The University of Notre Dame has withdrawn as the host site of the first presidential debate, the university announced on Monday.Notre Dame had been set to host the first presidential debate on Sept. 29.In a statement, the university said it made the decision to withdraw after consultation with the St. Joseph County Health Department and with the unanimous support of the executive committee of the university's board of trustees.The Rev. The U.S. Department of Agriculture (USDA) says it has identified some of the seeds that were mysteriously mailed to Americans from China.Osama El-Lissy, with the Plant Protection program of USDA's Animal and Plant Health Inspection Service, says 14 different species of seeds have been identified.The identified seeds include mustard, cabbage, morning glory, mint, sage, rosemary, lavender, hibiscus and roses, according to El-Lissy.Over the past few months, people across the country have received the seeds in unsolicited packages that appear to be coming from China.Officials are concerned that some of the seeds received in the U.S. could be invasive plant species, but the seeds identified so far appear to be harmless.Still, if you get unsolicited seeds in the mail, the USDA says you should not open the packets or plant the seeds. You’re asked to save the seeds and the package they came in, place everything in a mailing envelope, and contact your state plant regulatory official or APHIS State plant health director for instructions on where to send the package.The USDA says it’s important to evaluate the seed packages because they could carry seed born viruses or other diseases, posing a significant risk for U.S. agriculture and natural resources.“Imported vegetable or agricultural seed must meet labeling and phytosanitary requirements and be inspected by APHIS and CBP at the port of entry,” wrote the USDA in a release. “Some seeds, including citrus, corn, cotton, okra, tomato, and pepper seed, are restricted and may require an import permit, phytosanitary certificate, inspection at a USDA Plant Inspection Station, or testing to ensure any potential risks are mitigated.”While the USDA is still investigating why the seeds are being sent, officials say they don’t have any evidence that it’s anything other than an internet “brushing scam,” where sellers send unsolicited items to unsuspecting consumers and the post false reviews to boost sales.“Brushing scams involving seed packets in international mail shipments are not uncommon,” wrote the USDA in a release. “U.S. Customs and Border Protection (CBP) has intercepted similar seed shipments in recent years.” 2194

The Supreme Court granted Tuesday a Trump administration request to continue to bar most refugees under its travel ban.Without comment, the court blocked a federal appeals court ruling from last week that would have exempted refugees who have a contractual commitment from resettlement organizations from the travel ban while the justices consider its legality. The ruling could impact roughly 24,000 people.The travel ban bars certain people from Iran, Libya, Somalia, Sudan, Syria and Yemen from entering the US.The issue concerning the scope of the travel ban has been ricocheting through the courts since the spring when the Supreme Court allowed Trump's ban to go into effect except for those with a "bona fide" relationship to the United States. The order might give hope to supporters of the ban, but it may also simply reflect a desire on the part of the justices to maintain the status quo until the justices can hear the case next month."Although it may be tempting to see the order as a harbinger of how the court is likely to rule on the merits, it's better understood as a very modest procedural step to stabilize the full scope of the injunctions against the travel ban over the next four weeks," said Steve Vladeck, CNN Supreme Court analyst and professor of law at the University of Texas School of Law.The justices did not explain their reasoning, although it took five justices to make the decision.The court is expected to take up the legality of the travel ban October 10. 1500

The U.S. Postal Service agreed Wednesday to reverse changes that slowed mail service nationwide, settling a lawsuit filed by Montana Gov. Steve Bullock during a pandemic that is expected to force many more people to vote by mail.The lawsuit filed against Postmaster General Louis DeJoy and the U.S. Postal Service on Sept. 9 argued changes implemented in June harmed access to mail services in Montana, resulting in delayed delivery of medical prescriptions, payments, and job applications, and impeding the ability of Montana residents to vote by mail.The postal service agreed to reverse all changes, which included reduced retail hours, removal of collection boxes and mail sorting machines, closure or consolidation of mail processing facilities, restriction of late or extra trips for timely mail delivery, and banning or restricting overtime.The agreement also requires the Postal Service to prioritize election mail.The settlement agreement was reached a day ahead of a hearing in the U.S. District Court in Great Falls. It applies to all states.“Montanans never gave up this fight and as a result, we are ensuring stability through and beyond the election by immediately restoring the mail services folks rely on, whether it’s receiving vital medication or ensuring they can pay their bills on time,” Bullock said in a statement.A spokesperson for the U.S. Postal Service did not immediately respond to an email seeking comment.Many more voters are expected to vote by mail this November to limit the spread of the COVID-19 pandemic.
