SAN DIEGO (KGTV) - The City of San Diego is planning on expand its designated scooter parking zones to Ocean Beach. The Mayor’s staff recently sent a list and map of 106 prospective locations to the Ocean Beach planning board. The scooter corrals are similar to the on-street parking the city has already installed downtown. The ‘Micro Mobility Parking Corrals’ - as the city calls them - are installed at red curb spaces that do not block traffic, fire hydrants or impede visibility. The Mayor’s office says it is working with community groups to find suitable locations in OB and they plan to have feedback by June 10th. 630

SAN DIEGO (KGTV) -- The Hillcrest Business Association is making some changes to the Pride kickoff party this year they hope will make the event more inclusive. According to Benjamin Nicholls, the association’s Executive Director, entry to the event won’t be limited to those 21 and up this year. “We just felt it was a little odd to say ‘oh under 21 you can’t come,’ so we took down the fences and made it all ages,” Benjamin said. On top of taking down the fence that normally surrounds the event, entry will also be donation based. “What we want to do is we want to take down the barriers to entry and that means physically taking down the fences and also charging nothing for folks to get in,” Nicholls added. Nicholls says he hopes the changes will get more people involved. Pride this year will be held on July 12, 13 and 14. 840

SAN DIEGO (KGTV) — The County of San Diego is preparing to step up enforcement efforts on businesses flouting public health orders, taking the reins from local agencies like the San Diego Police Department that have virtually stopped issuing tickets to violators.Despite thousands of complaints about violations to the county's 211 hotline, data from the San Diego Police Department shows the agency has issued 168 citations for health order violations since the pandemic shutdowns began. Ninety-one percent of those citations came in April.Since then, citations decreased to 12 in May, 3 in June, and zero in July. Violating the public health order is a misdemeanor punishable by up to a ,000 fine or six months in jail.“As these health orders continue to change it makes it really difficult for law enforcement,” said SDPD Lt. Shawn Takeuchi.Since April, 211 received 9,382 complaints about public health order violations. During that span the county’s two largest law enforcement agencies, the Sheriff’s Department and SDPD, issued 312 citations combined.Lt. Takeuchi said you have to look back at the public health orders over time: in March, beaches and parks were closed and non-essential businesses were shut down. By April, it was easy to spot violators and expect they knew the rules.“It was a real black and white area,” he said.But then in late May, restrictions eased up, businesses started reopening, and Takeuchi said the regulations were less obvious. The mask ordinance, for example, only applies when an individual is within six feet of a non-household member. Determining whether groups of people walking the street are members of a household is highly impractical, he said.“When the county rules started to morph, we needed to understand them and we needed to make sure people understood them. So we always undertook an effort to educate first,” he said.Since then, the public health orders have been modified several times -- at least three times in July alone -- and Lt. Takeuchi said the department has had to embark on a new education campaign each time.“You've seen the San Diego Police Department really back off on enforcement because we think that the County Health Officer is really in a better position to ensure compliance of what they've deemed the egregious or the bad actors,” he said.This week, the county announced it would take on a more central role with enforcement, bringing on staff to more rapidly investigate cases like the one at The Gym in Pacific Beach, and opening a new compliance hotline.The new hotline and email system will replace the existing 211, so tipsters can speak directly with a county employee. 2664

SAN DIEGO (KGTV) -- The man who was convicted of driving drunk when he hit a Lyft car, killing the driver, was sentenced in court Thursday.Steven Quintero was sentenced to 16 years in prison following an emotional day in court in which three young women in the car at the time of the crash and the victim’s sister all gave statements. “The worst part of my story is that I remember every detail of the crash," said Kelly Hoffman with a shaky voice. "I am haunted by the memory of the violent, powerful impact and the sound of the bending metal and shattering glass," she added.A jury convicted Quintero of DUI causing injury, hit-and-run and driving on a suspended license in the crash that killed Henry Reyes along State Route 94 just east of downtown San Diego.RELATED: Driver who hit and killed Lyft driver in 2016 faces retrialThe crash happened on October 1, 2016. Reyes pulled over on the side of the road when one of the passengers inside the Lyft, Sarah Smith, got sick.When Reyes pulled over, he got out to help Smith out of the car and get her water. While walking around the front of the car to get back in, the Lyft was struck from behind, killing Reyes.Smith, Hoffman and Jessica Techel all suffered major injuries in the crash. “When I see photos of the car I am reminded that I’m lucky to be alive, have all my limbs and my mental capacity," Techel told the court.Reyes' sister brought photos of her brother to court. In one of them, he was with his 2-year-old son. Evette Rous testified how important her brother was to her and her family.  He gave her away at her wedding, and was always around with a sarcastic comment for his sister. She said her life is forever changed. “When Steven Quintero made the decision to drink and drive, he not only killed my brother, he killed a part of each of us who lived Henry. He killed dreams, and memories yet to be made," she said.Rous said her mother didn't come to court because she felt there was no justice for Henry Reyes.  The victims all testified they were disappointed when two different juries failed to convict Quintero of murder.  In exchange for not trying Quintero a third time, he agreed to go to prison for 16 years, without the possibility of probation.  Quintero also agreed not to appeal his case.Quintero did not address or even look at his victims as they spoke.  His attorney told them he apologizes for his actions and is filled with remourse.Rous called the apology an insult.The 2016 crash wasn’t the first time Quintero was found to be driving under the influence. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023.
