SAN FRANCISCO (AP) — The sidewalks surrounding Ahmed Al Barak's corner market in one of San Francisco's roughest neighborhoods are filled with cardboard, used syringes and homeless people who have nowhere safe to go at night.But Al Barak says it's an improvement from a year ago, before the city posted a portable toilet across the street from his business in the city's Tenderloin district.He no longer regularly sees people relieve themselves in broad daylight, and he does not see as much feces and urine on the streets. I used to call the city all the time to come and clean, because they don't know where to go," he said, recalling one woman in particular who shrugged at him in a "what can you do?" gesture as she squatted to pee.San Francisco started its "Pit Stop" program in July 2014 with public toilets in the city's homeless-heavy Tenderloin, after children complained of dodging human waste on their way to school. Today, the staffed bathrooms have grown from three to 25 locations, and the program has expanded to Los Angeles. In May, the toilets in San Francisco recorded nearly 50,000 flushes, all logged by attendants.The condition of San Francisco's streets has been a source of embarrassment to city leaders, and cleaning up is not cheap. The city received nearly 27,000 requests for feces removal in the most recent fiscal year, although not all are human.Mayor London Breed last year announced the formation of a special six-person "poop patrol" team where each cleaner earns more than ,000 a year.Advocates say steam cleaning requests have dropped in areas surrounding some of the public toilets. The mayor signed a budget Thursday that includes more than million for the Pit Stop toilets this year, up from million last fiscal year. San Francisco will add seven new bathrooms in a city where a one-night count of homeless people grew 17% in the past two years.The toilets each cost an average of 0,000 a year to operate, with most of the money going to staffing and overhead.Some of the bathrooms are permanent fixtures, while others are portables with two toilets that are trucked in and out. They prevent overdoses, break up fights and greet regulars, she says."Really what we're doing is we're creating this space where people know that they can walk into it, and it's going to smell good. It's going to look good," Miller said. "There won't be trash everywhere, and they're safe. And I think that makes all the difference in the world."Nelson Butler was a 19-year-old Los Angeles gangster when he went to prison for 30 years for killing a person. Butler was released last year from San Quentin State Prison, scared and apprehensive and in need of a job. He went to work at a Pit Stop.Technically, his job was to prevent drug use in the bathrooms and make sure homeless people didn't set up camp."The reality is I'm a security guard. I was a babysitter, I was a social worker, I was a counselor. I did a lot of things that was not necessarily in the scope of my job description, but this is my community," Butler said. "So my thought was, if I saw somebody that needed help, that's why I'm there — to help."Homelessness has surged throughout California, and cities are struggling to open more bathrooms. Officials are considering adding port-a-potties and special loos designed by the city of Portland, Oregon, and expanding hours of restrooms in government buildings.Sacramento, which is in a county where a one-night count of the homeless increased 19% in two years, tried a Pit Stop but stopped after a few months because it cost too much.Los Angeles Councilmember Mike Bonin initially thought the stops too pricey, but he now understands that having someone to watch over the bathrooms has its upsides. Los Angeles saw a 16% increase over a year in its one-night count of homeless, to 36,000."I heard from everyone, from people affiliated with law enforcement, from people who live in the neighborhood, from homeless advocates, from people who are homeless themselves, that it's important to have a staff to make sure they stay clean and free of destruction or abuse," he said.Down the street from Ahmed Al Barak's corner market is Aref Elgaali's Z Zoul, a Sudanese cafe. The public bathroom by his eatery has helped, he says, but it closes too early, and there should be many more of the toilets."Why not to have in this corner one and that corner one and the other corner one? He was forced to lay off the entire staff at his perfume shop.“It’s only me and my wife working. That’s how we can survive.”The family’s entire livelihood hangs on the success of one strip mall on San Ysidro Boulevard. They just opened a pizza shop next door named for Gakhreja’s mother Maya.It’s a tribute he’s desperately trying to keep alive.“We put everything— our soul in there, our money, every single penny we have. I don’t want to let it go down, in any way,” he said.Sunil has been in the United States for more than two decades after immigrating from India.He said this city gave him the chance for a different life than he had growing up.“This country has given me everything,” said Gakhreja. “I am here because of this community. This border town has given me everything: the ability to buy my house, to run my business, I couldn’t be more blessed, but I don’t want to give up my hope. I want to hold on to that last breath that we have.”The San Ysidro Chamber of Commerce is handing out PPE to help small businesses hold on. Packages of hand sanitizer, masks, face shields and gloves will go out to any business that needs it.“Being safe, PPE, distancing ourselves, wearing our masks, that’s the way to protect ourselves,” said Jason Wells of the San Ysidro Chamber of Commerce. “Not being xenophobic and doing things like closing the border.”Gakrehja said this street on the border can’t wait too much longer.“You’re going to lose jobs, people will go into depression, this is our American dream,” he said.Gakrehja is just hoping lawmakers see one thing: in times of turmoil—keeping people apart can cause great pain.“We have to understand we are a great nation, but at this time we need other people’s help too,” he said.The border closure is extended until July 22, 2020. It unfolded on Palm Glen Drive, about a half mile from the site of the newest video. Two coyotes emerged from a bush and attacking Presley, while he was on his leash. Presley lunged, snapping his collar. He and the coyotes would end in a condo complex, where Presley was killed.Presley was the second dog killed by a coyote in the neighborhood in the last few weeks. Experts say coyotes attacking a leashed dog is a sign they're getting more aggressive in an area, and less afraid of humans, whether is food scarcity or the unintentional feeding of coyotes. 1315

  

SANTEE, Calif. (KGTV) -- Following hours of public comment and discussion, the Santee City Council approved a massive housing development that has been in the works for decades.Late Wednesday evening, the council voted 4-1 in favor of the Fanita Ranch project. The development was first proposed in 1999 and has gone through several revisions.The project includes nearly 3,000 new homes, as well as plans for a school, parks, and open space. Changes to state Route 52 are also a part of the plan.The development will be located north of SR-52, west of Eucalyptus Hills, off Magnolia Avenue and Cuyamaca Street.Fanita Ranch supporters have argued that more homes are needed in the area, but opponents believe the project would create a traffic problem, especially during an emergency situation like a wildfire. Noise and environment-related concerns have also been raised.The developers, HomeFed Corporation, said they have solutions for many of the issues brought up by project opponents, including evacuation routes in the event of an emergency.HomeFed also said the project would bring more jobs and revenue to the city of Santee.The project would be completed in four phases and would be finished in 10-15 years.Prior to the vote, some Santee residents asked the council to table the issue and allow them to have a vote on the land use with Measure N on the November ballot. 1385

  

San Ysidro, CA (KGTV)- The border wait times to cross into the United States are significantly shorter Tuesday.According to a U.S. Customs and Border Protection App, the wait times at the border in San Ysidro averaged around an hour depending on the time of day.In the last few days, border crossers reported waiting up to ten hours to cross into the U.S."A lot of people going to the border five, six hours before their work entry, it's been crazy," said Jose Montanez.Montanez is a married father of two. He lives in Tijuana, but crosses to work as a manager at a taco factory. He said the lines this weekend were especially bad, even in the pedestrian lanes."Four hours, five hours waiting in line, standing in line, you get tired," said Montanez.Last Friday, CBP began "adjusting operations" to focus on essential travel. The goal is to slow the spread of COVID-19.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S. Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Fewer lanes and increased secondary inspections led to massive delays."If they have to ask more questions and isolate people from one another so the essential workers can go and cross faster, that would be perfect," said Montanez.Instead, innocent workers are feeling the impact the most."Those that are crossing right now are doing so cause they really need to and they're going to continue crossing," said Paola Avila, of the San Diego Regional Chamber of Commerce.Restrictions have been in place at the border since March. Avila said the new protocol now doesn't make sense, especially since San Diego County is off the state's COVID-19 monitoring list."Non-essential businesses are going to start reopening. More businesses are going to start reopening, so you're going to have a greater workforce that's going to have to facilitate those businesses reopening, but now you're going to have these restrictions. It's not in sync with the rest of our procedures and regulations and restrictions," said Avila.She worries the strategy could backfire and lead to more virus spread, especially for people using the pedestrian walkway."Now, you have large masses of people with no social distancing, you're creating an unsafe environment," said Avila.Montanez says he does his best to keep his distance while in line."You do, even though, you're close to each other, there's no space between the front and the back of you," said Montanez.Agency officials urge people to only travel to Mexico if it's necessary."We need people to think twice about non-essential travel and to ask themselves if the travel is worth risking their lives and the lives of others.
