SAN DIEGO (KGTV) - San Diego Police identified Monday the man shot and killed in the Shelltown neighborhood. Ricardo Moran, 49, was identified as one of two men who was shot on S. 42nd Street Saturday at 1:35 a.m. Officers received multiple 911 calls about gunshots. When they reached the scene, they found Moran and an unidentified 56-year-old man suffering from injuries. Witnesses heard a vehicle speeding away following the gunshots but were not able to provide a description. Moran died at the hospital. The second victim is expected to survive, police said. SAN DIEGO (KGTV) -- San Diego Harbor Police have cited a charter company for violating the county's health order. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. It is unclear if those boarding were all members of one family. 10News reached out to the company and a spokesperson sent us a picture of the county health order saying "We are stating we are part of section 14E, not C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. SAN DIEGO (KGTV) — San Diego Humane Society has placed 140 rats up for adoption after they were given up by a woman in Del Mar this week.The rats have undergone veterinary exams and tests and are "happy and ready" for adoption, the Humane Society says. Because rats are social animals, the society is only adopting them out in same-gender pairs unless the owner already has a rat.The rodents were given to SDHS after a woman's pet rats multiplied out of control while she was living out of her vehicle in Del Mar. The population eventually grew to more than 300 pet rats. The rats chewed through the vehicle's wiring, rendering it inoperable.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsNeighbors have since rallied around the woman, helping her tow her old vehicle, get a new car, and turn over the rats to SDHS. Many of the rats were pregnant females and are currently in foster care through the Humane Society. The 140 rats available now are males and non-pregnant females, according to SDHS."Although rats are not as common as other small rodents, they make great pets," SDHS said. "They are very social, smart and love to interact with humans ... SAN DIEGO (KGTV) - San Diego city leaders met Monday to look for new ways to tackle homelessness. Several departments and organizations gave presentations to a committee, lead by Councilmember Chris Ward.The Select Committee on Homelessness met to discuss how to create new employment opportunities for homeless and how to get them into the existing rapid-rehousing programs. They also discussed a new program that would house all homeless services in one location.The San Diego Police Department provided an overview of their new Neighborhood Policing division. They say they are working to provide outreach, mental health services, and enforcement when needed.San Diego residents spoke during the public comment portion of the meeting, thanking the committee for their work but asking them to do more.Several other agencies also had presentations, providing updates on the temporary bridge shelters and the homeless storage facilities.The Select Committee on Homelessness meets one to two times a month. 1013
