SAN DIEGO (KGTV) -- It all started when La Jolla Shores resident, Penne Horn, had a birthday coming up."It started as a joke. My son asked what I wanted for my birthday and without any thought the words flew out of my mouth 'I want an ice cream maker,'" Horn said. The rest you could say is history.Since the day she received her wishlist item, she like many of us, spent time indoors with her new addition. "I started making ice cream. I just had too much of it and thought there's gotta be something I can do with this," Horn described. So she began to give it away to neighbors. It was so good that nearby residents with a sweet tooth wanted more and insisted on paying her, when a light a bulb went off. "I was hearing stories of families who got dogs in beginning of COVID, then lost their job and couldn't feed family let alone their dogs. I thought I will make the ice cream and ask people for donations. They'll donate and I'll buy dog food, and take it down to St. James church where they'll distribute it." Then new ideas kept getting added to the mix."One lady came to me and said I'll donate whatever if you make an ice cream named after my dog." Then, Twoee's Howling Good Ice Cream was born, named after her own sweet furry companion. "I draw all these different characters of dogs and name the ice cream after their dog."Horn's a former member of the Scripps and Humane Society boards, and she's always given back to the community. "It's part of my life, it's part of who I am."This time around, her community service was something new, a bit more sweet and born out of a pandemic. "There's a little silver lining if you look for it, I never would've started this if it hadn't been for the pandemic. There's good in everything." SAN DIEGO (KGTV) — If you've noticed the sharp increase in gas prices around San Diego lately, chances are we're not done.The average price for a gallon of gas Saturday was .77 in San Diego, according to AAA, jumping another four cents since Friday and reaching the highest San Diego has seen in about five months.At this time last month, San Diegans were paying on average 46 cents less per gallon. A year ago, 23 cents less. The closest San Diego's average has come in recent months to was .84 on average in Oct. 2018, according to Gas Buddy.GAS MAP: Search for the cheapest gallon in San Diego with our Gas Map"Four dollars a gallon on average is certainly within the realm of possibility given today's average is .73 and wholesale prices went up some 18 cents," Patrick HeHaan, with GasBuddy, told 10News. "That, in addition to the increases that are already coming down the pipeline, will likely thrust San Diego to that a gallon mark. That's something we have not seen in four, call it five years."AAA says a series of refinery issues have reduced gas supplies. According to Bloomberg, Valero Energy Corp's refinery in the Bay Area, Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants have all seen shut downs and halts in oil production this month due to various problems.Nationally, gas has been averaging .73 a gallon. SAN DIEGO (KGTV) - Mayor Kevin Faulconer, County Supervisor Ron Roberts and county health officials announced Tuesday a plan of "Vaccination, Sanitation & Education" to stop San Diego's hepatitis A outbreak."This is our community and we are working day and night to take care of it. It is going to require a sustained effort and everyone in San Diego County has a role to play," Mayor Faulconer said. The county's top medical professionals say there is no end in sight to the outbreak that began in March. RELATED: San Diego Hepatitis A death toll, those sickened rises"This outbreak could last another six months and unfortunately there are going to be more lives that are going to be at risk," said Dr. Nick Yphantides, the county's chief medical examiner at a news conference outside the county administration building. Officials gave critical updates about the outbreak, which has killed 16 people and sickened 444 others. While most of the cases involved the homeless or drug users, 25 percent of the patients were neither, health officials said.Hepatitis A is a highly contagious liver infection that is usually transmitted by fecal-oral or person-to-person contact, or consumption of contaminated food or water. SAN DIEGO (KGTV) — Low-lying parts of San Diego are dealing with the possibility of more coastal flooding Saturday and Sunday morning because of "King Tides." The high tide event is expected to occur the mornings of December 22 and 23, according to tidal charts. King tides occur when there is an alignment of the gravitational pull of the sun and the moon. SAN DIEGO (KGTV) -- In February, we spoke to Jelynn Malone from Mostra Coffee after her coffee shop won best roaster in the U.S. by Roast Magazine. Since then, things for small businesses like hers have been touch and loyal customers including high school juniors, Siya and Anoushka, wanted to help."A lot of businesses were closing. We both brainstormed about how we could help local businesses who have helped us in the past," said Anoushka." So they created a campaign called Loving the Locals. "We started a GoFund Me page and reached out to friends and family who were able to donate. With that money, we were able to donate to Mostra Coffee."And when Malone was ready to meet her donors she said, "I'm looking for adults, they didn't give me their names or tell me how much and I see these two young high school girls and they're like 'Are you Jelynn?'" To describe Malone as surprised was an understatement. "Then they hand over this large check to me and it says a thousand dollars and I'm completely shocked. I'm emotional, touched," Malone described. Malone's no stranger to giving back. A portion of her profits goes to farmers in the Phillippines, where she sources a lot of her product from. When the pandemic began, she donated gratitude boxes to frontline workers. All of her efforts never went unnoticed, even by young customers. "They [Mostra Coffee] continue to give back to community even during these difficult times and we felt that quality was important to us and it's what we were going for. We shared similar values and they were a great fit for us," Siya said. Mostra Coffee is the first business Loving the Locals has donated to.
