SAN DIEGO (KGTV) -- Police are investigating an altercation at a University Heights apartment complex that left a man dead early Thursday morning.The incident was reported shortly before 4 a.m. at an apartment building on Howard Avenue near Mississippi Street, according to San Diego police.Police said someone reported two men fighting, but when officers arrived both men were injured.The two men were taken to the hospital, but one of them died from apparent stab wounds, police told ABC 10Ne 502

SAN DIEGO (KGTV) -- Public health experts are worried that with COVID-19 cases surging, family gatherings during the upcoming holiday season could make for an epidemiological disaster. While officials are urging people to follow stay-at-home orders and avoid indoor gatherings with those outside of the immediate household, they realize that many families will get together regardless of the risk.“There are a lot of reasons why don’t do the thing that your physician or your county board of supervisors would label compliant," said Dr. Rebecca Fielding-Miller, a social epidemiologist and associate professor at UC San Diego. "And so the best thing that we can do is say, OK. In the absence of perfection, here are the other things you can do to protect yourself.”Fielding-Miller recommends that a family that insists on getting together for Thanksgiving create, in effect, its own version of a bubble such as the one successfully used for the restart of the NBA season. To create the safest bubble possible requires invitees to the dinner to isolate beginning at least by Wednesday the week before Thanksgiving. Each person should then get a COVID test three days before the holiday so there is enough time to get the result back. Fielding-Miller said it's critical to have a conversation with guests to make sure they understand and agree to those safety measures. "When we talk about bubbles, your bubble is really only as safe as the person who is the least interested in maintaining the safety of the bubble," Fielding-Miller said.Once Thanksgiving Day arrives, eating outdoors is much safer than indoors. Fielding-Miller also suggests trying to keep members of different households spaced out as much as possible. It is also critical to wear masks as much as possible.She also said that safety efforts do not end on Thanksgiving Day. "You need a plan for, I would say, testing five to eight days after you spent time with your family, so you can immediately let people know if you are positive and they need to get tested,” Fielding-Miller said. She also recommends keeping your children home from school for at least the first two days after the holiday, to protect them from children who may have contracted the virus during Thanksgiving trips.Fielding-Miller said how San Diego behaves to control the spread of the virus over Thanksgiving will help determine the severity of the situation for the December holidays. SAN DIEGO (KGTV) - More than 140 women, children and their family members will live inside Golden Hall for at least the next three months.The theater's second floor concourse will serve as a temporary bridge shelter while the city installs a new shelter tent at the corner of 17th and Imperial. Father Joe's Villages will manage the shelter, which is to serve as a transition for homeless families to find permanent housing and get on their feet. A recent city report found about 1,500 people were sleeping on San Diego's streets. The families moving into Golden Hall had been living in a bridge tent shelter at 14th and Commercial. That shelter is being removed to make way for a Father Joe's 14-story affordable housing tower. Golden Hall will have on-site residential staff and security 24 hours a day. Deacon Jim Vargas, president of Father Joe's Villages, said Golden Hall's location will present challenges when it comes to delivering key services out of Father Joe's main campus across downtown. He said these next few months will be a good test to see if something longer term could work. "I personally would love, in addition to the tent, to have some brick and mortar," said Vargas. SAN DIEGO (KGTV) - Police are investigating the death of a child at a Tierrasanta home Tuesday.San Diego Police responded to the 3100 Block of Minuteman St. just before 11 a.m. to reports of a four-month-old child not breathing. When paramedics arrived, they began CPR on the infant.First responders were not able to revive the child.Police do not suspect the death to be criminal in nature at this point. SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808
