NOGALES, Arizona — Military officials were on the U.S./Mexico border today to talk about adding security in preparation for the migrant caravan.Talking with army soldiers from the DeConcini and Mariposa port of entries, they say, they're taking Customs and Border Protection's lead. They say the Department of Defense has military units out here until December 15th. But that date is mission dependent."Engineering is engineering. Regardless of where we are in the world, whether we're training back at Ft. Hood, Texas, or whether we're in Tucson, Arizona, or Iraq or Afghanistan, we provide capability to whoever we're supporting. Chad Caldwell, the 62nd Engineer Battalion commander.These soldiers are a part of the 5,000 troops near the country's southwest border to prepare for the expected arrival of the migrant caravan. Last week, they started placing razor wire above the border fence, a task that is not yet complete. And yesterday, the army helped close two lanes at the DeConcini port of entry."It has been a challenge. It is not a standard mission-set to be trained for back in Ft. Hood, but as Army engineers, our job is to solve difficult problems for whoever we're supporting," said Caldwell."Weld the pickets up to the fence, run the c-wire with barbed-wire underneath it, and strap it to it. Our role is to support the CBP and do whatever they ask us to do," said Sgt. Douglas Hughes, the Platoon Sgt. for the 104th Engineer Construction Company.There is no official word, yet, if they plan on keeping these reinforcements in place after the caravan has arrived, if it does. NFL offensive lineman Richie Incognito was arrested at an Arizona funeral home Monday, according to the Scottsdale Police Department.Police report that they were called to the Messinger Pinnacle Peak Mortuary at 3:30 p.m. for a disorderly conduct call. Incognito, whose father died earlier this week, as upset with the staff and allegedly damaging "property" inside the business and shouting at employees.Incognito also allegedly said that he had guns in his vehicle and threatened to shoot employees, according to the police report.The 35-year-old free agent offensive lineman was charged with misdemeanor threats and disorderly conduct charges. He was released from jail on Tuesday afternoon.  713

Newly released police body cam shows Waffle House shooting suspect Travis Reinking in East Tennessee two months before the Antioch attack.It's video from a motel in Alcoa, where Reinking was staying in February while working on a construction project. Full Coverage: Antioch Waffle House ShootingOne clip showed one of his several run-ins with the law. One of those run-ins happened just two months ago.Reinking told the officer someone kept knocking on his window and yelling. However, it was a woman who called police on him for allegedly threatening her in a violent manner. "They'll be talking loud at night, knock on the windows and walk off, and I don't know who it is,” Reinking said in the clip. Samantha Veals said she was trying to put her kids to sleep when she heard Reinking yelling.She told him to be quiet, at which point he allegedly charged inside her motel room, balled up his fist and laughed at her when she screamed.  Reinking admitted to police that he yelled at Veals but denied charging at her. He checked out of the motel that night and Veals opted to not press charges. Reinking?was arrested Monday and charged with four counts of criminal homicide, four counts of attempted murder and one count of unlawful gun possession in the commission of a violent felony.  The Waffle House reopened Wednesday and for the next month, is donating 100 percent of its proceeds to the victims of the attack.  More:  1514

NEW ORLEANS (AP) — Louisiana is suing the state of California over its decision to ban the import and sale of alligator products, saying the ban will hurt an important Louisiana industry and ultimately could hurt the state’s wetlands.In a lawsuit filed Thursday, Louisiana said the economy surrounding alligators has played a key role in bringing back the American alligator population and is an important factor in protecting wetlands and other species besides alligators that depend on the wetlands.“California has nevertheless attempted to destroy the market for American alligator products notwithstanding the fact that no such alligators live in California,” the lawsuit says.According to The Times-Picayune/the New Orleans Advocate, California banned alligator skins and meats in the 1970s but repeatedly issued exceptions that allowed sales. The newspaper reports that the most recent exemption expires on Jan. 1 of next year, and this time California’s legislature did not pass another exemption. The newspaper reports the alligator ban was backed by a coalition of animal rights and environmental groups.Louisiana said in its lawsuit that because most of the state’s coastal habitat is privately owned, the state does not have direct control over how it is managed. But the alligator industry provides economic incentives for landowners to take steps to protect marshlands that serve as habitat for the alligators.The state argues that if California’s ban goes into effect, “landowners will be forced to greatly reduce or cease their erosion control efforts because they will be unable to economically sustain those efforts, resulting in irreparable harm to their property as well as harm to Louisiana’s sovereign environmental interests in wetland preservation.”According to the lawsuit, California’s large economy often means that their product standards become de facto national standards so California’s alligator ban will have effects in other states. Louisiana says the upcoming ban is already having effects up and down the supply chain with the price of alligator hides decreasing, and alligator farmers reducing their investments.According to Louisiana Wildlife & Fisheries, over 300,000 alligators are harvested every year from both farm and wild sources. 2282
