(KGTV) - San Diego County residents who bought homes in the 90s are reaping the benefits of a hot housing market. Homebuyers who purchased their properties 20 years ago are “sitting pretty” in 2019, according to a study by GOBankingRates. The study ranked 15 California cities by property appreciation rates. Six of the top 10 increases were in the San Francisco area. Two Los Angeles-area cities, Santa Monica and Newport Beach, finished first and second on the list, respectively. The only San Diego County city on the list of top 20 locations for home appreciation was Encinitas. In 1999, the median home value in Encinitas was 3,500. The figure now stands at ,198,000, marking a 248.8 percent increase in value over 20 years, the study reports. The five-year rental income on an Encinitas home is 9,688, according to the study. A 60-year-old man was shot and killed Tuesday morning in Tampa's Seminole Heights area, the fourth such death in what police say is a string of unsolved killings in that neighborhood within the past month."It is all in the probably 10-block, 15-block area," Tampa Mayor Bob Buckhorn told CNN sister network HLN on Tuesday. "And so we're just going to do our good police work and hopefully get a break."Ronald Felton was shot in the back while crossing the street just before 5 a.m. Tuesday, police said. He became the fourth victim in a string of killings that has vexed investigators who remain desperate for clues.A witness to the shooting provided a description of the suspect, Tampa police chief Brian Dugan said. "When I spoke to her, she said if our officer had been five seconds earlier, he would have been able to stop it," he said.Dugan described the suspect as a black male between 6 feet and 6 feet 2 inches with a thin build and a light complexion. He was wearing all black and a black baseball cap and armed with a large black pistol, police said. Police said they believe the suspect also lives in the same neighborhood as the shootings.Last month, police said that three seemingly random killings within 11 days in Seminole Heights were all linked. Benjamin Mitchell, 22, was shot and killed in front of his home October 9. Monica Hoffa, 32, was killed October 11. A city employee found her body two days afterward in a vacant parking lot half a mile from where Mitchell died.Anthony Naiboa, an autistic 20-year-old who had just graduated from high school, became the third victim when he accidentally got on the wrong bus and ended up in the neighborhood by mistake, police said.These three victims were all alone at the time of their deaths and were found within about a half-mile of each other.  1826

  

(KGTV) -- The National Transportation Safety Board ruled Tuesday that the lack of adequate oversight by Truth Aquatics Inc. led to a boat fire that killed 34 people off Santa Cruz Island last year.San Diegan Nicole Quitasol and four of her family members were among the 34 killed in the September 2019 blaze.The NTSB said Tuesday that the fire aboard the Conception diving boat is one of the deadliest maritime tragedies in the United States.“The message is clean up your act, follow your procedures,” said board chairman Robert Sumwalt while speaking about Truth Aquatics Inc.The investigation revealed the 33 passengers and one crewmember killed were in the bunkroom and unable to escape before being overcome with smoke.Investigators told the NTSB some of the victims had on shoes, indicating that they were awake and trying to get out at the time of the fire.Smoke inhalation was listed as the cause of death for all victims.All 34 were two decks below the area where five crewmembers were asleep in the upper deck. The five crewmembers survived.The NTSB agreed on 18 key findings in the investigation, including that the lack of required roving night watchmen and lack of smoke detectors in the salon area of the boat delayed the detection of the fire by crew members, leading to the high number of fatalities.While the fire's exact cause was not determined, the NTSB said it could have possibly been caused by charging electronics and lithium-ion batteries.As a result of its investigation, the NTSB made ten new safety recommendations for the U.S. Coast Guard and others in the industry. Some of the recommendations including a requirement that all newly constructed vessels with overnight accommodations have smoke detectors in all accommodation spaces and that the vessels provide a secondary means of escape into a different space than the primary exit so that a single fire should not affect both escape hatches.“The recommendations that we’ve issued today if implemented that’s the key, if implemented, would reduce the risk of future passenger vessel fires going undetected it would ensure that escape routes exit to different spaces improving the chances for survival for passengers and crew,” said Sumwalt. 2229
