EL CENTRO, Calif. (KGTV) - Church leaders in San Diego, El Centro, and Brownsville, Texas were arrested Tuesday on suspicion of subjecting homeless people to forced labor, according to U.S. Department of Justice officials.U.S. Attorney for the Southern District of California Robert Brewer said those charged coerced the victims to give up their welfare benefits and forced them to panhandle up to 54 hours a week.Twelve people said to be leaders of Imperial Valley Ministries (IVM) are charged with conspiracy, forced labor, document servitude, and benefits fraud, said Brewer.“The indictment alleges an appalling abuse of power by church officials who preyed on vulnerable homeless people with promises of a warm bed and meals,” said Brewer. “These victims were held captive, stripped of their humble financial means, their identification, their freedom, and their dignity.” IVM is headquartered in El Centro and operates about 30 churches in the U.S. and Mexico including locations in Las Vegas, Phoenix, Los Angeles, Santa Ana, and San Jose. The church’s stated purpose is to “restore” drug addicts at faith-based rehab homes, the Department of Justice said in a news release. The church operated one group home in Chula Vista, along with others in El Centro and Calexico. Many victims were recruited in San Diego, officials said. Defendants include Jose “Chito” Morales of San Diego, Ana Robles-Ortiz, Jose Gaytan, Sonia Murillo, Arnoldo Bugarin, Azucena Torres (aka Susana Bugarin), and Sergio Partida of El Cajon, and Victor Gonzalez, Susan Leyva, Jose Diaz, Mercedes Gonzalez (aka Mercy Diaz), and Jose Flores of Brownsville, Texas. IVM leaders allegedly “inducted many to participate with offers of free food and shelter with the false promise that victims would be provided with resources to eventually return home,” according to the DOJ. The homeless people would check in to the homes and sign agreements to stick to the IVM rules such as “you are not to discuss things of the world” and “if any of the rules are broken there will be discipline”, DOJ officials said. Many victims claimed they were held against their will, officials said. The indictment claims church leaders used deadbolts to lock the victims into the homes, and confiscated identifications. Windows were also nailed shut at some group homes, according to the indictment. In one case, a 17-year-old victim broke a window to escape and run to a nearby home to call police. Prosecutors say church leaders also refused to allow a diabetic woman to obtain medicine and food in response to low blood sugar. She was able to escape and get help, officials said. In some situations, IVM members told the victims they would have to stay or they would face punishments, including having their children taken away from them, the DOJ said. Victims were also told loved ones had rejected them and they must stay because “only God” loved them, said officials. Punishments, including talking about the outside world, allegedly included the withholding of food. DOJ officials said IVM leaders also stole victims’ EBT cards and used them for improper purposes. The signing could help President Donald Trump fulfill a key campaign promise to extract America from its “endless wars.” Under the agreement, the U.S. will begin withdrawing thousands of troops in exchange for Taliban commitments to prevent Afghanistan from being a launchpad for terrorist attacks.If the Taliban meet their commitments, all U.S. troops would leave in 14 months. Dr. Anthony Fauci warned Sunday that even if a COVID-19 vaccine becomes available, it still may not yield herd immunity.In an interview with the Aspen Institute on Sunday, Fauci — the U.S.'s top infectious disease expert — said he would settle for a vaccine that is between 70 and 75% effective."I doubt seriously that any vaccine will ever be a hundred percent protective. The best we've ever done is measles, which is 97 to 98% effective. That would be wonderful if we get there. I don't think we will," Fauci said. "I would settle for 70, 75% effective vaccine because that would bring you to that level of would-be herd immunity level."But a CNN poll says one-third of Americans do not plan to get a vaccine if it becomes available. DULZURA, Calif. (KGTV) -- Three fires burned in rural East County Wednesday afternoon as Cal Fire worked to extinguish the flames. According to Cal Fire, all three of the fires sparked in the community of Dulzura along Highway 94 between Otay Lakes Road and Freezer Road. Video of the blaze shows traffic in the area backed up for several miles after crews closed Highway 94 between Otay Lakes Road and Barrett Lake Road. Around 5:30 p.m., Cal Fire said crews were able to stop the forward rate of spread of all three fires. In total, all three fires burned slightly less than 32 acres. Sky10 was live over the fire. (KGTV) -- New details emerged Monday in a warrant released after a man is accused of poisoning his wife.A search warrant revealed that the woman had been sick for months and had no idea what was going on with her.According to the warrant, the young mother began to feel sick in September, then started feeling better before her condition worsened in January.She suffered hair loss, no longer had the strength to walk or open a door and had to be helped around by family members and her extremities even became like dead weights, according to the warrant.RELATED: East San Diego County man suspected of poisoning his wife with Thallium The warrant goes on to say that she suffered major loss of use of her extremities and was near death.Doctors determined that she received thallium poisoning by oral ingestion. Thallium is a chemical element used in rat poison and ant killers.Investigators determined that the poisoning could have only been done by someone with personal access to the food and drinks she consumed.According to the warrant, her husband Race Remington Uto, 27, had the most access to commit the crimes.Investigators searched the couple’s home in Dulzura and confiscated laptops, a coffee blender, four cups and other electronics.The warrant also shows that Race had an affair while he was deployed in the Navy and that the couple had gone through counseling.Race told detectives he has no idea how his wife came into contact with the poison. She also said she had no idea who would want to hurt her.The warrant shows the victim thought she may have been exposed to the poison while working in an old school building. 1661
