BEIJING, May 21 (Xinhua) -- China may see increased planting acre of early rice this year, though drought has not been relieved in some areas, said a statement on the website of the Ministry of Agriculture on Saturday.China is expected to plant 88.5 million Mu (5.87 million hectares) of early rice this year, about 1.6 million Mu more than the previous year, thanks to soaring rice prices and policy incentives, the statement said.However, drought continues in Hubei Province, Poyang Lake areas in Jiangxi Province, Dongting Lake areas in Hunan Province and Leizhou Peninsular in Guangdong Province, the statement said.The drought has affected about 3 million Mu of paddies in Hubei in the middle reaches of the Yangtze River, the statement said.The statement urged local agricultural departments to help facilitate paddy management, as strong rains were forecast for southern China from Friday to next Tuesday.The middle and lower reaches of the Yangtze River received about 40 to 60 percent less rain this year than in previous years -- this year being the least amount of rain in the past 50 years, said the State Flood Control and Drought Relief Headquarters.

BEIJING, Jan. 26 (Xinhua) -- China's civil affairs ministers visited survivors of last year's 7.1-magnitude Yushu earthquake and Zhouqu mudslide prior to China's lunar new year.Dou Yupei, vice minister of Civil Affairs, led a team to Yushu in northwest China's Qinghai Province to visit quake survivors and local cadres beginning on Sunday.Dou told Xinhua that quake survivors in Yushu now had access to food, clothing, safe drinking water, shelters and medical services, and the reconstruction of quake-damaged houses was well underway.Further, the ministry has distributed 45,000 cotton-padded tents to Yushu to house survivors during the extremely cold winter on the Qinghai-Tibet plateau.So far, 160,000 tents have been set up to assure that all survivors have a roof overhead, according to the ministry's statement issued Wednesday.Yushu was jolted by a 7.1-magnitude earthquake on April 14, leaving 2,200 people dead and 220,000 local residents affected.Another vice minister, Sun Shaocheng, visited survivors from a massive mudslide that left 1,700 people dead or missing in Zhouqu, Gansu province.To provide warm shelters to survivors, the Zhouqu county government invested three million yuan (455,000 U.S. Dollars) in renovating vacant school buildings or installing facilities in newly-built apartments.All survivors who previously had taken shelter in make-shift tents were relocated to these buildings before Oct. 13, according to the ministry's statement.

SAN FRANCISCO, April 28 (Xinhua) -- Cisco Systems Inc., world's largest maker of computer-networking equipment, on Thursday brought up an early retirement offer to its employees in the United States and Canada, in a move to cut costs and restructure the company.The voluntary plan applies to employees who are at least 50 years old and have a combined age and years of service at Cisco for at least 60 as of July 8, the company said in a memo sent to employees."Cisco employs a variety of different methods to control costs and align investment dollars, and offering this voluntary early retirement program to those eligible employees in the U.S. and Canada is part of our ongoing commitment to responsible business management," the company said in a statement.Cisco gave no details on the costs it would save and the number of employees eligible for the plan.Earlier this month, Cisco CEO John Chambers warned that "tough decisions" would be made to preserve profitability as government budget pressure has been costing the company orders and slowing its sales growth.On April 12, Cisco announced to shut down its Flip Video camcorder business to restructure its business and support its key priorities.

BEIJING, Feb. 18 (Xinhua) -- China needs to reform funding methods for scientific and technological research in order to boost the nation's innovation capabilities, said officials and researchers attending a conference in Beijing Friday.The management of the government-funded research projects should also be reformed, State Councilor Liu Yandong said at the national conference on science and technology work.Liu stressed that reform, innovation and cooperation should be the keys for China's science and technology work over the next five years, when the government would increase funding for research in new strategic industries, such as new energy, biomedicine and high-end manufacturing.Last year, central and local government spending on science and technology development totaled 380 billion yuan (57.8 billion U.S. dollars), Science and Technology Minister Wan Gang said at the conference.Over the past five years, central government spending on science and technology development had grown by around 20 percent annually.However, some researchers have complained problems in the funding system actually hinder innovation and progress.Inflexibility in the management of government funds allowed researchers little freedom to adapt projects to developments in their fields, said Li Zhenzhen, a researcher at the Institute of Policy and Management under the Chinese Academy of Sciences (CAS).Chen Jie, a research fellow of the CAS' Institute of Microelectronics, said some authorities which oversee the spending of research funds had been rather rigid."In some cases, they are more interested in spending most of the funds on new equipment than scientists," Chen said in an earlier interview with Xinhua. TAIPEI, Jan. 23 (Xinhua) -- Five crewmen, including four Chinese mainlanders, had been rescued after their fishing boat from Taiwan's Keelung capsized Friday night off southern Taiwan's Kenting, local sources said Sunday.The other two crewmen, including the Taiwanese captain and one mainland fisherman, were still missing. The rescue efforts were still under way.The fishing boat was ravaged by strong winds and huge waves Friday night.
