The so-called cone of uncertainty for Tropical Storm Jose now includes North Carolina's Outer Banks, Maryland and Delaware, after the National Hurricane Center on Thursday shifted its potential path west.The cone shows the probable track of the center of a storm over a five-day period.With maximum sustained winds of 70 mph, Jose is a tropical storm after being a hurricane through the week. The storm is expected to strengthen and become a hurricane again by this weekend, the center said. The vast majority of computer models still keep the storm out to sea, but a few show it making a potential landfall along the East Coast, CNN meteorologist Brandon Miller said."Jose could produce other direct impacts next week along portions of the east coast of the United States from North Carolina northward to New England, but it is too soon to determine what those impacts might be or where they could occur," the hurricane center said.Track the storm hereThe inclusion of the Outer Banks in Thursday's advisories marked the first time the United States mainland has been in the forecast cone tracking Jose.As of 11 pm on Thursday, Jose was in the southwest Atlantic Ocean, about 375 miles northeast of the southeastern Bahamas, and was moving west-northwest at 8 mph.No matter its path, Tropical Storm Jose is expected to bring rough surf and rip current conditions in the next few days. The swells generated by Jose are affecting Bermuda, the Bahamas, the northern coasts of Hispaniola and Puerto Rico and the US Southeast coast. Those effects will spread north along the mid-Atlantic coast in the next few days.Jose is the sixth named hurricane of the Atlantic basin season, which lasts through November. The peak of hurricane season is generally from mid-August to mid-October. Two major hurricanes, Harvey and Irma, have hit the United States, with Irma also demolishing islands in the Caribbean. 2089

  

The Trump administration alleged Friday that Iranian government-linked hackers broke into the accounts of roughly 8,000 professors at hundreds of US and foreign universities, as well as private companies and government entities, to steal massive amounts of data and intellectual property.The indictment unveiled by the Department of Justice on Friday directly links the individuals charged with the hacks to the Iranian government, saying the perpetrators were working for Iran's Islamic Revolutionary Guard Corps and other government clients.Along with the charges, the Treasury Department designated the nine Iranians and the company they worked for, the Mabna Institute, for sanctions.The move from the Justice Department and Treasury follows other US efforts to indict foreign government-linked cyberattackers, including special counsel Robert Mueller's indictment of Russian operatives for meddling in the 2016 US election, and the Obama administration's indictment of Chinese military members for the government-sponsored hacking of US companies.It also comes at a time of tension with Iran, long an adversary of the US. As President Donald Trump reshuffles his national security and diplomacy team, including firing Secretary of State Rex Tillerson and national security adviser H.R. McMaster, experts speculate Trump may be laying the groundwork to pull out of the Iran nuclear deal that the Obama administration negotiated, though Iran's cyber efforts were not part of that deal.According to the charges, which include conspiracy to commit computer intrusions, wire fraud, unauthorized access of a computer and aggravated identity theft and could carry a maximum sentence of upwards of four decades in prison, the nine alleged hackers carried out a sophisticated worldwide campaign since at least 2013 to pull off their cyberheist of more than 30 terabytes of academic data and other sensitive information.The indictment alleges the Mabna Institute targeted more than 100,000 professors worldwide and succeeded in compromising 8,000 of them, spread across 144 US-based universities and 176 foreign universities. In their crosshairs were various types of intellectual property, including academic journals, dissertations and electronic books.To break into the accounts, the sophisticated campaign started by studying each target in a reconnaissance phase, then using that information to send specialized emails to the targets that appeared to come from other university professors expressing interest in a recently published work, with links to other research that were actually links to malicious websites that would mimic the professor's login page and steal his or her login information and use it to access their accounts.The hackers also allegedly broke into the accounts of employees of US government and non-governmental entities, including the Department of Labor, the Federal Energy Regulatory Commission, the states of Hawaii and Indiana, Indiana's Department of Education, the United Nations, and the United Nations Children's Fund. Once inside, the hackers allegedly stole the entire email inbox.Other victims included employees of 36 US-based companies and 11 companies outside the US in a wide range of industries, including academic publishers, media and entertainment entities, a law firm, tech companies, and consulting and marketing firms.The tactic for the private-sector and governmental hacks was much less sophisticated, according to the indictment. The hackers allegedly used "password spraying": They collected email addresses they could find on the internet and then simply tried common passwords on those accounts, stealing email inboxes if they managed to get in.It is unlikely that any of the individuals named in the indictment will ever see the inside of a US jail or courtroom. It is also unlikely that foreign governments without extradition treaties with the US would give up their citizens to stand trial, and once the indictment is unsealed, the individuals named in it are unlikely to travel to countries that could extradite them to the US.Still, federal prosecutors hope that by exposing the hacking operations, they can deter the behavior and make clear their ability to trace it back to its source.  4260

  

The Southeastern Conference is considering barring league championship events in Mississippi unless the state changes its Confederate-based flag.“It is past time for change to be made to the flag of the State of Mississippi,” Commissioner Greg Sankey said in a statement Thursday. “Our students deserve an opportunity to learn and compete in environments that are inclusive and welcoming to all. In the event there is no change, there will be consideration of precluding Southeastern Conference championship events from being conducted in the State of Mississippi until the flag is changed.”The NCAA has already said it would not schedule postseason events in Mississippi because of the state flag.National protests about racial injustice have renewed debate about Confederate symbols. Mississippi has the last state flag that includes the battle emblem: a red field topped by a blue X with 13 white stars. White supremacists put the symbol on the flag in 1894 during the backlash to black political power that developed during Reconstruction.During a Black Lives Matter protest June 5 outside the Mississippi Governor’s Mansion in downtown Jackson, thousands of people cheered as an 18-year-old organizer, Maisie Brown, called for the removal of all Confederate symbols in the state, including from the flag.Bipartisan coalitions of state lawmakers have been trying to build momentum to change the flag, but Republican Gov. Tate Reeves has said repeatedly that if the banner is to be redesigned, it should be done by the state’s voters.People who voted in a 2001 election chose to keep the flag rather that replace it with a design that did not include the Confederate emblem.All of Mississippi’s public universities and several cities and counties have stopped flying the state flag in recent years because of the emblem. The state has two SEC schools — the University of Mississippi and Mississippi State University.Leaders at both universities said Thursday that the state should change the flag.“Mississippi needs a flag that represents the qualities about our state that unite us, not those that still divide us,” Ole Miss Chancellor Glenn Boyce and athletic director Keith Carter said in a joint statement. “We support the SEC’s position for changing the Mississippi state flag to an image that is more welcoming and inclusive for all people.”Mississippi State President Mark E. Keenum said in a statement that he respects Sankey’s position. Keenum said he wrote to state elected officials June 12 telling them that the university’s students, faculty and administrators have been on record in favor of changing the flag since 2015.“The letter said, in part, that our flag should be unifying, not a symbol that divides us,” Keenum said. “I emphasized that it is time for a renewed, respectful debate on this issue.” 2829
