SAN DIEGO (KGTV) -- A new report from the Auto Club ranks San Diego as the top travel destination for Southern Californians this Labor Day weekend.According to the report, Las Vegas, San Francisco, Grand Canyon and Santa Barbara also rank among top travel destinations for Southern Californians. The Auto Club is also warning San Diegans not to drink and drive. According to AAA, 31 people were injured in DUI-related crashes last year over Labor Day weekend.Statewide, eight people were killed in DUI crashes last year. “While alcohol-related crash fatalities have dropped in the last three years over this holiday, injuries have risen,” said Auto Club Traffic Safety Manager Anita Lorz Villagrana.“We want to remind everyone to make a plan before celebrating – use a rideshare service, stay at a hotel or someone’s home, or designate a sober driver. SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. In 2018, the department approved 707, a more than 300 percent increase from the year before. In the first seven months of 2019, the department has already authorized 767. 2754

SAN DIEGO (KGTV) – A local marijuana testing lab is releasing vape test results that are alarming. Almost 80% of the cannabis vape cartridges were tested and deemed "unfit for consumption."Tucked away in a quiet San Diego business park, Platinum Vape manufacturing company produces high-potency, pesticide-free cannabis products that go through rigorous testing. Co-founder George Sadler is on a mission to spread awareness about the serious potential health risks of using products from unlicensed vape makers and sellers."It's horrible," he tells 10News, adding, "It's doing so much harm to people, versus walking into a licensed store."Platinum Vape recently teamed up with nearby licensed cannabis dispensary Mankind to buy back cartridges that ranged from home-made concentrates to counterfeits of popular legal brands.In exchange, customers got discounted Platinum Vape cartridges that are tested and regulated.Mankind Chief Operating Officer Vera Levitt tells 10News, "We wanted to encourage them to replace something that could make them sick with something that was safe."The cartridges were sent to Infinite Chemical Analysis Labs, or InfiniteCAL. It's a local cannabis testing lab that then analyzed the cartridges for potency, pesticides, and heavy metals.The lab found that 79% of the cartridges were deemed "unfit for consumption". Additionally, 62% of them failed for pesticides. Almost 40% of the cartridges failed for lead."[Were there] toxic levels of lead?" 10News asks InfiniteCAL co-founder David Marelius. "One of the vape pens had almost a hundred times the legal limit," he explains.The lab also discovered that half of the products had less than 50% THC in them. Some of the cartridges were cut with excessive levels of vitamin E acetate; the additive may be linked to numerous vape-related deaths and illnesses. Marelius adds, "20% of them had a significant amount.""It's sad for me. SAN DIEGO (KGTV) -- A judge is expected to decide whether to release a sexually violent predator into the Jacumba Hot Springs area.Joseph Bocklett, a convicted repeat sex offender, had a placement hearing Monday morning. Because of COVID-19 restrictions, it was held virtually. ABC 10News wasn’t given permission to record it, but we did monitor what happened inside of the courtroom.The Department of State Hospitals wants to put the 75-year-old Bocklett in a home in Jacumba -- after a Judge denied a proposal to move him into a home in Pauma Valley.Bocklett was convicted of three sexual offenses over a 19-year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Though the public wasn’t allowed to physically be inside of he courtroom, they’ve been working to make sure their voices are heard, protesting this recommendation.They have got pages of signatures from residents in the East County. A few of them gathered near the courthouse holding signs expressing their concerns about the possibility of another sex offender being placed in their community.Among that group Melissa Woodall and her daughter. Woodall said rural East County shouldn’t always be the first choice when it comes to placing sexually violent predators.Woodall said, "It’s awful, it really is. There are so many people who have been put into our community who are predators.”The judge says he’ll take a few days to review the letter that were submitted and the testimony that was given before he makes his decision. 1696

SAN DIEGO (KGTV) -- A non-profit in Logan Heights is asking for the neighborhood's help clean up a community space used by families and children. The Logan Heights Community Development Corporation owns the Gilliam Family Community Space. In March, they were forced to shut it down indefinitely because vandals were using the space overnight.  The area is covered in graffiti and littered with trash. The vandals were using the tree house overnight and damaging the fruits and vegetables in the community garden.  Now, the non-profit wants volunteers to help revamp the area. They plan on knocking the tree house down and eliminating the garden to deter the people coming in overnight. A large community cleanup is scheduled for Saturday, June 2 at 2835 Imperial Avenue at 9 a.m. The non-profit relies solely on donations.
