SAN DIEGO (KGTV) - When the Chargers bolted north to the Los Angeles area, not only did they vacate what’s now known as SDCCU stadium, they also emptied out of their facility off Murphy Canyon Road.Formerly known as Chargers Park, the facility belongs to the City of San Diego. Team 10 discovered even though the site is vacant, the utility and maintenance bills continue to pile up.According to data analyzed by Team 10, the electric bill for August 2018 was ,949.78. The most recent water and wastewater bill from the end of June to the end of July 2018 shows a balance of more than ,000 and a year's worth of landscaping, maintenance, and fire safety repairs ran ,067.12.A city spokesperson said any vacant building still has operating and utility costs.“This is not a way to maximize taxpayer dollars,” said San Diego Councilmember David Alvarez, who saw the bills Team 10 received through a public information request.In 2017, Alvarez and Councilmember Lorie Zapf backed a plan that would have transformed the facility into a temporary homeless shelter. It didn’t happen.“We have a poor record and a history of not being able to use our real estate assets in a good way,” Alvarez said.Team 10 started looking into the operating costs after seeing a video posted to YouTube of people touring the facility.The guys from “The Somethin’ or Other Tour” took a peek around the building. SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. SAN DIEGO (KGTV) - U.S. Coast Guard rescued 13 Mexican nationals from the waters off the coast of La Jolla Saturday.The rescue, located near the Children's Pool, was reported just before 8 a.m., according to the Coast Guard. The 13 individuals, one woman and 12 men, were rescued from a panga boat and brought to shore.Border Patrol officials took the individuals into custody and officials believe they were trying to enter the country illegally.RELATED: One person hurt, possible drug packages found after boat washes ashore in CarlsbadPanga boat attempts to illegally have seen a sharp increased since 2010, according to Border Patrol, as land borders have tightened.Just last month, one person was found injured around several packages of marijuana washed ashore in Carlsbad. SAN DIEGO (KGTV)- A new technology just reached San Diego and Border Patrol agents say it’s going to help them do their jobs faster, easier and more efficiently. They’re called Mobile Video Surveillance Systems. Each unit is grounded to a Ford F150, the controls to operate the cameras mounted on a mast in the bed of the truck are inside. San Diego is the second place in the nation to have truck like these. Border Patrol says they’ll be rolling out in just a couple days. The first place to have Mobile Video Surveillance System trucks is Rio Grande Valley, Texas. Michael Scappechio is a supervisory with Border Patrol and he tells 10 News, “the looming threat of the migrant caravan in Tijuana and more people potentially on the way we need to make sure we’re prepared for that”. The two cameras allow the agents to see two pictures at all times, a daytime camera and an infrared camera. While Scappechio says the need for this kind of technology is needed in San Diego, it’s their increased rate of arrests that landed the trucks here, “nearly a 90 percent increase is significant, that’s going to get attention, that’s going to get resources, that’s going to get man power, infrastructure and technology”.Border Patrol tells 10 News these trucks won’t replace the border wall but instead, will go hand in hand with it. 1334

SAN DIEGO (KGTV)- Across California, a record-breaking 3.7 million acres have already burned in more than 8-thousand wildfires this year.Both Cal Fire San Diego and the San Diego Fire-Rescue Department are preparing to respond to potential fire disasters, as dangerous weather conditions return to San Diego County.“We know the potential is there,” said Thomas Shoots, a public information officer for Cal Fire. “We’re holding all our firefighters on duty, and we’re staffing on every piece of equipment to make sure we’re covered, we’ve brought on contract dozers. We’ve asked that the other agencies that we work with here in the county provide resources, and they stepped up, and we’re very appreciative of that.”San Diego Fire-Rescue has also increased staffing and equipment.The National Weather Service extended a Red Flag Warning to Tuesday at 5 p.m. for the inland valleys and mountains.A heat advisory will also be in effect Tuesday through Thursday.Just weeks ago, the Valley Fire destroyed homes and charred more than 16 thousand acres in the East County.With similar weather conditions, fire crews hope community members will try to reduce the possibility of a fire sparking.“If everybody could do their part, anything they can think of that can start a fire, whether its dragging chains down the highway, clearing brush with metal motors, please be extra cautious,” said Shoots.SDG&E warned 700 customers in the backcountry of the possibility of Public Safety Power Shutoffs (PSPS) but sent the all-clear to most customers by Monday afternoon.However, 19 customers in Descanso may still be impacted by PSPS overnight into Tuesday. 1651
