The city is opening a code enforcement investigation into an apartment complex that is made up almost entirely of short-term vacation rentals.The complex, called The Louisiana, is on University Avenue in North Park. A company called Sonder has leased each of its 13 market-rate apartments to rent to visitors (the complex has two affordable units as well). A one-bedroom apartment is listed at 0 per night for a weekend in October. The city made the call after a group called Save San Diego Neighborhoods held a press conference outside the complex Thursday.Board member Brian Curry said this type of business is contributing to the city's supply crunch that pushes up rents. He also questioned whether the complex, permitted as mixed-use apartments, is allowed to be operated more like a hotel. "It is simply wrong to steal housing from our residents to meet the visitor room night demand," said Curry. In a statement before the city announced its investigation, Sonder defended its arrangement with the developer. "Sonder San Diego strictly complies with all local laws and pays all local taxes, period. Contrary to recent false claims, our location on University Avenue is fully licensed, legal and not zoned ‘residential' but for commercial and mixed-use with visitor accommodation allowed by right," the statement said. "We look forward to continuing to grow and give back in San Diego while working with the City on real solutions for affordable housing.”Additionally, the buildings developer said the extra funds from the lease with Sonder is helping to fund other housing construction faster. The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The funding changes will begin in 2021."The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD," the DOJ said in its statement.The Justice Department also cited the refusal of city district attorneys to prosecute certain charges related to Black Lives Matter protests that have been ongoing since the May 25 death of George Floyd while in Minneapolis police custody."Both [New York City] Mayor [Bill] de Blasio and Gov. [Andrew] Cuomo have forcefully rejected federal law enforcement support," the DOJ concluded in its statement.The loss of federal funding would be a crippling blow to cash-strapped New York City, which lost billion in revenue amid the coronavirus pandemic. The city is currently facing a billion budget deficit that could result in as many as 22,000 municipal layoffs and furloughs in October.Requests for comment from the offices of de Blasio and Cuomo were not immediately returned.Seattle and Portland have also seen significant unrest in recent months since the death of George Floyd. In June, protesters in Seattle occupried a small area of the city of several weeks and vandalized an abandoned police precinct. The driver of a rental truck drove down a busy bicycle path in New York near the World Trade Center, killing eight people and injuring about a dozen others in what officials said was an "act of terror."After crashing the truck into a school bus, the suspect exited the vehicle while displaying imitation firearms and was shot in the abdomen by a police officer, according to the NYPD.The suspect, a 29-year-old man, is in police custody and was taken to a hospital for treatment, officials said. 503

  

The Camp Fire is just the latest fire tragedy in California. Residents are still rebuilding in Wine Country more than a year after the destructive wildfires there.In the one year since Kelly Bracewell's Santa Rosa home turned to ash, she's figured out how to be happier. She’s also learned how to live without some of her most cherished possessions.As she rebuilds her own home, she works to help others who lost everything."As an interior designer, it’s been a great distraction,” she says.She says she wants to help put the community back together.Another community member, artist Gregory Roberts, is also using his talents to help people heal.One artist is using the ashes to help the people who lost their homes heal.“I was standing in the studio during the fires, and ash was falling all around,” Roberts describes.Roberts was certain that he, too, would lose his home. Fortunately, his house and pottery studio survived, but the ash raining down over Wine Country gave him an idea.“I wanted to be able to give people back something to let them know that your memories are not actually lost; your memories are all still intact,” he says.Roberts started collecting ash from lost homes. Ashes from 140 homes appeared in a plastic bin on his front porch, some with handwritten notes, of people wanting him to create art from their lost homes."Something from their home, because this idea that everything is lost is a hard one to overcome," Roberts says.Roberts says the ash remnants of homes are different, so the patterns and colors are never the same."I really want each one to be sort of its own unique animal,” Roberts says. “In the same way that each person's home is unique." 1691
