BEIJING, April 14 (Xinhua) -- Chinese cities saw the fastest economic growth among all cities internationally, in 2008, but their overall competitiveness was still only at medium or low levels globally, according to a report released here Tuesday.     The report, entitled the Blue Book of Urban Competitiveness, was released by the Chinese Academy of Social Sciences (CASS). It showed that ten of the 15 fastest-growing cities worldwide in 2008 were in China.     The ten cities are Baotou and Hohhot in the northern Inner Mongolia Autonomous Region, Yantai, Weifang and Weihai in eastern Shandong Province, Dongguan, Zhongshan and Huizhou in southern Guangdong Province, and Wuhu and Hefei in eastern Anhui Province.     However, Chinese cities ranked at only medium or low levels among world cities in terms of overall competitiveness, the report said.     The ten most competitive cities in China, according to the report, are Hong Kong, Shenzhen, Shanghai, Beijing, Taipei, Guangzhou, Qingdao, Tianjin, Suzhou and Kaohsiung. But Hong Kong only ranked the 26th among world cities, Shanghai the 41th, and the others still lower.     Ni Pengfei, a CASS scholar who led the research, said 294 large and medium-sized China cities were rated, including those in Hong Kong, Macao and Taiwan.     The overall competitiveness of a city is based on its advantages in human resources, capital, science and technology, infrastructure, environment, governance and so on.     The report was compiled by nearly 100 scholars from Chinese universities, statistics departments, and research institutes.

BEIJING, Feb. 26 (Xinhua) -- Chinese share prices registered a dramatic 3.87 percent drop Thursday as investor confidence collapsed ahead of the wary market performance and caused panic selling, analysts said.     The decline on overseas markets also had a negative effect.     The benchmark Shanghai Composite Index, which covers both A and B shares, opened higher after the government announced stimulus plans, but dipped 85.05 points, or 3.87 percent, to 2,121.52 points in the afternoon session.     The Shenzhen Component Index on the smaller Shenzhen bourse dropped to 7,777.90 points, down 463.76 points, or 5.63 percent.     Total turnover was 198.52 billion yuan (29.07 billion U.S. dollars), down from 209.05 billion yuan on Wednesday.     Losers led gainers by 841 to 34 in Shanghai and 719 to 36 in Shenzhen.     The weak performance of both the Wall Street and Hong Kong shares had cast a shadow over the mainland market, said analysts.     The financial sector, which led a market rebound Wednesday, failed to support the market in afternoon trading as it dipped 4.76 percent.     Shenzhen Development Bank, which almost fell by the 10-percent daily limit, ended up with an 8.91 percent drop to 13.8 yuan.     China Merchants Bank, which rose by 9.57 percent Wednesday, slipped4.36 percent to 14.27 yuan.     Machinery, automobiles, media and semiconductor sectors led the retreat, dropping 7.88 percent, 7.54 percent, 7.68 percent and 7.79 percent, respectively.     Non-ferrous metals also fell by 7.54 percent though the government announced a stimulus package for the industry Wednesday.     Chenzhou Mining, Corun New Energy, Tibet Mining, Advanced Technology and Materials, Western Metal Material, Sichuan Hongda and Xiamen Tungsten fell by the 10-percent daily limit.     Yongan Forestry bucked the trend, rising by the 10-percent daily limit. The forestry sector managed to close at no more than a 2 percent decline, as domestic media reported a government stimulus plan for forestry was under discussion.     China Eastern Airlines, one of the country's top three airlines, announced Thursday that its shareholders had passed a share placement plan which intended to raise 7 billion yuan from its parent company, China Eastern Group.     The company will issue 1.44 billion Shanghai-listed A shares at a price of 3.87 yuan per share, as well as 1.44 billion Hong Kong-listed H shares at 1.00 yuan each, according to the announcement.     The fund would reduce the company's asset liability ratio and improve its financial situation, said the company.     China Eastern Airlines shares were suspended Thursday.     Hong Kong shares dipped 0.85 percent to 12,894.94 points Thursday, while U.S. stocks fell Wednesday. The Dow Jones industrial average was down 80.05 points, or 1.09 percent, at 7,270.89. The Standard & Poor's 500 Index dropped 8.24 points, or 1.07 percent, to 764.90. BEIJING, March 3 (Xinhua) -- China's top political advisor Jia Qinglin on Tuesday urged his colleagues from the private sector not to lay off workers to help maintain social stability amid the global economic turmoil.     Jia, Chairman of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), said this in a report delivered at the second session of the 11th CPPCC National Committee, which convened Tuesday at the Great Hall of the People in downtown Beijing. Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), delivers a report on the work of the CPPCC National Committee's Standing Committee at the Great Hall of the People in Beijing, capital of China, March 3, 2009. The Second Session of the 11th CPPCC National Committee opens on Tuesday"National Committee members from the non-public sector of the economy should be encouraged to shoulder their share of social responsibilities," according to the Report on the Work of the Standing Committee of the CPPCC National Committee.     "Advisors should try their best to refrain from laying off any employees, cutting salaries or withholding wages, so as to create a harmonious labor relationship," said Jia.     The unfolding financial crisis has resulted in mass unemployment in China. Jobless migrant workers alone exceed 20 million, not to mention millions of graduates swarming into the job market every year. The Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC) opens at the Great Hall of the People in Beijing, capital of China, March 3, 2009.A report issued in January by the Ministry of Human Resources and Social Security (MOHRSS) showed that China's urban unemployment rate rose to 4.2 percent at the end of 2008, up 0.2 percentage points year-on-year.     The real situation is more serious, as the number of migrant workers and newly graduated college students are not included in the count.     Political advisor Wang Junjin, chairman of the Shanghai-based Junyao group, said that the grim economic situation requires people to help each other and share weal and woe.     "Employers should nurture good relations with employees. They must also take up greater social responsibility," said Wang.     According to media reports, the ongoing CPPCC session and upcoming session of the National People's Congress, China's top legislature, will have deputies and advisors from more than 150 listed companies.     These companies account for about 10 percent of the firms listed on the yuan-denominated market. They include executives of large financial companies such as China Life Insurance (Group) Company and Ping An Insurance (Group) Company of China.     Jia also urged political advisors from the ethnic minorities and religious circles to play a unique role in the drive for ethnic unity and religious harmony.     The top political advisor also expressed support for the government's handling of unrest in Tibet in March last year.     "We unequivocally supported the Party and government in dealing with the destructive, disruptive, violent and illegal incidents in Lhasa, Tibet, and other areas in accordance with the law," Jia said.     Jia's speech was echoed by members from the religious circle. Advisor Huang Xinyang, president of the Beijing Taoism Association, said that the speech reflects the heartfelt wishes of advisors from the religious circle, who support the ideal of social harmony and national unity.     "A handful of separatists who advocate 'Tibet independence' do not represent the people of the religious circle and they are doomed to failure," said Huang.     Advisor Ma Guoquan from northwest Ningxia Hui Autonomous Regionsaid: "The religious policy we have now is the most appropriate. Believers have the full freedom to engage in religious activities. There is no reason for making trouble."
