SAN DIEGO (KGTV) — A non-profit organization held a first-of-its-kind seminar to teach law enforcement officers, first responders, and legal professionals how to understand and handle incidents involving people with intellectual and developmental disabilities. More than 100 individuals representing a variety of agencies, including the San Diego Police Department, Chula Vista Police Department, and the public defender's office attended the Arc of San Diego's "Pathways to Justice" training at the Handlery Hotel in Mission Valley. In recent years, law enforcement agencies from across the country have been under attack about their handling of cases involving witnesses, victims, and suspects with disabilities. Arc of San Diego hopes to bridge the understanding gap. On April 30, 2015, San Diego Police officer Neal Browder responded to a call about a man reportedly wielding a knife. He rolled into the alley with no lights, sirens, nor was he wearing a body camera. But a nearby surveillance camera caught the entire encounter. Within three seconds of opening his door, Browder fatally shot the man, Fridoon Nehad. It turned out, Nehad was an unarmed, mentally disabled man. Since this incident, the American Civil Liberties Union has questioned the officer's use of lethal force. Would this have happened if San Diego Police officers had the proper training?The Arc of San Diego hopes this never happens again, which is why they invited agencies to join their training seminar."We want to help first responders have a better understanding of what it is to interact with people with intellectual and developmental disabilities," Arc of San Diego CEO and President Anthony Desalis said.San Diego was chosen as one of four cities nationwide to run this three-pilot program. The others are Monmouth County, New Jersey, Loudoun County, Virginia, and Columbia, South Carolina. The program includes this one-day seminar where each department will create its own Disability Response Team. Finally, the departments will hire disabled individuals as intern cadets through the "Growth Through Opportunity" program. "That gives the officers at those stations a chance to interact with someone who has a disability," SDPD Sgt. Jonathan Lowe said. While his primary assignment is recruiting, he is also the Chief's Liaison for the Disabled Community. So how do you deal with a situation like Nehad's? Experts say step one is to be patient. "Don't automatically assume they are somebody who is drunk or somebody who is on drugs," Desalis said. "It may just be that it takes a moment to process what you're saying to them."Giving that person that extra moment could be the difference between life and death."No situation is ever going to be perfect in the field," Sgt. Lowe said. "But at least we can do our best to be proactive about training our officers the right way." 2871

SAN DIEGO (KGTV) — A San Carlos couple says they were amazed after reaching out to neighbors about gifting some holiday cheer to those in need.Twas the time before Christmas, and the Kvendru home in San Carlos bears similarities to Santa’s workshop."Not a lot of space on the counters. It's like a hoarder home," laughed Renae Kvendru.For Renae Kvendru and her husband David, the journey to this moment began eight holidays ago, when they handed out some 12 Ziploc bags filled with supplies to the homeless. Since then, their efforts have grown slowly every year.This year, they decided to appeal to their neighbors on the Nextdoor app for supplies."The response was overwhelming and extremely heartwarming. I was expecting 20 jackets, and I got hundreds," said Kvendru.Their converted garage is filled with boxes of donations, including other clothing items, gloves, shoes and umbrellas. The couple also plans to hand out COVID-prevention kits."We made COVID bags ... a couple of masks, hand sanitizer, and wipes," said Kvendru.In all, the couple has put together some 300 gift bags and stockings filled with snacks and toiletries, including some special bags for kids that come with a stuffed animal.Renae gets emotional when talking about a gift she received as a child."I grew up poor, though I was never on the streets and always had food. One year, I think it was Toys for Tots ... some big truck came by our house and gave me a big teddy bear. There are pictures of me hugging that teddy bear. Just remembered how happy that teddy bear used to make me as a kid. If you can give someone that moment, that’s pretty awesome," said Kvendru.Starting this weekend, the couple will drive through areas with homeless populations and start passing out their holiday gifts."If you can help make one person’s day a little brighter, you’ve done good ... SAN DIEGO (KGTV) - A plan to add bike lanes along 30th Street in North Park got a boost of support Tuesday from a group of 18 businesses.“We see protected lanes on 30th Street as just the beginning of the transformation of our streets to truly support biking, walking, and transit as meaningful transportation choices,” read the letter, which was sent to Mayor Kevin Faulconer and City Councilmember Chris Ward.It was signed by the owners of 18 local businesses located near 30th Street, including Modern Times Beer, Union Cowork, Waypoint Public and Bottlecraft.On Twitter, Modern Times Beer posted the letter, adding “Our world-class businesses deserve world-class streets. We urge the city to stand firm in its commitments to climate, safety, clean air, & thriving business corridors, & stick with Option A.” Here's an important thing we care a lot about: building more bike lanes. SAN DIEGO (KGTV) — A man was stabbed to death outside a Pacific Beach 7-Eleven store late Friday after an argument with another man.The man was stabbed moments after he walked out of the convenience store at about 1 a.m. Saturday, according to San Diego Police. The victim, a 40- to 50-year-old man, got into an argument with another man outside the store before he was stabbed in the upper torso.The suspect, a black male in his 20s or 30s and dressed in a black shirt and dark jeans, fled the scene with a skateboard, police say.San Diego Fire-Rescue paramedics performed life-saving measures upon arrival but the victim was pronounced dead at a nearby hospital. They have not been identified.A portion of Mission Blvd. at Grand Ave. was closed until about 6:30 a.m. to investigate. Police have been in contact with local businesses to gather evidence and possibly surveillance video that may have captured the incident. SAN DIEGO (KGTV) - A Point Loma family is trying to raise awareness of what they call a “dangerous” intersection, after cars have slammed into their house.The home the Cohen family began renting this year sits at the intersection of Nimitz Blvd. and Evergreen St., and has been hit twice since they moved in.According to San Diego Police, officers have responded to collisions at that intersection at least twelve times in the last five years.“I went to go wake up my mom and told her that we should probably get out of here because there's a car going into our kitchen,” said 12-year-old Max Cohen, speaking about a crash that happened the week the family moved in back in January. “You look out the window and see cars speeding down the road and not stopping at all on this turn.”Before they started renting, the Cohen’s weren’t notified that the home had a certain reputation for being hit. 10News reached out to the homeowner, who says that information was also not disclosed to him before he purchased the house this year. The City of San Diego tells 10News it is aware of the history of the intersection. Over the years, many cars have slammed into the house on Nimitz Blvd, sometimes resulting in serious injuries to the occupants in the home.A City spokesperson said upgrades to improve safety have been made, based on studies and evaluations by the City’s traffic engineering division.The following statement from the City of San Diego outlines the safety upgrades:“In the recent history, the City has evaluated the area and updated the intersection to include guardrails, a flashing beacon with a “curve” warning sign and a dedicated bike lane. The approaching lanes have been reduced from to one lane from two lanes and the signal at the approaching intersection has been modified to remain red between midnight and 4 a.m. to direct vehicles to stop before the intersection –- In other words the light remains red during the hours of 12 a.m. to 4 a.m. until a vehicle is detected.”But, the Cohen family said these changes are clearly not working.“It might not hit the house as much as it could, but it still does, which it shouldn’t at all,” said McKensey Cohen, whose bedroom was hit by a car in October. “Since then we've just been on edge about everything. We can hear the street for miles.”The family said they have contacted the City’s code enforcement department to come check the stability of the home, specifically McKensey’s bedroom, but they have not received a visit.The family hoped to move out the day of the last crash, but they had to postpone the move.
