(KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire.The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana.There was no word on whether the incident captured on video led to an arrest.“All seeking to enter the U.S. are urged to do so at one of more than 320 official U.S. Ports of Entry,” Customs and Border Protection officials wrote in the tweet.  665

(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

(KGTV) - A local woman says her heart stopped when she saw what someone nearly sat on at a popular trail in Santee.Angie Haake was just beginning her usual dog walk last Thursday morning near the entrance of Walker Preserve Trail, when she noticed two upset women on the phone talking to deputies.  Haake asked them what was going on and they showed her a razor blade on the bench."I was shocked when it saw it. Obviously whoever put it there wanted someone to sit down and slice the back of their thighs. It's cruel and hateful," said Haake.The discovery was not the first.  Another trail goer tells 10news about three weeks ago, she found a similar blade near another bench.  In November 2016, 10news spoke with a mother at Mast Park in Santee, who found dozens of tacks placed sharp-side up underneath leaves.10news reached out to deputies to find out how many reports of similar cases there have been on the trail, but have yet to hear back. 983

SANTA ANA (CNS) - A man who drove drunk and veered into oncoming traffic while making a turn, slamming head-on into a minivan and killing a mother of three in Lake Forest, was convicted today of second-degree murder.William Joseph Carroll, 51, of Mission Viejo, had a blood-alcohol level of about 0.23 -- nearly three times the legal limit -- when his Ford F- 250 pickup truck slammed into a Toyota Sienna minivan driven by 36-year-old Ana Martinez about 11:40 p.m. May 7, 2013, Deputy District Attorney Daniel Feldman told jurors during the trial.Martinez, who was driving to work at the time, was "crushed to death" in the crash, Feldman said.The prosecutor said Carroll was making a left turn from El Toro Road to Santa Margarita Parkway in Lake Forest when he veered into oncoming traffic.A witness told investigators that Carroll ran a red light, he said. Witnesses "describe Mr. Carroll's truck like a train out of nowhere," Feldman said, adding that the force of the collision was like "100 mph" when combining the speeds of both vehicles.Carroll's attorney, Sara Ross, told jurors it was " a case of government overreach." Ross acknowledged that Carroll was "responsible for the killing of Ana Martinez, but he's not guilty of murder."Both drivers attempted to avoid each other, she said, adding that the intersection is "a bit confusing." "It's a very confusing road and you're going to need that context to determine whether this was a murder," Ross told jurors.Feldman said Carroll was charged with second-degree murder rather than vehicular manslaughter because when he was convicted of DUI on Sept. 11, 2008, he was warned he would be charged with murder in the event of involvement in a DUI-related death.Carroll faces 15 years to life in prison when he is sentenced Jan. 19. 1797
