SAN DIEGO (KGTV) -- Low inventory and historically low interest rates are driving California's red-hot real estate market.According to the California Association of Realtors, home sales climbed to their highest level in more than a decade, and the median home price set another high for the fourth straight month.It's making it harder for buyers to buy low but easier for sellers looking to sell high."With everything shutting down, I just figured now was the time to do it," said Kristi Gonzalez.After a career in the San Diego area, Gonzalez is retiring, moving out of state, and about to cash out."I think now is a great time to sell," she said. "There's very low inventory. It will make it easier for me."If you've paid attention to California's real estate landscape, the market is hot in many cities."We're seeing about a 10 percent increase in the last four to five months, and that's insane considering where we were," said Jordan Beal, president of the Beal Group.Beal said the San Diego area sees an influx of buyers from New York, the Bay Area, and Los Angeles."When you look at the fact that money is as cheap as it is, people who have been able to keep their jobs combined with a lot of tech people who can now work remotely and see San Diego as really cheap market compared to the Bay Area, Los Angeles, and New York, I don't see our market slowing down anytime soon," Beal said.The same thing is happening as you head north into the Central Valley."Inventory is historically low, interest rates are historically low, and it's just kind of the perfect storm with that whole supply and demand," said Ronda Newport, president of the Bakersfield Association of Realtors.Newport said the Bakersfield market is on fire.It's a combination of locals looking to take advantage of interest rates and those from wealthier ZIP codes trying to get out of a big city."If you have an LA buyer or a Bay Area buyer, and if they sell their home, you know a small little home for what they sell for in that area, and they move to Bakersfield, and they see what they can get for the money here, it's an easy decision," she said."We are just breaking all sorts of records," said Bruce Blair of Blair Properties.Blair's been selling homes along the Central Coast since the 70s.He said some people are buying houses they've never seen. Some buyers are paying in cash, and those who aren't have large down payments."It's tough to make any type of prediction right now, but right now, the housing market is not affordable for a lot of people in San Luis Obispo County, and that's a problem."According to the California Association of Realtors, September's statewide median home price was 2,430. That's up more than 17 percent from September of last year.According to a survey from Zillow, life uncertainty, likely caused by COVID-19, keeps more than a third of would-be sellers out of the market.The Zillow survey found many sellers say they anticipate a higher sale price if they wait.So, what to do? Unfortunately, there's no crystal ball."I don't anticipate it slowing down too much," said Carla Farley, President of the Greater San Diego Association of Realtors. "Unless we get some interest rates that go crazy after the election cycle, maybe that might slow some things, but I don't anticipate that happening either."According to the California Association of Realtors, the median number of days it took to sell a California single-family home was 11 days in September, down from 24 in September 2019. SAN DIEGO (KGTV) -- It’s been more than seven decades since the creation of the beloved children’s character, Thomas the Tank Engine. The pandemic nearly derailed a local museum’s yearly family event.“This year is the 75th year of the creation of the book series, called ‘The Railway series,’ where Thomas was born,” said Katy Titus with the San Diego Model Railroad Museum.The Balboa Park museum hosts a Thomas Day Celebration every year. Thousands of kids, families, and train lovers stop at “Big Station” for the big event. Unfortunately, this year will be different.“Instead of Thomas taking over the physical museum, Thomas is going to take over our web presence,” says Titus.Thomas Takeover Week will run until Sunday. It’s a free virtual event.Visitors can explore the virtual exhibit. There are activities online for kids like arts and crafts. Students can also enjoy storytime, listening to “The Railway Series.”The San Diego Model Railroad Museum had to close its doors twice this year due to the pandemic. SAN DIEGO (KGTV) — It’s been a historic wildfire season in California, made even more complicated by the pandemic.Emergency officials in San Diego County continue to shore up evacuation plans and brace for the worst, as more than a dozen wildfires in Northern California reveal the challenges of responding to two crises at once.As tens of thousands of Californians fled the wildfires last month, some turned to a shelter at the Santa Cruz Civic Auditorium. But with new rules in place to mitigate the spread of COVID-19, the shelter quickly filled up.The Civic Auditorium reached capacity August 21 and had to turn some evacuees away. The shelter remains at capacity, according to Cal Fire.About 27,000 people remained under evacuation orders as of Tuesday, according to Cal Fire. The Red Cross and partner organizations were sheltering more than 4,500 Californians in various settings as of Monday night.The Red Cross has put some displaced residents in hotels, a strategy that emergency workers in San Diego County are planning to emulate.“The county, since the beginning of the pandemic, has been working really proactively to identify and contract with hotels and motels to meet the unique housing and lodging needs of our community members,” said Senior Emergency Services Coordinator Julie Jeakle.With help from the Red Cross, the county has amassed a list of nearly 100 hotels and motels in San Diego County that could be called upon as emergency shelters. Some of these hotels were previously tapped as quarantine sites for individuals exposed to COVID-19.Traditional shelters in gyms or at schools won’t go away, but they’ll look different. Red Cross volunteers will conduct temperature checks and health screenings. People who show symptoms will be taken to another location to isolate, Jeakle said.“Individuals can also expect to see individually packaged meals, instead of the cafeteria style-meal service we’ve traditionally provided in the past,” she said. “They may also see some health and behavioral health services provided virtually.”But what if there’s a widespread event, with tens of thousands of evacuations like in Northern California?In the early days of the fire in Santa Cruz County, several hotels filled up. The county had to urge tourists to leave so evacuees could get access to rooms.San Diego County has turned to the Mission Valley stadium site for mass evacuations, including during the 2007 Witch Fire. But that site is currently under construction, and emergency responders would need permission from the stadium’s new owner, San Diego State.Another option: the Del Mar Fairgrounds.The fairgrounds was used as a large animal shelter four times in recent history: 2003, 2007, 2014 and 2017. But in 2007 it also hosted people, and Jeakle said the county had been in recent talks with the venue.Determining which site -- or sites -- will serve as an evacuation shelter will be based on several factors, including the size and severity of the emergency, Jeakle said.“We’re certainly here to serve if and when we’re needed,” said Del Mar Fairgrounds marketing director Jennifer Hellman.Hellman said the fairgrounds would have procedures in place requiring mask-wearing, social distancing and increased cleaning, and there would be hand sanitizer stations deployed throughout the site. 3325
SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. SAN DIEGO (KGTV) - Imagine having the power to change your body’s temperature at any time, regardless of how hot or cold it actually is. UC San Diego engineers are on they’re way to doing just that, with a wearable patch.Like a thermostat, it can be changed to a specific temperature, warming or cooling the body, using far less energy than an air conditioning system. “Cooling is a really important issue faced by society today. If you look at news reports there are extreme weather conditions, for example in India, peak temperature could be over 50 degrees Celsius in July," said Renkun Chen, a Professor of Mechanical and Aerospace Engineering at UC San Diego.The patch is made up of thermoelectric alloys - materials that use electricity to create a temperature difference and vice versa - sandwiched between stretchy elastomer sheets. The device physically cools or heats the skin to a temperature that the wearer chooses. The patch is powered by a flexible battery pack. It is made of an array of coin cells all connected by spring-shaped copper wires and embedded in a stretchable material. The system also includes a stretchable circuit board.By regulating the temperature around an individual person, rather than a large room, the smart fabric could potentially cut the energy use of buildings and homes by at least 15 percent.The technology could also be used for people who work in extreme environments, like firefighters or miners. Eventually, Chen and his team want to integrate the technology into clothing. They hope to sell it commercially in the next few years, along with developing a mobile app to control the temperature.
