SAN DIEGO (KGTV) — Plans for a temporary observation wheel in the heart of Balboa Park have taken a step forward to becoming reality.Thursday, the Balboa Park Committee voted 7-1, with one member abstaining, to support plans for the temporary Balboa Park Star attraction, which were originally introduced by the Cohn Restaurant Group and Sky Views of America back in October.In a statement from the Assistant Deputy Director Christina Chadwick of the city's Parks & Recreation Department, while the idea has gained the committee's support, a number of potential impacts still need to be sorted out before the wheel is installed.RELATED:The Balboa Park Star Observation Wheel could bring people back to the parkIn-Depth: Balboa Park's future unfolds during COVID-19 pandemic"The Park and Recreation Department has identified a number of potential operational impacts that must be contemplated in order to fully appreciate the feasibility of this project, and given the Balboa Park Committee’s conceptual approval tonight, we will now be moving forward with the goal of getting this installation up and running on a temporary basis," Chadwick wrote.Some of those outstanding issues involve the site plan, public safety, liability, permitting, and institutional outreach.Ultimately, the hope is to see a Sky Wheel installed on a short-term basis in Plaza de Panama to attract more visitors back to the park, pending coronavirus-related restrictions on businesses, museums, and attractions.The gondolas on the observation wheel would be enclosed, climate-controlled, and sanitized after each ride. Local, state, and federal safety protocols amid the pandemic would also be observed and masks would be required.Tickets for the wheel are estimated to run - per rider and would be sold online and at the attraction. 1826

SAN DIEGO (KGTV) - Native American artists are finding new audiences and venues to display their craft as American Indian stories enter pop culture."Some of us refer to it as 'Native Sovereignty,' being in charge of your own narrative," says Joely Proudfit, the California Indian Culture and Sovereignty Center Director. "Who better to tell our story than us?"Proudfit says the change is welcome after decades of Native Americans being depicted poorly in pop culture, mainly because non-native people have told the stories.Thanks to new ways of telling stories, like streaming services, social media, and more access to film festivals and book publishing, that's changing.There's also a greater demand for stories by Native American voices."I think audiences are hungry for not diversity for diversity's sake. They're just interested in other communities, other worlds, engagement, and really authenticity," says Proudfit.The California Indian Culture and Sovereignty Center and Cal State San Marcos sponsor the California American Indian & Indigenous Film Festival. Since starting in 2013, it has grown from small groups in a classroom to taking over the Pechanga Resort and Casino.It's now the largest Native American Film Festival on tribal land in the country.The festival's growth parallels the rise of other Native American voices in different mediums."The biggest change is the increased number of native voices and the medium in which native folks have been able to express their creativity," says Dr. David Kamper, the Chair of American Indian Studies at San Diego State University.Kamper says he sees more American Indian voices in books, online, and in fashion. He says that representation, whether it's Nike's N7 line of shoes and clothes or best-sellers like "The Only Good Indians" or "The Beadworkers," is essential to helping Native Americans define their culture in modern-day America."Seeing native films, seeing native art, seeing native clothing, fashion, that is done in a contemporary way, is a very loud statement against a settler-colonial narrative that native people aren't here anymore," Kamper says.He also points to online messaging like the hashtag #OnNativeLand as one way the next generation is reclaiming their identity.Proudfit says she's excited for what the future holds for Native American representation in Pop Culture."I think it's just a really exciting time for indigenous cinema, indigenous arts, and native storytelling. SAN DIEGO (KGTV) — Police are searching for a man they say snuck through a window into a Pacific Beach home and sexually assaulted a sleeping woman.10News met 25-year-old Christine Mansour, skateboarding along the beach.   The entrepreneur has lived in PB for the last three years, and so far, she loves her neighborhood. "There is a bit of homeless people honestly, but I've never felt unsafe," Mansour said. That is until a manhunt for a suspected rapist unfolded in her area. On Oct. 1, police said 55-year-old Jeffrey Hanze, also known as "Jeffrey Hanre," snuck into a home in the 900 block of Chalcedony Street, located off Mission Boulevard, just before 2 a.m. Once inside, police say he sexually assaulted a woman as she was sleeping, before fleeing the area in an unknown direction."I feel very sorry for her. I hope she is okay," Mansour said. Police said Hanze has been on the run ever since. We went to Hanze's Pacific Beach address nearby. Instead of Hanze, we met 75-year-old Janet Eveleigh, who told us she moved in eight months ago. Yesterday afternoon, she said police came over, searching for Hanze. "There were two at the door, and three over there, and they had guns," Eveleigh said. She told them she had never seen the man in her life. 10News also looked into Hanze's criminal past. We found he has at least two felonies out of San Diego, and was charged with several sex crimes in Arizona in 2011, including Public sexual indecency, indecent exposure to a person 15 years or more, and disorderly conduct. SAN DIEGO (KGTV) - Parents in Pacific Beach are calling on more enforcement at the Crown Point Elementary field.During school hours the field is only open to elementary students and then opens to the public 30 minutes before and after. Mariluci Byrnes has a daughter who plays on the field with the Pacific Youth Soccer League. She says many dog owners ignore city signs warning it's a violation to take your dog off-leash and to not pick up after them.  “Just not a good combination when you have kids playing and there’s poop all over the place," said Byrnes.Byrnes says kids and parents often step in dog poop and she worries an off-leash dog could injure a child.  The field is now in the San Diego Humane Society’s (SDHS) jurisdiction. An SDHS spokesperson confirms they’ve gotten complaints about the issue, but sometimes other calls involving safety take priority over off-leash dogs. SAN DIEGO (KGTV) -- Police have released pictures of a man accused of shooting and killing a 27-year-old man in the Midway District in late February.Police say Ernesto Castallenos Martinez, 41, shot and killed Alexander Mazin in a parking lot behind the 24 Hour Fitness on the 3600 block of Midway Drive.Following the shooting, police were led to the intersection of 30th Street and Upas Street where an hours-long standoff took place.RELATED: Police identify Midway District shooting victim, suspect of North Park standoff?After SWAT teams entered an apartment in the area, they didn’t find Martinez.
