SAN DIEGO (KGTV) - Students from around San Diego are using a modern medium to learn and inspire.The Cesar Chavez Service Clubs, which has chapters at 22 local schools, has launched the "Chavistas Podcast."Once a month, they interview a local leader, learning that person's story. They hope it can inspire other kids to reach for the stars."We feel that, as a community of Chavistas, that we can get a good message of community out there," say Ariana Gallegos, the club supervisor.Gallegos has a background in radio broadcasting and uses that to help the kids craft their interviews."It's a beautiful experience that I get to bring the students to a setting that sometimes is hard to be at," says Galleos. "But it allows them to see that if I can do it, you can do it."Students in the club say it's been a fun experience. They hope other kids will listen and learn."When it turnes out good, it's really nice, just feeling like you accomplished something good," says Wilson Elementary 7th Grader Mecklin Montgomery. SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service. SAN DIEGO (KGTV) — The Food and Drug Administration has released new guidelines to vaccine makers with added safety measures that experts say will push back the timeline, making the release of a COVID-19 vaccine before the election highly unlikely.The guidelines lay out what it will take for companies to secure a fast-tracked authorization for a vaccine, known as an emergency use authorization or EUA.The new guidelines require vaccine makers to follow the volunteers in their clinical trials for a median of two months after their final dose.It’s an important step to see if anyone has a bad reaction, says Dr. Christian Ramers of Family Health Centers of San Diego.“Some of the safety issues that people like me are concerned about might take months actually to develop,” Dr. Ramers said. “My analysis of this is that it's the FDA standing up and saying, ‘We're going to adhere to our rigorous scientific process.’”The White House had resisted the new guidelines from the FDA for more than two weeks. After their release, President Trump described them as a “political hit job.”“New FDA Rules make it more difficult for them to speed up vaccines for approval before Election Day. Just another political hit job!” the president wrote on Twitter Tuesday night.It’s hard to gauge exactly how the two-month buffer affect the vaccine timeline because clinical trials do not start all at once; volunteers are enrolled on a rolling basis. But Dr. Sydney Wolfe of the consumer group Public Citizen said the drug makers have offered clues.“The companies one-by-one are saying, ‘We can’t get anything in until the end of November or the end of December or the beginning of January,’ and that’s a relief,” he said.In a clinical trial, half of the volunteers get the vaccine and half get a fake drug called a placebo.The updated guidelines require companies to have an estimated effectiveness of at least 50 percent, meaning there are 50 percent fewer cases of infection in the group receiving the vaccine compared to the placebo group.The guidelines also instruct companies to have a plan to continue collecting data in their clinical trial even after they get an EUA and the vaccine hits the market.“The worst thing that could happen here is something meets that minimum bar of 50% efficacy, meaning it works pretty well, but then the bottom just falls out from these clinical trials and we don't get the information we need,” he said.Dr. Ramers was initially skeptical of fast-tracking a vaccine with an EUA rather than waiting for full approval since it’s only been done once before, but he’s supportive of the process under the updated guidelines.“I think that's the best way to balance speed and safety,” he said.Still, experts like Dr. Wolfe think going with an EUA over a full approval could backfire. He points out the new guidelines allow up to half of the people in the clinical trial to be tracked for less than two months after their final dose.“All things aren’t equal [between an EUA and full approval] because you don’t have all the information and B, people know that,” he said.Dr. Wolfe is concerned the public will be reluctant to roll up their sleeves and embrace the vaccine if it just has an emergency authorization. Now that the FDA has made the EUA guidelines more rigorous, he thinks waiting for full approval might take just a few more months.The FDA’s new guidance notes that an Oct. 22 meeting of its Vaccines and Related Biological Products Advisory Committee will not be to discuss specific vaccine candidates.Trump previously said he would consider overruling the FDA on its vaccine guidelines in hopes of speeding up the process. There is both health and economic pressure for a vaccine to be developed as the coronavirus continues to claim an average of 800 US lives a day, according to Johns Hopkins University data.However, Dr. Wolfe said the possibility of the president overruling the FDA is unlikely to have an impact now because the vaccine developers themselves have indicated they will follow the FDA guidelines.Additional reporting by Justin Boggs 4090

SAN DIEGO (KGTV) -- The family of Kimberly Fattorini is suing former San Diego Chargers linebacker Shawne Merriman in connection with her fatal overdose, according to a TMZ Sports report.Fattorini's parents claim Merriman drugged and assaulted their daughter before she died at a house party in 2017, the report says.In a statement, Merriman's representatives said they are unaware of the lawsuit and that the original police investigation found no wrongdoing by the former NFL star.Her parents say Fattorini and her friends were invited to a club promoter's house party, and that Merriman "was allegedly witnessed carrying a bottle with some sort of liquid inside."At some point during the party, she texted the promoter saying, "you friend just poor'd half G in my drink," the lawsuit says. Her "parents believe G refers to GHB," the TMZ report says.Per the report, Fattorini's parents claim that first responders found her unresponsive and "half naked with jeans unzipped and buttoned" at a party in Los Angeles. A preliminary autopsy listed her death caused by a lethal cocktail of alcohol, cocaine, and gamma-hydroxybutyrate -- the last more commonly known as the "date rape" drug GHB.The suit alleges that while her autopsy did not reveal foul play, "a test for sexual assault wasn't done because officials said it wasn't conducted at the time of the initial autopsy, and couldn't be done properly afterward," the report says.The "complaint claims negligence, battery and a violation of the drug dealer liability act," and the Fattorinis are seeking damages, TMZ Sports reports.Merriman's representative told TMZ, "As of right now Shawne, nor his attorney, have any knowledge of him being named in any lawsuit. This alleged lawsuit is baseless. Shawne attended an after party more than two years ago where a young woman unfortunately overdosed.""The police thoroughly investigated and found no wrong doing whatsoever by Shawne. Front line workers will be first to be vaccinated, followed by long-term care facility residents and employees.Doses from the county's allotment were sent to UC San Diego Medical Center and Rady Children's Hospital on Monday and Tuesday.A separate batch of vaccines was sent to Naval Medical Center San Diego and Naval Hospital Camp Pendleton on Monday.The Department of Defense chose both locations as hubs where some service members will be vaccinated.In a statement released last week, the DOD outlined their vaccine distribution plans. They will follow the CDC guidelines and will prioritize those who provide direct medical care, followed by critical national security units, and then deployed forces.The vaccine arrival comes as military hospitals in San Diego are also seeing a surge in COVID-19 cases.
