SAN DIEGO (KGTV) — SeaWorld guests are getting their first look at a sea otter pup recently rescued in Alaska and taken in by San Diego staff for care.Cinder, an orphaned sea otter brought to SeaWorld earlier this month from Alaska, has nearly doubled in weight and has been hitting all the developmental milestones for her age, the theme park said. Veterinarians have been caring for the pup around the clock, the park says, and she has been adjusting well to her new home.RELATED: Orphaned sea otter pup brought from Alaska to SeaWorld's careCinder is viewable just in time for Sea Otter Awareness Week. SeaWorld keepers will be hosting presentations about otters and ways to public can help in their care in the wild through Saturday.The young pup arrived at the Alaska SeaLife Center underweight and dehydrated, before being transferred to San Diego. Cinder's now weighs a little more than 10 pounds, feeding on a special sea otter milk formula every three hours.Guests can view Cinder periodically throughout the day at the Otter Outlook nursery.The U.S. Fish and Wildlife Service has deemed Cinder non-releasable, so SeaWorld's Animal Rescue Team and veterinarians have provided constant care. She is expected to be introduced to the park's other resident female sea otters — Mocha, Coco, Clover and Pumpkin, who range in age from five to nine years old — who were also orphaned. 1393

SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. The mayor's office said it would give updates every two months starting in April. The city hopes to launch the new service in 2021. SAN DIEGO (KGTV) - Schools in San Diego County are readying emergency plans in case the coronavirus prompts schools closures like the ones in Washington state.At least a dozen schools in the greater Seattle area were closed Monday after health officials confirmed at least six deaths linked to the virus in that state.The San Diego Unified School District said in addition to cleaning efforts by its custodial staff, it was lining up outside contractors who could “provide large-scale deep-cleaning of classrooms or entire schools should it become necessary.”The County Office of Education said it planned to distribute a template pandemic response plan to all 42 districts soon with guidance on everything from prevention to post-outbreak recovery.“We’re lucky we don’t have any cases of community spread in San Diego County, so we have some time,” said COE spokeswoman Music Watson. “We’re using that time to think through, if we need to close schools, what about e-learning? What about community kitchens?”The Office of Education is encouraging districts to consider a range of “distance learning” options, in the event of longer-term school closures. Those options include issuing photocopies of lesson plans, posting recorded lessons online, and conducting teacher “check-ins” and tutorials by phone or web conferencing.Several districts have sent letters home to parents in recent days encouraging discussions about hygiene and handwashing, including Sweetwater Union High School District and Chula Vista Elementary School District.“We get that people are a little scared and we want to make sure we do as much as we can,” said CVESD spokesman Anthony Millican.Millican said local district have experience responding to viral outbreaks. SAN DIEGO (KGTV) — Several Californians are suing a state senator for blocking them on his Twitter page, a lawsuit which could impact how all members of the public are allowed to interact with their elected officials.The lawsuit alleges that Dr. Richard Pan (D-Sacramento) violated the rights of several people when he blocked them. Pan is the senator who wrote the 2015 California law that requires children to get vaccinated before going to school.Those who are suing Pan are advocates against vaccination. Pan and other lawmakers argue that people should not be allowed to post or comment what he considers to be false and misleading claims about the safety of vaccination on his page, which he says helps spread dangerous information.RELATED: DOJ to appeal ruling that Trump cannot block social media usersBut others argue that the social media pages of elected officials are public forums, therefore open to everyone with speech protected by the first amendment. Specifically, they accuse Pan of viewpoint discrimination.Earlier this year, a judge ruled in a case against President Donald Trump, who blocked several political opponents and was sued on similar grounds.But such a precedent could go beyond protecting the ability to post a point of view. San Diego Assemblymember Lorena Gonzalez-Fletcher put out several tweets on the issue Monday, suggesting that she should have the right to block people who post abusive, threatening and harassing messages.  1482
