"If this individual with a loaded weapon, who for whatever reason, including a mental health challenge, was ready to use it, that's a split-second matter of trying to save lives right then and there."How you get the full facts of what the person has in their hand, and what their mental health condition might be, and are they known to anyone, in something that's playing out in seconds and minutes, that's a very tall order," de Blasio said.'Two-handed shooting stance'The incident started shortly before 5 p.m. Wednesday when officers received 911 calls of a man aiming what callers described as a silver firearm at people in Brooklyn, Monahan said."Three different 911 callers described a man with a gun, pointing it at people on the streets," he said.When officers arrived at the scene, they found a man matching the description provided by the callers, Monahan said."The suspect then took a two-handed shooting stance and pointed an object at the approaching officers, two of whom were in uniform," he said.Four officers discharged their weapons, striking the man, Monahan said. Then they gave him first aid and called for an ambulance to take him to the hospital, where he was pronounced dead."It appears we fired 10 rounds between the four officers," Monahan said. IMPERIAL BEACH, Calif. (KGTV) - More than 60 people packed a quarterly meeting held by the U.S. International Boundary and Water Commission. Frustration grew in the room when residents realized it was a similar conversation as in past meetings. Many complained about a lack of direction presented at the meeting. "Too much talking, not enough action," said John Munns, a South Bay resident and a member of the group, Citizens for Coastal Conservancy. Carlos Pena, with the IBWC, says it's a complicated issue that involves many moving parts. The plans discussed at the meeting involved improving the wastewater infrastructures in Tijuana or creating defense structures in the U.S. along the border to protect its communities from sewage runoff. It could also be a combination of both. However, each of the projects would cost millions of dollars. It would also take planning, funding, and construction. They are solutions that will take years to accomplish, according to Pena. They will be creating a berm or land barrier to protect areas from runoff. They plan to finish that by the summer. But Pena admits it is more of a band-aid than a solution. 1164

SAN DIEGO (CNS) - Law enforcement officials Thursday were asking for the public's help in locating and identifying the suspect involved in two separate armed robberies this month. San Diego County Crime Stoppers was offering a reward of up to ,000 for information on the man, who's believed to have robbed a Game Stop in Serra Mesa on Dec. 19 and a Subway in Kearny Mesa four days later, according to the organization. The man is also believed to have been spotted at another Game Stop on the same day as the Subway robbery. Around 10:30 a.m. on Dec. 19, the suspect entered the Game Stop store on Murphy Canyon Road south of Aero Drive, where he lifted his shirt to display a silver revolver in his waistband and demanded money from the register, according to the Crime Stoppers news release. The clerk complied, and the man left the store on foot. Around 9:20 a.m. on Dec. 23, a man believed to be the same suspect entered the Game Stop on University Avenue east of 44th Street. An employee recognized the man from the earlier robbery and told another worker to call security. The suspect escaped from the store on foot.The same day, at about 11:20 a.m., it's believed that the same suspect entered a Subway restaurant near the intersection of Clairemont Mesa Boulevard and Mercury Street. He ``simulated'' that he had a gun in his waistband and demanded money from the register. The clerk complied, and the man again escaped on foot. The suspect was described as a Hispanic man in his early 30s, about 5-feet-7-inches to 5-feet-9-inches tall and 180 to 200 pounds. In the first case, he was wearing a white construction hat, construction glasses, a dark-blue or black bandana on his head underneath the hat, black pants and black tennis shoes with white soles, Crime Stoppers said.During the second and third cases, the suspect was wearing an Anaheim Angels baseball cap, sunglasses, a dark-colored shirt, black pants and gray tennis shoes. IMPERIAL BEACH, Calif. (KGTV) -- Authorities are investigating after a body was found along Imperial Beach Sunday morning. According to the San Diego County Sheriff’s Department, joggers told authorities they found a man in his 20s unresponsive in the water on the 700 block of Seacoast Drive. Paramedics arrived and pronounced the man dead. The department says they suspect drugs or alcohol may have played a role in the death. The identity of the man hasn't been released at this time. 499
