The U.S. communications regulator on Tuesday proposed a 5 million fine, its largest ever, against two health insurance telemarketers for spamming people with 1 billion robocalls using fake phone numbers.The Federal Communications Commission said John Spiller and Jakob Mears made the calls through two businesses. State attorneys general of Arkansas, Indiana, Michigan, Missouri, North Carolina, Ohio and Texas also sued the two men and their companies, Rising Eagle and JSquared Telecom, in federal court in Texas, where both men live, for violating the federal law governing telemarketing, the Telephone Consumer Protection Act.The FCC said the robocalls offered plans from major insurers like Aetna and UnitedHealth with an automated message. If consumers pressed a button for more information, however, they were transferred to a call center that sold plans not connected to those companies. The FCC said the Missouri attorney general sued Rising Eagle’s largest client, Health Advisors of America, for telemarketing violations last year.Over more than four months in early 2019, the FCC said, these telemarketers faked the number their calls displayed in caller ID with intent to deceive consumers; purposefully called people who are on the Do Not Call list; and called people’s mobile phones without getting permission first.Consumers weren’t the only ones bothered. The telemarketers faked their calls to make them appear they came from other companies, which then received angry calls and were named in lawsuits from consumers. The FCC didn’t name these companies, but said one got so many calls that its phone network “became unusable.”The fine is not a final decision. Spiller and Mears will have a chance to respond.As robocalls became a pressing issue for consumers, both as an annoyance and as a vehicle for fraud, the FCC has pushed carriers to do more to stop them. A new law beefs up enforcement and mandates that the phone industry not charge for call-blocking tools and put in place a system designed to weed out “spoofed” calls made using fake numbers.Reached by phone at the number listed for JSquared, Spiller declined to comment. He declined to provide contact information for Mears and said neither would speak before talking to an attorney. 2275

But according to a new study, at least 130,000 of those deaths could have been avoided.According to a study by the National Center for Disaster Preparedness at Columbia University, the U.S. could have avoided between 130,000 and 210,000 COVID-19 deaths had the country adopted mitigation policies similar to those used by other "high-income nations."It's clear that the U.S. has disproportionately felt the affects of the pandemic — though it has just 4% of the world's population, it accounts for 20% of COVID-19 cases worldwide. The U.S. death toll stands in stark contrast to countries with similar resources, like South Korea, Japan, Australia, Germany, Canada, and France.To calculate the U.S.'s "avoidable deaths," the study applied the death rates of those countries to the U.S.'s population. Researchers then subtracted that figure from the U.S.'s current death count.By that calculation, researchers concluded that 130,000 lives could have been saved had the U.S. adopted policies similar to that of Canada's, and that as many as 215,000 lives could have been saved had the country adopted policies similar to South Korea.In explaining why U.S. deaths are disproportionately high, the Columbia researchers cited four key mistakes:Insufficient testing capacity: Researchers cited issues the U.S. had early on in the pandemic in developing and acquiring tests, while countries like South Korea were prepared almost immediately to test for the virus on a widespread scale.Delayed response: A previous Columbia University study determined that instituting national social distancing measures just one or two weeks earlier would have saved 36,000 of lives.Lack of a national mask mandate: Top health officials recommended against masks early on in the pandemic, fearing that doing so would lead to a shortage. Even today, masks have become politicized in some circles despite evidence showing that wearing one reduces the spread of droplets that can carry the virus.Failure from federal leadership: The Columbia study cited the Trump administration's "hostility to much of the critical guidance and recommendations put forth by its own health agencies," specifically citing the president's attempts to "downplay" the virus.Read more about the Columbia University study here. 2430

  

The U.S. women’s national team wants the U.S. Soccer Federation to repeal the anthem policy it instituted after Megan Rapinoe started kneeling during the “The Star-Spangled Banner.”The U.S. women’s team also wants the federation to state publicly that the policy was wrong and issue an apology to the team’s black players and supporters.“Further, we believe the Federation should lay out its plans on how it will now support the message and movement that it tried to silence four years ago,” the U.S. women’s team said in a statement posted on the Twitter feed of its players association Monday night.Rapinoe took a knee during the anthem at a pair of national team matches in 2016. She said she wanted to express solidarity with San Francisco 49ers quarterback Colin Kaepernick, who silently took a knee during the national anthem before NFL games to raise awareness of police brutality and racial injustice.The U.S. Soccer Federation then approved a policy in February 2017 that stated players “shall stand respectfully” during national anthems. The policy remains in place, though the unions for the men’s and women’s teams believe it doesn’t apply to their players because of their collective bargaining agreements.Kaepernick and Rapinoe each faced sharp criticism for the protest for years. But public sentiment has changed since George Floyd’s death last month.Floyd, a black man, died after a white Minneapolis police officer pressed his knee into Floyd’s neck while Floyd was handcuffed and saying that he couldn’t breathe.
