(KGTV) — Neighbors in North County call this "Taking Back Oceanside.""We need to cite, we need to ticket, arrest when possible," said Andrew Andrioff. It's a response to a growing homeless population that's leaving neighbors frightened and frustrated. The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. The Taking Back Oceanside group is set to meet with the chief of police on October 24.  1750

A hodge-podge of beloved characters and settings would hardly fit in the same sentence if not for the fact they're all coming to Disney parks or cruise ships within the next few years.Disney Parks chairman Bob Chapek announced the new attractions over the weekend at the company's D23 Expo in Anaheim, California.The first Mary Poppins attraction at a Disney park is headed to Epcot as part of the transformation of the Florida park. Appropriately, the Cherry Tree Lane neighborhood will be housed in the United Kingdom pavilion in World Showcase.Other changes are afoot in Epcot's World Showcase, the area around a lagoon that shows off pavilions from almost a dozen nations.Next year, the French pavilion is adding a new attraction based on the animated film "Ratatouille," as well as a new French restaurant. The French pavilion also will host a sing-along with songs from the film, "Beauty and the Beast" starting next January.Both the Canada and China pavilions are getting new movies showcasing their countries, and Disney officials said a new nighttime extravaganza will offer various interpretations of classic Disney songs from people all over the world.In other parts of Epcot, a "Guardians of the Galaxy" ride is planned, as well as a new restaurant at the Mission: Space pavilion.Elsewhere in Disney's "park-dom," ''Avenger Campus" areas are planned for Disney California Adventure and Disneyland Paris, based on "The Avengers" movie franchise. Koontz said. “I believe they put all the guys that were hurt in the accident in the wounded warrior battalion so that gives them time to go over what happened."The Marine Corps is not paying the flights and hotel stays for the families visiting the injured Marines. OCEANSIDE, Calif. -- Crime Stoppers Monday said they are offering a reward for information on the suspect police say killed a 77-year-old man.According to a tweet from Oceanside Police, Crime Stoppers is offering up to a ,000 reward for information leading to the arrest in the alleged murder of John Roth.Police say Roth was discovered dead by his wife when she returned home from work.
