view.China will enhance the strategic and mutually beneficial relationship between the two countries through cultural exchanges and cooperation, he added.This year, the Chinese Ministry of Culture, with the joint efforts of the two countries' concerned departments, will hold China-Japan "Animation Festival" as well as "Television Week."Seiichi Kondo agreed with Cai's comments on China-Japan cultural exchanges and cooperation and added that although China and Japan experienced some political twists and turns, Japan always attaches great importance to and actively promote the bilateral cultural exchanges and cooperation.Japan is willing to work hand-in-glove with China in regional cooperation and contribute to improving the bilateral relationship, the Japanese official said.During the meeting with Yu In-Chon, Cai said that with the joint efforts of the leaders and different circles from both countries, China-South Korea cultural exchanges have become an important part of the bilateral strategic partnership.The South Korean minister said the width and depth of cultural exchanges have been expanded year by year.
