URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday.     Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus.     The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing.     Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted.     By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group.     Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees.     Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections.     The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic.     Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order.     The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters.     A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery.     Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards.     He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.

Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks Friday evening when he met the heads of 10 major media organizations attending the World Media Summit in Beijing.     The Chinese government has been promoting media development and supporting Chinese media in enhancing exchanges and cooperation with foreign counterparts in news, human resources, information technologies and business development, he said. UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. "The evaluation of China's capacity to pay should not be conducted without taking into account China's specificities."

  

HANOI, Aug. 28 (Xinhua) -- The Communist Party of Vietnam Central Committee General Secretary Nong Duc Manh met with a Communist Party of China (CPC) delegation here on Friday.     The Chinese delegation is headed by He Yong, member of the Secretariat of the CPC Central Committee and deputy secretary of CPC Central Commission for Discipline Inspection.     During the meeting, Manh said Vietnamese party, government and people treasure the friendship with China. He said developing the Vietnam-China friendly relations serves the common interests and aspirations of the two peoples.     Manh said Vietnam would like to work together with China to enhance support for each other, deepen friendly cooperation of the two parties and two countries, and advance the bilateral comprehensive strategic cooperative partnership in a healthy and steady manner.     Manh said Vietnam is pleased to see that China has overcome various difficulties and challenges brought by the global financial crisis and achieved stable and relatively fast economic growth. Vietnam would like to share with China the experiences of dealing with global financial crisis as well as those of the reform and open-up causes.     For his part, He said in the past few years, China and Vietnam have seen frequent visits of high-level officials, strengthened mutual political trust, great outcomes on economic and trade cooperation and deepened exchanges of experiences in governing the party and the nation.     He said the two parties have also witnessed increased exchanges and cooperation in discipline inspection and fighting corruption.     He said China and Vietnam will celebrate the 60th anniversary of the founding of diplomatic ties next year and at the same time embrace the Year of Friendship. He said China would like to work together with Vietnam to take this opportunity to enrich bilateral comprehensive strategic cooperative partnership, further strengthen strategic mutual trust, deepen cooperation of mutual benefits, promote common development and push forward the relations of the two parties and two countries to a new stage.     He conveyed the greetings and best wishes from Hu Jintao, General Secretary of the CPC Central Committee and Chinese President to Manh.     Manh asked He to pass his best wishes to Hu. He congratulated China on the 60th anniversary of the founding of the People's Republic of China which is to fall on October 1.
