Scott Peters, D-San Diego, Friday called on the federal government to determine and commit to an interim and long-term plan for nuclear waste storage.Peters challenged the rest of the federal government to find a storage solution during a meeting of the House of Representatives Energy and Commerce Committee's Environment and Climate Change Subcommittee.The subcommittee, on which Peters sits, held a hearing on three bills that would establish a process to send spent nuclear fuel rods from decommissioned plants to designated storage areas around the country. To do so, Peters said the government should invoke the Constitution's supremacy clause, which requires states to follow federal law if they have conflicting statutes.``There's not a lot of enthusiasm among the states to accept any defined or undefined amount of nuclear waste. There just isn't,'' Peters said.``To me ... the magic of federalism is the supremacy clause and the ability of the federal government to ... (say) in this geology, per this engineering, (and) through this licensing process that this risk is lower.''Two of the bills the subcommittee considered -- the Spent Fuel Prioritization Act and the Storage and Transportation of Residual and Excess Nuclear Fuel Act -- would directly affect San Diego County by relocating spent nuclear fuel from the defunct San Onofre Nuclear Generating Station to designated storage sites like Yucca Mountain in the Nevada desert.The plant shut down in 2012, but nearly four million pounds of spent fuel cells remain buried under the plant in a temporary storage facility about 100 feet from the Pacific Ocean. The plant sits approximately 60 miles or less from both San Diego and Los Angeles and the storage facility continues to be susceptible to a major earthquake or significant sea level rise.The bills remain in limbo due to pushback from legislators who represent the districts in which spent fuel rods would be stored.However, Peters' office hopes the bills could get a vote out of the committee by the end of the year. 2073

SAN DIEGO (CNS) - San Diego County Supervisor Nathan Fletcher joined local Black leaders Friday to announce a three-pronged "Racial Justice and Law Enforcement Realignment Policy Package" which the Board of Supervisors will consider Tuesday.The three policies in the package involve strengthening the Citizen's Law Enforcement Review Board's authority and independence, opening an Office of Equity and Racial Justice for San Diego County and launching Mobile Crisis Response Teams that uses clinicians instead of law enforcement for mental health and homeless services.Paving Great Futures, ACLU of San Diego and Imperial Counties, Urban League of San Diego County, the Racial Justice Coalition of San Diego, BAPAC, SD for Justice Coalition, Pillars of the Community, the Black Chamber and Voice of Youth all offered input on the package, which seeks to "create more transparency and start to change the systemic and structural racism that has caused pain and harm to generations of Black people," according to a statement from Fletcher's office."The organizations and activists we worked with have been fighting to save Black lives, and advocating for these changes for a long time. Now is the time for real change," Fletcher said. SAN DIEGO (CNS) - San Diego International Airport broke its passenger traffic record for the fifth consecutive year, serving roughly 24 million passengers in 2018, the Airport Authority announced Friday.The total -- up nearly 10 percent over last year -- included one million international passengers, a 19 percent jump from 2017, according to the Airport Authority, which credited several airlines' expanded service and airport-wide traffic increases for the new record.``This is a tremendous time of growth for not only SAN but the entire San Diego region,'' said Kim Becker, the airport's president and CEO. ``With more people choosing San Diego as their destination of choice, we are looking ahead at projects to accommodate this trend and provide the world-class airport experience our customers and community deserve.''Airlines servicing the airport added 16 new routes throughout the year and 15 of the airport's 17 airlines saw overall traffic increases.According to the Airport Authority, Southwest Airlines added 794,401 passengers from 2017 to 2018, the most of any airline flying out of San Diego. SAN DIEGO (CNS) - The parent company of niche dating sites, including Christian Mingle, agreed to pay 0,000 in penalties and nearly million in refunds to customers whose subscriptions were automatically renewed to settle a consumer protection action, San Diego County District Attorney Summer Stephan announced Monday.The judgment filed in Santa Monica Superior Court will be shared equally among a task force of California prosecutors that also included district attorneys from Los Angeles, Santa Clara and Santa Cruz counties, as well as the city attorney of Santa Monica.The dating sites for Spark Networks USA, LLC, were automatically renewing customer payments without their express prior consent as required by federal and state law, among other alleged violations of law, according to the task force."Consumers always have the right to know where their money is going and companies must comply with California's laws in order to ensure that consumers understand certain transactions will renew automatically," Stephan said. "This joint effort is a great example of how our Consumer Protection Unit works to protect people from unfair business practices in the marketplace and ensure that California's consumer protection laws are followed."The judgment requires Jdate, Christian Mingle, and all of Spark's other dating sites to have full transparency with consumers about automatically renewing memberships.The company now must:-- clearly and conspicuously disclose the renewal terms;-- get consumers' consent, through a separate check box (or similar mechanism) that does not include other terms and conditions;-- send a clear summary of the renewal terms after consumers pay; and-- allow consumers to cancel easily.Spark Networks cooperated with the task force to reach the resolution.According to prosecutors, online "subscriptions" and other automatically recurring charges have proliferated in the United States in recent years. Some renewals come after "free trials," where consumers need to cancel in time to avoid the charges.Federal and state law requires businesses to make auto-renewals clear to consumers, and to get their "express, affirmative consent" before collecting any money.
