A sweeping overhaul of police oversight and procedures has been proposed by Democrats in response to the deaths of black Americans at the hands of law enforcement, according to a draft outline obtained by The Associated Press.The Justice in Policing Act, unveiled Monday, would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. It is the most ambitious changes to law enforcement sought by Congress in years.Rep. Karen Bass, D-Calif., chairwoman of the Congressional Black Caucus, which is leading the effort, said called it “transformative.”“We’re in a real moment in our country,” she said Sunday on CNN, speaking after days of massive protests set off by the death of George Floyd and other African Americans involving the police.Bass said the package from House and Senate Democrats will be bolder than any law enforcement changes of the past decade. “It is time for police culture in many departments to change,” she said. “And we believe that the legislation will make a major step forward in that direction.”The package confronts several aspects of law enforcement accountability and practices that have come under criticism, especially as more and more police violence is captured on cell phone video and shared widely across the nation, and the world.The draft document said the proposed legislation would revise the federal criminal police misconduct statute to make it easier to prosecute officers who are involved in misconduct “knowingly or with reckless disregard.”The package would also change “qualified immunity” protections for police “to enable individuals to recover damages when law enforcement officers violate their constitutional rights,” it says.The legislation seeks to provide greater oversight and transparency of police behavior in several ways. A typical delivery turned into a personal moment for one Michigan military family and an Amazon delivery driver.Amanda LeCureaux of New Baltimore, Michigan says she received a notification on her phone from her smart doorbell about an incoming delivery on Dec. 12 and turned on the camera to see what was coming.“I started to play it…and it showed him saluting, and I was like, ‘oh my gosh,’” LeCureaux said.The delivery driver dropped off a package, stepped back from the porch and saluted the house before leaving.The reason for the salute? A man was accidentally killed by a chainsaw Monday while helping a neighbor cut tree branches during Hurricane Irma cleanup.Authorities say a branch became entangled with the chainsaw. A more than 4,000-year-old private tomb containing "exceptionally well-preserved" drawings has been discovered south of Cairo, according to Egypt's Ministry of Antiquities.Antiquities Minister Khaled al-Anani said the tomb had been discovered at the Saqqara archaeological site and was from the 5th dynasty of the pharaohs, which ruled roughly 4,400 years ago.The tomb belonged to a royal purification priest known as "Wahtye," al-Anani said in a statement. Inscriptions suggested the priest had served during the reign of King Nefer-Ir-Ka-Re and was the king's supervisor and inspector of the holy boat.Al-Anani said the tomb's walls were decorated with colored scenes depicting Wahtye with his mother, wife and family.The head of the excavation mission, Mostafa Waziri, said other drawings showed wine and pottery making, musical performances, sailing, hunting and the manufacture of funeral furniture.Waziri said his team had reached the tomb in November but that it had taken some time to enter as its doors were sealed.Some 50 niches inside the bomb also contained colored statues carved in rock, including of a person standing or in the scribe position, Waziri said."This statue might belong to the deceased or a member of his family," he said.The general director of the site, Sabry Farag, said the tomb was about 10 meters (33 feet) long and 3 meters (10 feet) wide, with a basement.It also contained five burial shafts, Waziri said, which will be the subject of further excavations.In November, the Antiquities Ministry announced that a mass cat cemetery and a collection of rare mummified scarab beetles were among seven tombs discovered at Saqqara.Saqqara is also home to the famous Step Pyramid. 1715
