President Trump seems nowhere near making a deal with Democrats over border wall funding. And instead of waiting on a compromise, Trump's claiming he can declare an "immigration emergency" to get his way. But experts aren't so sure about that. "I don't think he can go through with it," said James Thurber, professor of government at American University and author of "Rivals for Power: Presidential-Congress Relations." "Maybe it will take a judicial action to force him not to do it, but I think that he probably found out that there was such a thing as the national emergency powers of the president and that stuck with him, and so he tweeted and stated things that were well before legal advice given to him."But is there precedent for Trump's potential move? They have been used by President George W. Bush during times of war and by President Barack Obama after Russia annexed Crimea. "Emergency powers were used to build facilities in Afghanistan and Iraq, but they've also been used since the 1976 National Emergencies Act that defines what you can and cannot do. They've been used probably 30 times, primarily on trade issues but also related to war and war powers," Thurber said.An 1204
Space is an incredible subject to study, and it wouldn’t be possible without the collection of Moon rocks and dust, as well as information about the Universe scientists have gathered. In building 31 north at the Johnson Space Center, NASA’s Lunar Lab houses some of the most famous rocks from all the Apollo missions. They have over 100,000 rocks from space.Charis Krysher, a Lunar Curation Processor for NASA, says moon rocks and space dust are the most important thing brought back to Earth.“One of the first things that we learned from the Apollo collection was how old the moon the Earth was,” Krysher says.Rocks on Earth aren’t pristine like they are on the Moon. Moon rocks don’t age, because there is no atmosphere in space to break down the rocks. The rocks found on the moon can potentially be billions of years old. “More recently we've actually learned in the past, less than a decade, that the Moon's rocks actually contain way more water than was originally realized,” the processor explains. Just like famous diamonds and jewels, there are well known space rocks, too. Like the one found by Apollo 15. “They named it the Genesis Rock, because it’s a part of the primordial crust of the moon,” she says. When studying these samples, scientists take all the precautions, from wearing bunny suits, temperature-controlled rooms and even triple bagging each rock for storing."We try really hard to preserve the rocks so that the science that we learn from the rocks can be trusted," Krysher says. It’s not every day we go to the Moon, so these scientists take time to study the rocks and do it sparingly. They are still breaking rocks over 40 years old. However, come five years from now, they’ll get another chance for more rocks when U.S. astronauts head to the moon in 2024. 1796

Schools districts across the U.S. are drawing up plans for how they’ll possibly reopen classrooms for the 2020-21 school year based on recommendations from state and federal officials. If schools do reopen in the fall, many teachers may not be there. USA Today and Ipsos 283

Regular maintenance is key in keeping your car healthy for a long time. Car owners often get their car prepared for the winter, but auto mechanics say summer is an important time to have maintenance done to your vehicle. Brad Deen, with Import Mechanics in Denver, says there are a few tips you can do to keep your car running in the high heat, and for years to come. “Most important thing getting into the summer months is the cooling system,” he says. “That’s about the biggest thing you’re going to see when it comes to leading to a breakdown.”Deen says start with making sure the fluid levels in your vehicle are correct, like the coolant and oil. We all know a proper oil change is important, but in the summer months, your oil can thin out quickly. That can lead to serious engine problem.“Next, belts and hoses,” he says. “What you are looking for are cracks in belts, cracks in hoses, as well as swelling in the hoses.”Belts and hoses are essential to keeping the cooling and air conditioning system functioning. There’s a misconception that winter is the only season that can destroy a car’s battery due to temps.“The high temperatures in the summer can actually lead to the acid in the battery to evaporate faster,” Deen explains. “Then, all of a sudden, you can find yourself with a battery that is not charged.”Also, the heat from the asphalt can deflate your tires. “Tires are a safety issue any season,” he says. “Making sure the pressure is correct is paramount.”Lastly, getting a full-service maintenance on your vehicle every 12,000 miles is also a great idea. 1588
