SAN DIEGO (KGTV) - Winter weather swept through San Diego Sunday, making a dent in fire danger, according to a National Oceanic and Atmospheric Administration Meteorologist."This is very good timing," NOAA Meteorologist Alex Tardy said, referencing the heavy rain across the county and even some snow that fell in places like Santa Ysabel in east county.Tardy said this year's heat broke records, "we exited a summer... is all time hottest for places like Escondido, Campo, Borrego Springs, Palomar Mountain. That whole corridor, which is most of San Diego except the immediate coast, the hottest period from June through October on record so that's made our fuels drier than they've ever been."The heat leaving San Diego vulnerable to a devastating fire season."We had the Valley fire in September, it could have been a lot worse, so this rain doesn't end our fire season but it puts a huge dent in it," Tardy saidThe winter forecast is fairly dry. Tardy said San Diego will be on the edge of some storms and may get a little relief from that but it won't be enough to keep us out of a drought."Regardless of getting a few storms that could give us heavy rain, a drier than average winter that's predicted starts putting us into the long term drought scenario and you never want to go into that especially considering it took us so long to get out of the one we were in a few years ago," he said. 1405

SAN DIEGO (KGTV) — Whitney Climenson noticed something at her recent shift at a Carslabd restaurant. It wasn’t nearly as crowded, and there were only three people on the clock - about half the normal level. She's instead spending most of her time trying to get through to the Employment Development Department, and figure out why weeks of her jobless benefits are still unpaid. “I would wait for hours on hold if it meant talking to somebody, but they just say ‘Oh, we can't take your call at this time,” Climenson said. Climenson's one of more than 200,000 San Diego County workers who lost their jobs in March and April amid the coronavirus pandemic - a number that many economists expected to grow in May. “Here in San Diego a bigger portion of our economy is in food and drinking establishment employment, and so what we would see then is a big rebound in that area as well locally,” said Alan Gin, economist at the University of San Diego. The hiring - already picking up locally. Andrew Feghali just opened Dave’s Hot Chicken in Pacific Beach. He’s hosting a job fair Monday with at least 10 openings. “We start above minimum wage, so we want to make sure we get the best and the brightest, and another perk is that you get free food,” Feghali said. But like many restaurants, Dave’s is not opening for in-house dining - that means while hiring is picking up, many restaurant jobs won't come back for a while - if at all. 1435

SAN DIEGO (KGTV) — U.S. Secretary of Education Betsy DeVos made an unpublicized visit to a Poway Unified School District campus on Thursday. DeVos spent about two hours at the Design 39 campus in 4S Ranch, speaking to administrators, teachers, and students. "The questions she was asking kids was, 'Really, tell me about your learning, and what do you really enjoy about learning here? How has this helped you as a learner?'" said Megan Power, a teacher at the school and former Education Department fellow who helped arrange for the visit. DeVos is a polarizing figure in the Trump administration, partially for her stance on school choice. Opponents accuse her of wanting to pull money out of public schools to pay for private education.Poway Unified Superintendent Marian Kim-Phelps posted pictures on Facebook after the visit. Some parents blasted the district for even hosting her. One woman said if she had known she would have protested outside. Another called DeVos dangerous to public education.Other parents disagreed, saying politics aside, her visit was an honor."Just the fact that she came here to visit, someone of that high a profile speaks volumes to the school," said Matt Kolker, who was picking up his son from Design 39 campus Friday. Power, who had told DeVos about Design 39 during her fellowship, said it was a great opportunity."If we want the secretary to have a better understanding of what's going on in schools, we have to be able to invite her and the team into schools," she said. Superintendent Kim-Phelps called DeVos's visit a chance to advocate for the district and public education overall.Design 39 emphasizes design thinking, which it describes as "a creative, problem solving process which helps people design meaningful solutions."In a statement, education Press Secretary Liz Hill called Design 39 "a stellar example of rethinking education to meet the needs of students." SAN DIEGO (KGTV)- A troubled spot in Lincoln Park is getting a new look. The community came together to clean up the site.The intersection of Euclid and Imperial Avenues was once known as the "Four Corners of Death" because of the high crime, gang activity, and homelessness. Now the area is getting some long-overdue attention."I remember when that area was bustling with businesses and commerce," says Brian Pollard, President of the Urban Collaborative Project.Since 2017, the Urban Collaborative Project has been working with community members, the city, and county to clean up the area and find help for those living on the streets.Brian Pollard says there has been an increase in affordable housing in the area, but resources like healthcare and food are still limited."We're putting more people in here but not increasing the services that are needed to support these affordable housing units. Food is a very big issue."The group's first significant project was bringing the Food 4 Less, located in Market Creek Plaza, to Southeast San Diego years ago. This part of town has virtually no major grocery stores."Until we start acknowledging that and pumping resources and shifting priorities, we will never catch up," says Pollard.UCP hopes to redevelop the Lincoln Park area, near Euclid and Imperial Avenues, to see it thrive as it did years ago, inviting businesses to invest in the process.The group is planning a community clean up in the coming weeks to beautify the area. 1491

  

SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. Quarles was initially set to be housed in Jacumba Hot Springs, but that idea was shut down. Another status hearing has been set for Dec. 6. 1694
