SAN DIEGO, Calif (KGTV) - New recommendations aim to help the thousands of teenagers living with depression who are suffering in silence. The American Academy of Pediatrics released new guidelines for primary care doctors to screen young people. They say 2 out of 3 depressed teens are not being identified by their doctors and not getting the care they need. One survey doctors can give to patients is just two questions, another is nine. The purpose is not to establish a final diagnosis but rather screen for depression in a "first step" approach. San Diego Pediatrician Jaime Friedman believes it's a positive step to help young people and that it will be fairly easy to incorporate into visits. She will soon be using tablets on which parents and teens can answer questions related to their visit, they'll also be able to conduct the depression screening on them. Doctors are also being advised to talk to families about safety plans, removing lethal medications or guns from the home to prevent suicide. The AAP recommends young people get screened at least once a year starting at age 12.  1144

SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. San Diego Unified School Board president and math teacher Kevin Beiser will introduce a resolution at Tuesday night's meeting demanding action from state and federal lawmakers pass stricter gun control laws."It's an opportunity for us parents students and teachers to speak in unison and call on our elected officials to do what we know is right and implement reasonable gun reform now, said Beiser ahead of the meeting. The board did something similar after the Sandy Hook school shooting back in 2012 but Beiser thinks it's worth stating again. And although it's not included in the resolution, Beiser expects the issue of arming teachers to come up at the meeting.Last week President Trump said he favored arming teachers to protect students. 763

SAN DIEGO (KGTV) -San Diego is expecting the most powerful Santa Ana winds of the season this week. The winds are expected to pick up late Tuesday into Thursday. Cal Fire is urging residents not to let their guard down, but cautions, this is not the time to start clearing defensible space. "This week we really want people to tap the brakes on going out and clearing their property, we don't want them to start the next fire trying to do the right thing, the wrong way, at the wrong time, so please don't clear your property this week, focus on having an evacuation plan so you can get your family members, pets and livestock out when the need arises," said Captain Thomas Shoots, Public Information Officer for Cal Fire San Diego.RELATED: Check 10News Pinpoint Weather ConditionsFirefighters from San Diego, Chula Vista, Coronado, Imperial Beach, and Cal Fire are helping to fight the fires in Sonoma County and the Getty Fire in Los Angeles. Still, Shoots said there is no strain on local resources. "We know that a lot of times, this time of year, we'll have multiple major events happen at the same time, so we can send out plenty of resources and still be staffed up in San Diego so we are watching that very closely and we want to make sure that if anything takes off here we have plenty of resources to draw from," said Captain Shoots. Crews are able to monitor all the fire activity across the state from the command center at the Cal Fire Headquarters in Rancho San Diego. "Regionally, we're looking pretty good, we're fortunate that both fires that we had on Friday we were able to jump on it, put a ton of resources on it, and we were able to stop those before they became major incidents," said Captain Shoots. According to Shoots, this has been a mild fire season compared to last year. "We continue to see fires this year, but most people haven't heard about a lot of the fires that we've had because we've been able to keep them small. With Cal Fire, our goal is to keep 95% of the fires at 10 acres or less, and we've been fortunate with that this year because the conditions have been milder," said Shoots. Right now, Cal Fire crews are working seven-day shifts, instead of the standard three."We've been pretty lucky with the fire activity around the state has been pretty light. Most other years, we've been hit pretty hard, and we start to get worn down this time of year, but 2019 has been relatively good to us. SAN DIEGO (KGTV)— In the wake of two serious e-scooter accidents over the weekend, San Diego city leaders are working to update e-scooter regulations. While the scooters are off-limits on all city sidewalks, they are allowed on beach boardwalks. While some believe they are instrumental in freeing up car traffic and parking, others believe scooters just bring the congestion straight onto the boardwalks.Chase McKenna enjoys riding e-scooters at Pacific Beach. He says it is the best way to enjoy the boardwalk."Cruise around the strip right here and that's fun,” McKenna said. “They're convenient because down here, they're everywhere."But what is fun and convenient for McKenna, is a total nightmare for Paul Thackery."PB's great. The scooters are out of control,” Thackery said. He says some areas along the boardwalk are beginning to look like a scooter graveyard. He has also been hit by several intoxicated scooterists in the last several months. "I can't stand them. I ride my bike down here every day, and scooters are in the way, it's dangerous,” Thackery said. “I think they should get rid of them all together. "This weekend alone, at least two e-scooterists in San Diego were sent to the hospital for severe injuries. San Diego Police said a 39-year-old man fell off a scooter just before 10 pm Saturday in Mission Beach. He suffered life-threatening head injuries. Then at 12:30 am Sunday, just a mile away, a 62-year-old man lost control of his scooter, and crashed into a sidewalk. He suffered a neck fracture and facial abrasions.Since February 2018, two people in San Diego County have even died in scooter crashes. The city of San Diego is now defending against four e-scooter lawsuits that claim the city needed to enforce stronger regulations to prevent collisions and accidents.But in a crowded place like a boardwalk, McKenna says scooters are not the only issue."A person on their bicycle can be just as inconsiderate,” McKenna said. That is why McKenna says it is vital that each rider regulates themselves. We met Tracy Grimmett, a visitor from Modesto, doing a few practice laps before taking off for the first time. “Yes, without running into all the people around here. Yes, trying!” she laughed. She hopes to have fun while being considerate, as they share the busy boardwalk with thousands of weekenders."Be courteous around people, go slow,” McKenna said. “If there's a lot of people, you have to slow down, and you have to give other people the right of way."The city of San Diego is now considering making companies install “geo-fencing” on the scooters. That would automatically slow down the maximum speed of the scooters to 8mph in designated zones, including Mission Beach and Pacific Beach boardwalks. 2750
